2024: Switzerland allocated $65.7 million to Ukraine for digitalization of the public sector

On June 7, 2024, the Swiss Federal Council approved a project to support the digitalization of the public sector in Ukraine. 58.7 million francs, or approximately $65.7 million, will be allocated for these purposes over four years.

The government said Switzerland that the funds provided are intended to stimulate reforms in Ukraine, increase the transparency of public services and develop electronic management. These tasks, it is argued, "are crucial for the restoration of Ukraine" against the background of the formed geopolitical situation.

Funding will be carried out from 2024 to 2028. Some of the key areas include health care, education, etc. As one of the examples of digitalization of Ukraine, the Diya application is called - an electronic service of public services developed by the Ministry of Digital Transformation of the country. It is alleged that as of June 2024, more than 20 million Ukrainians use this platform to receive various services, for example, to pay taxes or renew a driver's license. The initiative was made possible by the Electronic Government for Accountability of Power and Community Participation (EGAP) project, which, according to the Federal Council, "contributes to the digital transformation of the Ukrainian administration" and has been supported by the Swiss Agency for Development and Cooperation (SDC) since 2015.

2021

The Ministry of Digital Development of Ukraine and Amazon signed an agreement on the development of cloud state services

In July 2021, the Ministry of Transformation of Ukraine and Amazon signed an agreement, one of the conditions of which was the development of cloud state services in the country.

Switzerland provided Ukraine with $7 million for the digitalization of the country

At the end of May 2021, the Ministry of Digital Transformation of Ukraine announced that it had received financial assistance from Switzerland aimed at digitalizing the country and developing e-government services.

Under the terms of the agreement, which the Ministry of Digital Development of Finance concluded with the Swiss Agency for Development and Cooperation (SDC), the total amount of financial support for Ukraine will be 6,313,640 Swiss francs (about $7 million). This amount will go to the development of electronic services in the fields of social protection, pension provision, the introduction of new services for electronic democracy and an increase in the digital literacy of Ukrainians.

Ukraine received financial support through the Electronic Governance for Accountability of Power and Community Participation (EGAP) program, which is being implemented by the Eastern Europe Foundation and the Innovabridge Foundation.

SDC CEO Patricia Danzi stressed that Ukraine's progress in digital transformation is impressive. As part of the EGAP program, which is supported by Switzerland, many new-generation state services have been launched in Ukraine - eMalyatko, automatic registration of FLP, the Diya.Digital Education project, tax services and registration of residence, she said.

According to Danzi, the experience of Ukraine is innovative and useful for other countries, since several new digital services in terms of convenience and speed do not even have analogues in the world. Switzerland intends to continue to support Ukraine so that various categories of Ukrainians (in particular, vulnerable groups) have equal access to state services and tools of electronic democracy.

2020

Launch of electronic registration and extracts on the portal of public services "Dіya"

At the end of December 2020, the Ukrainian government approved a resolution on the start of an experiment on electronic registration of the place of residence and its removal. First, the service became available to residents of Kharkov on the portal of public services "Dіya," later residents of some other cities of the country will be able to use it. Read more here.

Ukrainians will receive official e-mail along with a passport

In November 2020, information appeared that in Ukraine, together with passports, official emails from the state will be issued, and letters sent to this address will be considered officially handed over.

According to the Ukrainian Ministry of Digital Transformation, upon registration of a passport of a citizen of Ukraine for the first time, his exchange or at his own request, the citizen will be assigned an official email box. An official e-mail will be introduced for legal entities, individual entrepreneurs, lawyers, arbitration managers, etc., and individuals will receive an address only at will through the Unified Portal of Public Services "Dіya."

The corresponding bill No. 3860 is registered in the Verkhovna Rada. It is expected that the draft law will improve the process of registration of legal entities and create favorable conditions for doing business in Ukraine. The Ministry of Digital Development emphasizes that letters and messages sent to the official email address can be considered sent and officially handed over and do not require additional documentary confirmation of their direction.

Companies, institutions, companies and individuals-entrepreneurs (FLP) when registering and registering changes in information in the Unified State Register of Legal Entities and Individuals-Entrepreneurs (USR) automatically receive official email addresses.

The official mail will consist of an identifier, an "@" stamp and a domain name (except for domain names ending in ".ru").

The identifier for legal entities is proposed to determine the code according to the USR, for individuals-entrepreneurs - the registration number of the taxpayer card.[3]

Europe allocates 25 million euros to Ukraine for the development of electronic public services

At the end of November 2020, the Ministry of Digital Transformation of Ukraine announced that the European Union is allocating 25 million euros to the department for the development of electronic public services within the framework of the Dіya project and the acceleration of digital transformations of the state. In Ukraine, you can now customs clearance of a car via the Internet

At the end of January 2020, the State Customs Service of Ukraine launched a service that allows customs clearance of cars imported from abroad via the Internet. This feature is available on the "Single Window" website in a new section called "Import of a passenger car." Read more here.

2015: Switzerland allocates 4.3 million francs to Ukraine for e-government

within the framework of the Switzerland joint program of the State Agency for Electronic Management of Ukraine and the Swiss Bureau of Cooperation "Electronic Management for Accountability of Power and Public Participation" (EGAP) allocated To Ukraine 4.3 million francs (approximately 4.56 million) dollars for the creation of electronic government, Switzerland RBC Ukraine[5][6]

2010: Government approves e-government development concept

On December 13, 2010, at a meeting of the Cabinet of Ministers of Ukraine, a new concept for the development of e-government for the period up to 2015 was approved. This is stated in the official statement of the State Committee for Science, Innovation and Informatization of Ukraine.[10]

The concept of the development of electronic government of Ukraine is planned to be implemented in three stages. Until 2012, regulatory and technical frameworks will be developed to provide administrative services electronically.

Also, within the framework of the first stage, it is planned to create uniform, harmonized with international, standards of interaction between electronic management entities, and a single national system of electronic document management.

According to representatives of the State Committee for Science, Innovation and Informatization, at the same stage, state and local authorities should begin to provide services to citizens in electronic form. So, via the Internet, it will be possible to register a business entity, submit reports, etc.

As part of the second stage, it is planned that until 2014, services in all spheres of public life will be provided in electronic form. At the third stage, which will last until 2015, it is planned to create a unified information and telecommunication infrastructure of state authorities and local self-government. The amount of financing provided for by the concept is not reported.

According to Vladimir Seminozhenko, head of the State Committee for Science, Innovation and Informatization, the main achievement of e-government should be to increase public confidence in the authorities and overcome alienation between them.

"The project will contribute to the active involvement of the public in the process of developing a state agenda, make the provision of public services more individual and radically improve the quality of government decisions, reducing transaction costs. The administrative reform, which has begun in Ukraine, provides not only a reduction in the bureaucratic apparatus, but also the introduction of modern management methods.
