ETRAN (Electronic Delivery Note) - an automated system for centralized preparation and execution of transportation documents. For the first time, the system includes a client (shipper, consignee, forwarder) in the technological cycle of accepting applications and processing transportation, providing him with the possibility of issuing an application for transportation, preparing an electronic invoice, obtaining final documents, obtaining the results of calculating the transportation fee and tracking the progress of cargo transportation from his workplace. Also, the client is given the opportunity to receive information about all shipments sent to him.

The decision is based on the requirements established by the Charter of Railway Transport of the Russian Federation and the Rules for accepting applications for the transportation of goods by rail.

Initially created as an applied tool, the ETRAN system in the seventh year of its existence switched to functioning as a full-fledged accounting system capable of controlling the business processes of cargo transportation.

  • ETRAN covers 100% of railway cargo transportation in the Russian Federation.
  • Per month, 5 million documents of various types pass through ETRAN (according to data for September 2017).
  • From September 2016 to August 2017, 1,334 thousand tons of cargo were issued through the system.

2023: Integration with GIS EPD

The Ministry of Transport combines into one two GIS in the field of transport electronic document management

The Ministry of Transport added that the ultimate goal of forming a unified digital environment is to create a "one-stop shop" system for the entire transport industry and seamless multimodal logistics. At the same time, the creation of a transport and logistics platform will require not only new digital solutions, but also improvement of legal regulation.

According to Deputy General Director of Russian Railways Yevgeny Charkin, as there are a number of projects for cargo logistics, the company is trying to provide customers with comprehensive and convenient services. First of all, we are talking about the ETRAN system, to which 16 thousand customers are already connected, as well as the INTERTRAN system, which significantly reduces the transit time of cargo at all stages. Evgeny Charkin spoke about the system of smart contracts, which makes interaction with all industry participants as transparent as possible, and the electronic trading platform "Freight Transportation" - now it is used by more than 9 thousand customers from 15 countries.[1]

2020: Move to the independent import platform Intellex

The Avtoagent technology has been introduced throughout the Russian railway network, which allows you to issue invoices for the transportation of goods and empty wagons in automatic mode, as well as to loan transportation documents upon arrival. Automatic processing of documents provided by Avtoagent technology improves the quality and timeliness of transportation processing, reduces car downtime and ensures financial transactions. Avtoagent is actively expanding its capabilities, and in 2020 work will be completed on the implementation of automatic registration of shipping routes and container trains.

With the help of the functionality of the ETRAN system, with the participation of the FCS of Russia and the FESCO transport group, the INTERTRAN project is already being implemented, aimed at developing multimodal transportation in the Asia-Pacific region. The purpose of this project is to create a "seamless" environment of information interaction between logistics companies, a railway carrier, participants in foreign economic activity and state regulatory authorities.

2017:15 years

On September 17, the ETRAN system turned 15 years old. The system is constantly being improved and overgrown with new functions. This year, the priority for the system direction was the acceleration of the registration of transportation. INTELLEX specialists carried out large-scale work on the introduction of automatic approval of transportation applications: almost completely excluded approval at the road level. Work is also underway with international transportation.

Thanks to this option, the customer orientation of the Russian Railways has increased. According to the study of the journal "Russian Railways-Partner," [2] referred to as [3] the efficiency of approval of applications is estimated higher than in the previous quarter of 2017. In 2017, other requests-notifications for wagons that arrived at the destination station with cargo were added to them. Regulatory approval was up to 4 hours. Shippers don't have to wait that much now. The wagon is issued in minutes. Customers have revised their internal business processes, optimized them. After coordination of requests-notifications, the car is technically ready to continue working.

The information system is developing. Through the email and the portal of Russian Railways, you can now get information about the withdrawal of cars on the public route and the arrival of the car at the border station.

The owner of the car also has the opportunity to inform the carrier about where to send the car next. For cars that set off under the SMGS contract, information on the application and the purpose of transportation are not indicated. Upon arrival in Russia, these data can be promptly entered, which also reduces the idle time of the car.

In the summer in Beijing, Russian Railways and Chinese Railways signed an agreement on electronic data exchange when transporting goods in international railway traffic.

