Mongolia buys e-government platform from Kazakhstan

Data of all residents of Kazakhstan born since 2019 was leaked
In mid-August 2024, it became known about a large-scale leak of personal data of residents of Kazakhstan. The attackers had at their disposal information about all citizens of the republic who were born in the period from September 15, 2019 to April 29, 2024.
According to the Telegram channel "Information Leaks," the stolen files contain an extensive set of information. These are, in particular, last name, first name and patronymic, date of birth (and date of death), TIN (IIN), phone number, gender, citizenship, nationality, address, identifier/link to an entry in the State Database "Individuals." It is noted that a certain medical database or register of newborns could become the source of such a large-scale leak.
This information can be used by cybercriminals to organize a variety of fraudulent schemes, such as deeply personalized phishing attacks aimed at stealing money. Ruslan Abdikalikov, Chairman of the Information Security Committee of the ICRIAP of the Republic of Kazakhstan, spoke about the situation with leaks of personal data of Kazakhstanis in an interview with NUR.KZ. According to him, the country has developed legislation in the field of cybersecurity and personal data protection. However, there is a problem of excessive collection of personal information by non-public sector organizations.

He also noted that according to statistics, only about 5% of all information leaks occur due to technical problems. In the remaining 95% of cases, the human factor is to some extent to blame.[1]
In Kazakhstan, citizens were allowed to prohibit themselves from issuing loans and microloans
Citizens of Kazakhstan can voluntarily establish a ban on the registration of loans and microloans. This was announced on August 12, 2024 in the electronic government of the country eGov.kz.
Only the citizen himself can apply. The ban on issuing loans and microloans is established for 6 months and is automatically lifted after the expiration of the term. The user can also remove restrictions at any time by sending a request. The service is designed to protect citizens of Kazakhstan from various types of fraud when attackers try to issue loans illegally.
The option of voluntary refusal to receive loans is available in the mobile application [Product: EGov Mobile Mobile Electronic Government of Kazakhstan 'eGov mobile]] on the main page, in the section "Popular services." A similar service can also be obtained on the eGov.kz portal in the section "Citizens" - "Customs and Taxes" - "Economics and Finance." The service became available thanks to the integration of information systems of the State Services Committee of the Ministry of Digital Development, Innovation and Aerospace Industry of the Republic of Kazakhstan, the First Credit Bureau and National Information Technologies JSC.
It is noted that the service maximizes the possibility of obtaining a loan by third parties, notifying financial organizations about the citizen's ban on issuing a loan, but does not fully guarantee the non-issuance of a loan. Financial institutions in which an individual has an unfulfilled obligation or a valid loan, when requesting information about him, will receive additional information that the individual has limited access to his data for obtaining new loans. The decision to issue a loan is made by the lender independently and at its discretion. President of Kazakhstan signed a law on the digitalization of statistics to reduce reporting by 50%
On July 5, 2024, President of Kazakhstan Kassym-Jomart Tokayev signed a law aimed at digitalizing statistics and improving the data management system, which will reduce the volume of statistical reporting by 40-50%. The document makes changes and additions to a number of legislative acts on state control, statistics and data management.
According to Maksat Turlubayev, head of the Bureau of National Statistics of the Agency for Strategic Planning and Reforms of Kazakhstan, the new law is a key point in improving the system of data management and statistics. According to him, the reform is aimed at reducing the reporting burden on respondents by using administrative and alternative data sources, as well as improving the quality of national data and their reuse.
Within the framework of the new law, the concept of "Alternative data" is introduced, which will be used in statistical activities in addition to traditional administrative sources. These include data from fiscal checks, space photographs, mobile operators and other sources that ensure improved accuracy of information.
The law also provides for the transition from short-term to medium-term planning of statistical activities for a period of up to three years, which should contribute to more effective strategic planning and use of resources.
The concepts of "National Registers" and "National Reference Information" are introduced, aimed at streamlining and standardizing data within the framework of e-government. This will allow public bodies to manage data more effectively and improve the quality of decisions made.
In addition, the concept of "Data Product" appears in the law, which will be included in the register of data providers to ensure their distribution by owners.[3]
In Kazakhstan, IIN will be assigned automatically at birth
In early May 2024, deputies of the Senate of the Parliament of Kazakhstan approved the bill "On Amendments and Additions to Some Legislative Acts of the Republic of Kazakhstan on Communication, Digitalization, Improvement of the Investment Climate and Exclusion of Excessive Legislative Regulation." One of the innovations is that the tax number in the republic will be assigned automatically at birth.
According to the bill, the assignment of individual identification numbers (IIN; analogue of TIN in Russia) immediately after the birth of a child in order to exclude the risks of loss of personal data of newborns.
As explained in the Ministry of Internal Affairs of Kazakhstan, earlier the child was assigned an IIN after the parents applied for a birth certificate, in connection with which many children remained unaccounted for until their parents received such a certificate.
In addition, in accordance with the previous mechanism, the RAGS body (an analogue of the registry office in Russia) first registered the act record of the birth of the child indicating his last name, first name and patronymic on the basis of the parents' application, then the IIN was formed by the internal affairs bodies and only after that the parents were issued a birth certificate.
After the entry into force of the law, the RAGS system, after receiving a medical birth certificate, will automatically create an act record of the birth of a child without a surname, first name and patronymic, on the basis of which the IIN will be formed.
IIN in Kazakhstan is a unique combination of 12 digits, generated for an individual during the initial registration in the information and production system for the production of documents. Foreign citizens need to get an IIN to open an account with Kazakhstani banks, acquire real estate and transport in Kazakhstan, and conduct business.[4]

