2018: Azerbaijan implements X-Road platform in e-government system

According to the European information channel Euronews at the beginning of 2018, in addition to Azerbaijan, this system has already been integrated in a number of countries, including Namibia, Finland and Ukraine. This platform was also launched in the Faroe Islands and Japan. X-Road is also a platform that allows automatic data exchange between countries, which made it possible to automatically exchange data between Estonia and Finland.

In Azerbaijan, the X-Road platform was integrated by B.EST Solutions, the operator of Asan İmza digital mobile signature, together with the Information and Computing Center under the Ministry of Transport, Communications and High Technologies of the Republic of Azerbaijan. The introduction of the innovative X-Road platform was the result of close cooperation between Azerbaijan and Estonia in the field of information technology. The Ministry of Transport, Communications and High Technologies, which plays a major role in the development and implementation of e-government in Azerbaijan, is the main initiator of innovations and the development of the most advanced technologies in the country.

In autumn 2017, within the framework of the 4th Eastern Partnership Business Forum, the Center for Analysis of Economic Reforms and Communications under the President of the Republic of Azerbaijan and the Estonian Eastern Partnership Center signed a memorandum of understanding. At the initiative of the Center for Analysis of Economic Reforms and Communications, Azerbaijan became the first country after Estonia to implement the e-Residence project, which allows foreign citizens to obtain an electronic signature of e- İmza. In Azerbaijan, the m-Residence project was first developed, thanks to which any foreign citizen can become users of Asan İmza and gain access to all electronic services in Azerbaijan. In 2018, the implementation of bilateral mutual recognition of the Electronic Signature between Azerbaijan and Turkey is planned.

91 government and commercial organizations of electronic services are connected to the Azerbaijani X-Road system and provide private and legal entities with over 1000 services available using electronic and mobile signatures of e- İmza and Asan İmza. Through the use of e-government gateway technology (similar to X-Road), more than 60 million transactions were made in Azerbaijan, and about 40 million transactions were made with Asan İmza through various information systems.