The main purpose of the agreement is to ensure the transfer in real time of data of transportation and shipping documents. INTELLEX specialists carried out preparatory work and the introduction of electronic document management in this area.

The volume of traffic between countries is growing, transit container transportation in the direction of China - Russia - Europe over the past two years has increased by 90%.

In the future, electronic document management will simplify control procedures at checkpoints and reduce the time of customs clearance, thereby increasing the speed of trains on the Russian-Chinese border. Thus, the transit potential of MTK Primorye-1 and Primorye-2 will be fully implemented.

2016: ETRAN - document forms added

On September 20, 2016, IntelLex announced what ETRAN will be in 2017.

The company plans to increase the number of electronic financial documents available for registration in the system, maintain a single information business space and work on the translation of export documents into electronic form.

In 2016, the electronic document flow of Russian Railways using the ETRAN system included the following document forms:

  • notification of the delivery of wagons to the client, head-to-head road record;
  • notification of the completion of the cargo operation or the delivery of wagons to the exhibition track;
  • certificate of works performed, list to it and invoice.

In addition, ETRAN implemented:

  • supporting the process of expedited approval of applications for the GU-12 form for the transportation of goods;
  • support of agreements on amendments to GU-12 applications for the actual acceptance of cargo for transportation;
  • technology "Rules for the movement of empty freight cars in railway transport," in accordance with the new versions of the documents "Charter of railway transport" and "Rules for the transportation of goods by rail";
  • technology of automated application of the Order of the Ministry of Transport of Russia dated 07.07.2015 No. 214 "On Approval of the List of Criteria for Technical and Technological Possibilities of Transportation, the absence of which is the basis for the carrier and the owner of the public railway transport infrastructure to refuse to approve a request-notification for the transportation of an empty freight car, empty freight cars";
  • updates related to the amendment of the "Rules for accepting applications for railway transport" and the "Rules for calculating delivery times."
  • possibility of submission and approval of orders for provision of JSC "FGK" cars through the "single window" of NPP ETRAN.

The launch of the technology for submitting and coordinating applications through a single window (using the example of transportation in gondola cars of OJSC FGK) made it possible to create a single information space for the carrier, shipper, consignee and rolling stock operator.

With the help of AS ETRAN, the shipper has the opportunity to order transportation directly from the carrier, and the cars - from the rolling stock operator. At the same time, the process participants act in a single information field of applications for the transportation of goods, orders of rolling stock and transportation documents. According to the developers, this approach increases the efficiency of electronic interaction and reduces the cost of inefficient planning and transportation of goods.

2014: ETRAN is equipped with information functionality

On September 17, 2014, IntelLex announced the development of the ETRAN system functionality by automating customer notification using SMS or by e-mail.

The updated ETRAN system will monitor the customs clearance of goods and send an SMS about the arrival of the car.

The company "IntelLex" automated interaction between the railway and customs in the field of import, export and transit of goods, launched SMS and e-mail informing customers and monitoring payables into trial operation.

Timely informing the client about the need to replenish the account will help avoid delays in the registration of transportation due to insufficient funds on the personal account. 2012

On September 17, 2012, the ETRAN system of JSCo Russian Railways, developed by specialists of ZAO IntelLex, celebrated its first anniversary. In 2012, the system developed in several directions: from simple accounting of services to a large number of management solutions; from internal data exchange to cross-border.

Due to the implementation of the project of cross-border data exchange, the ETRAN system has crossed the borders of Russia: a bilateral exchange of electronic invoices for empty cars between Russia and Finland has already been established, cars with electronic invoices from Latvia come. Since the beginning of 2012, preparatory work has been underway to organize electronic document management with the Republic of Belarus. In the near future, the experiment on the exchange of electronic consignment notes can be extended to transportation in the direction of the rest of the Baltic countries, as well as Kazakhstan and Kyrgyzstan.

The creation of functions aimed at improving the quality of transportation planning in general and the movement of empty cars in particular also became an important area of ​ ​ activity of the system developers this year. Currently, to solve marketing problems, controls of various levels have been implemented, for example, regarding transportation planning, processing notifications about the movement of empty cars, working with powers of attorney for the right to send an empty car.