How the digital transformation of government agencies is taking place in Kazakhstan. Results of the year
In 2023, the formation of the National Digital Financial Infrastructure continued in Kazakhstan as part of the digital transformation of government agencies. Its main elements are the national payment system, the Digital Tenge platform and the open banking platform. The development of these services is described in materials published on July 22, 2024 on the official website of the Government of the Republic of Kazakhstan.
The national payment system, as noted, is designed to localize intra-country transactions and conduct online payments and money transfers between clients of various banks using simplified details. This can be, for example, a phone number or QR code. On the basis of digital tenge (digital form of the national currency), new financial services are being introduced. In addition, a special mechanism for tracking funds is implemented: it provides for the assignment of a unique identifier to each bank transaction, generated based on the contents of the transfer, including the sender, recipient, amount, etc. Marking digital monetary units will prevent unauthorized changes to transactions: you can see the entire chain of transactions performed by the "digital" trace.
It is noted that in 2023, 365 business processes were reengineered in Kazakhstan. The Digital Government Support Center is finalizing the register of business processes on the architectural portal of e-government. At the same time, 34 government agencies approved road maps of digital transformation for 2023-2025. Since August 2023, the Ministry of Finance has been implementing the project "Unified Repository of Accounting Transaction Data." In addition, the analytical information system "Digital Analytics of Judicial Practice," based on artificial intelligence technologies, has been put into commercial operation. It is said to improve the efficiency of judges, as well as reduce the time for routine operations to process a large amount of materials, to study judicial acts of higher courts and to obtain preliminary forecasts based on the results of the consideration of cases. For citizens, the function of automatically forming a ready-made statement of claim has been introduced - on labor, inheritance and divorce disputes, contracts of sale, supply, loans and lease.
The digitalization of law enforcement continues: in 2023, 94.3% of criminal cases were investigated in electronic format against 90.8% in 2022. The Unified Register of Administrative Proceedings compiled 10.4 million electronic protocols and prescriptions (8.1 million in 2022), or 95% (88%) of the total number of administrative materials. The Digital Notary project has been implemented, which involves the transfer of notarial services to the online format without additional costs from citizens.
Digitalization of state services is actively underway in Kazakhstan. Of the 1327 available public services, 1247, or 94%, turn out to be in electronic format. 1085 types of public services are available in the eGov Mobile mobile application. The share of non-cash payments in the country increased from 37.8% in 2018 to 88.7% in 2023. The number of POS terminals has grown 7.7 times over five years, reaching 1.04 million in 2023 (135.8 thousand in 2018). In general, thanks to comprehensive digitalization measures, Kazakhstan ranks 28th in the world ranking according to the Electronic Government Development Index and 8th in the Online Services Index.[5]

Downloading a virus program to the site, which users download
Hackers have uploaded an virus program to the Kazakhstani e-government website, which is downloaded by users. This became known in July 2021 from researchers from T&T Security and JSC National Infocommunication Holding Zerde.
The attackers gained access to downloading files to the site and published malicious software belonging to the Razy family of Trojans under the guise of office documents. The first document was a resolution of the district akimat, and the second - a financial report on the budget of the akimat. This means that attackers are looking for documents suitable for victims and then embedding them in the final malicious file.
According to the researchers, the attacks were aimed at specific organizations that could use these documents. And most likely, the attackers did not have the goal of a mass attack by the citizens of Kazakhstan, the availability of the objects themselves is most likely a side effect. The rest of the Razy objects are also documents of various types, for example, a resolution of the district akimat. This means that attackers are looking for documents suitable for the victim and then embedding it in the final malicious file, experts explained.
They note that attackers often spread Razy using so-called watering hole attacks. Such attacks are named by analogy with the tactics of predators who hunt at the watering hole, waiting for prey - animals that have come to drink. That is, attackers place "malware" on any resources that are visited by their intended victims.
Samples of the Razy family studied by experts are a regular bootloader Trojan that disguises itself as office documents. In the video, T&T Security demonstrates how when downloading files, users are prompted to start an exe file before opening the requested document.[7]

According to TAdviser, Svetlana Chernenko, a leading analyst at iKS-consulting Kazakhstan, about $80 million was invested at the end of 2008. "It is obvious that every year costs are growing non-linearly, since the main investment was required at the initial stage, when the processes of formation and unification of disparate databases of various public services were underway. The public services being introduced now no longer require colossal investments, because they are launched on an already working platform.
