GIS EPD is a state information system that ensures the exchange of information from electronic transportation documents between participants in the transportation process and the submission of such information to the state authorities of the Russian Federation.
In accordance with Federal Law No. 259-FZ "Charter of Road Transport and Urban Land Electric Transport," electronic transportation documents are allowed to be used on a par with the paper version. If participants of information interaction generate electronic transportation documents, they shall be sent to GIS EPD.

2024: Russian carriers will be able to log into the personal accounts of the GIS EPD to reserve the time and date of crossing the state border of the Russian Federation

From September 1, 2024, the electronic reservation system for the date and time of access to automobile checkpoints (APP) for state crossing the border Russia by freight automobile transport will begin to operate on the basis of the State Information System of Electronic Transportation Documents (GIS EPD).
In preparation for the launch of this service, from August 15, 2024, the possibility of authorization in personal accounts in the GIS EPD at the address: eopp.epd-portal.ru. opens for Russian carriers. Starting from this day, Russian carriers will be able to log into the EPD GIS through the Unified Identification and Authentication System (ESIA) and generate information about freight vehicles used in reserving the date and time of access to the APP. In the future, this information can be used in reservation requests. Advance authorization is open for the convenience of all participants in the process of crossing the state border.
From August 28, 2024, it will be possible to register a personal account in the GIS EPD for foreign carriers. Starting from the specified date, foreign carriers will be able to apply for registration of a personal account, and after confirming it, begin to form information about freight vehicles used when reserving the date and time of access to the APP.
From September 1, 2024, in GIS EPD, carriers will be able to reserve the arrival of freight vehicles to the APP for dates that begin counting from October 1, 2024.

Creating an Electronic Queue System for Trucks
At the end of May 2023, it became known about the upcoming launch in Russia of the IT system of the electronic queue for the passage of trucks. Carriers will be able to reserve the date and time of crossing the border in advance through a special free service on the official website of Rosgranstroy.
The technology for reserving travel time through checkpoints for commercial freight transport is being introduced within the framework of the federal law adopted in February 2023. The government has prepared the regulatory framework necessary to launch the new system, and Prime Minister Mikhail Mishustin signed the relevant order and decree at the end of May 2023.
According to the signed documents, from September 1, 2023, electronic queues will begin to operate at the Bugristoe checkpoints on the border with Kazakhstan, Zabaikalsk on the border with China and Chernyshevskoye on the border with Lithuania. There, by the end of May 2023, there is already the road infrastructure necessary for the introduction of a new mechanism - sections of roads or storage sites near checkpoints for placing trucks of participants in the electronic queue, the press service of the Cabinet of Ministers noted.
From March 1, 2024, carriers will be able to book the date and time of border crossing on the Unified Portal of Public Services and in the state information system of electronic transportation documents. The carrier will need to indicate the state registration number of the truck, type of transportation, contact details. If plans have changed, no later than 3 hours before crossing the border, the date and time can be moved.
The system of reservation of border crossing time by heavy vehicles will appear for the first time in Russia. It is assumed that the introduction of an electronic queue will eliminate accumulations of vehicles at the entrances to border crossings, and ensure comfortable and fast crossing of the border by drivers.[1]
Possibility to issue a waybill in electronic format
Prime Minister RFMikhail Mishustin signed a decree on amending the rules for the exchange of electronic transport documents, which expand the functionality of the state information system of electronic transport documents (GIS EPD). Switching to an electronic waybill is another step in this direction. A digital document can be presented to a traffic police officer in the form of a QR code on the road anywhere, even where there is no coverage of communication networks. From 2024, the Ministry of Transport of Russia, together with the Ministry of Digital Engineering and the Federal Tax Ministry of Digital Development, will work on the introduction of mandatory requirements for the use of electronic document management in transport. Run GIS to use electronic transport documents
At the end of August 2022, the Ministry of Transport announced its readiness to launch a state information system (GIS), which ensures the possibility of using electronic transport documents, primarily a bill of lading. The platform will work on September 1, 2022.
This was announced at a meeting of the interdepartmental working group on development electronic document management in economic activities at the end of August 2022. According to the press service of the Cabinet of Ministers on August 26, 2022, in order to be able to verify digital transport documents on the road, special software was developed and tested together with the traffic police, which will read the QR code and visualize data from the electronic bill of lading for the inspector. The driver himself will receive the QR code from the electronic document management operator, through which documents are exchanged, and such a code will be signed by an electronic signature of the state information system.

2021: Creation of GIS for electronic consignment notes during transportation
In early July 2021, the president Russia Vladimir Putin signed a law that, among other things, involves the creation of a federal state information system (FGIS) for electronic transportation documents.
In this system, in particular, transfer notes, work orders and accompanying lists will be stored. They will be formed by shippers, carriers, consignees, charterers, charterers who will conclude contracts with the information system operator.
Electronic documents will be signed with enhanced qualified electronic signatures. Information system operators - legal entities included in a special register will send electronic documents to the state information system of electronic transportation documents.
The authority to establish the procedure for sending electronic transportation documents, technical requirements for information systems, a list of types of information submitted to the state information system of electronic transportation documents, as well as the procedure for accessing this information, is vested in the Government of the Russian Federation.
The provisions of the law regarding electronic document management in the field of transportation will enter into force on January 1, 2022. By this time, the FSIS should earn. The Ministry of Transport will also be the operator of the state information system of electronic transportation documents.
Transport Minister Vitaly Savelyev believes that due to the introduction of digital technologies and the transition to a documentary turnover by 2030, Russia can increase the speed of cargo movement six times. 2016: Electronic Waybill System Project
