Deception of electronic armor service from mobilization by Ukrainian companies

In Ukraine, the work of the electronic booking service from mobilization until November 15, 2024 was suspended due to a large-scale check of the system, during which more than 40 thousand cases of violations in the registration of armor for military-liable employees of enterprises were revealed. This became known at the end of October 2024.

The mass audit was initiated after the statement of President Volodymyr Zelensky about the excessive number of booked citizens, reaching 1.5 million people. In a few months, the number of people who received a delay has almost doubled.

The main violation is manipulation of the level of wages. Companies indicate inflated salaries when submitting documents for booking employees, and after obtaining the desired status, they are reduced to the minimum values.

According to sources in government agencies, at least 20% of companies may lose the status of critical enterprises following an audit. There are data on cases of booking quotas trading between organizations.

The Ukrainian government is preparing a reform of the booking system by October 2024. The introduction of a minimum wage threshold of 19 thousand hryvnia for employees of critical enterprises with mandatory monthly reporting is being considered.

It is planned to revise the powers of regional military administrations to assign enterprises the status of critical. The reduction of the reservation quota for defense and energy enterprises from the current 100% to 70-90% is also being discussed.

The situation is of concern to legally operating enterprises. In July 2024, mass inspections of territorial acquisition centers led to the suspension of the work of the Krivoy Rog mining and metallurgical plant ArcelorMittal.[1]

In Ukraine, three officials of the Ivano-Frankivsk Regional Territorial Acquisition Center (TCC) were detained, who entered data on deferment for conscripts into the Obereg digital system for bribes. For the provision of illegal services, officials demanded from $50 to $1000, depending on the complexity of the services provided. This was reported on September 10, 2024 by RIA Novosti with reference to the National Police of Ukraine.

The corruption scheme was attended by the deputy head of the Ivano-Frankivsk regional TCC and two employees of the district military registration and enlistment office. All three suspects offered the dodgers the opportunity to obtain an electronic code for identification in the Obereg system, which allowed to delay or avoid conscription. The investigation found that bribes ranged from 2,000 hryvnia to $1,000, depending on the complexity and urgency of resolving the issue.

The deputy head of the regional TCC was detained near his place of work while receiving a bribe in the amount of $1,000 for providing a code for deferral in the digital register of military prisoners. The other two detainees - the head of the district TCC and an employee of the security company of the same center - were also caught receiving bribes for a similar amount.

Operational actions to arrest were carried out by the forces of the Department of Strategic Investigations of the Ivano-Frankivsk Region together with employees of the Security Service of Ukraine (SBU) and with the support of the specialized prosecutor's office for defense of the Western Region. All suspects were charged under Article 368 of the Criminal Code of Ukraine - "Acceptance of a proposal, promise or receipt of unlawful benefit by an official." They face up to 10 years in prison with confiscation of property and deprivation of the right to hold certain positions for up to three years.[2]

The register of military-liable citizens of Ukraine will be hidden in NATO data centers

The Verkhovna Rada of Ukraine adopted Law No. 10062 on the modernization of the electronic register of military prisoners. It involves changing the register of conscripts, conscripts and reservists of Ukraine, which was determined back in 2017, which received the name "Oberіg" ("Obereg"). Formally, it was launched in 2022, when its data filling began. At the end of 2023, the Minister of Digital Transformation of Ukraine Mikhail Fedorov announced that the register was filled with more than 90%.

Initially, it was supposed to store personal data of all military-liable Ukrainians aged 18 to 60 years, including place of residence, marital status, education and place of work, state of health and other data. According to some reports, the new register may also include telephone numbers and email addresses of military prisoners, information about the possession of foreign languages, information about documents that give the right to travel abroad, data on the presence of a driver's license and the right to own weapons. Thus, the information collected over two years of work will have to be updated or supplemented with new fields.

Personal data will be entered into the register without the consent of a citizen - he will be able to see them through the electronic office of a military prisoner. The data on family members of the military can also add, but already independently.

Data from the register of military-liable Ukraine can be stored in cloud storage facilities of NATO countries

An important feature of the law is that it allows the storage of information so valuable for Ukraine's defense capability in data centers on the territory of NATO member countries ("read, Orban," Ukrainian politician Oleksiy Arestovich wrote in his telegram channel). At the same time, Ukraine itself is not included in the North Atlantic Alliance. Now the data is stored on the servers of the Ministry of Defense of Ukraine, which may be susceptible to attacks. According to some Ukrainian experts, transferring data to secure foreign clouds can ensure their more reliable storage. Arestovich has a different opinion:
