2024: Court finds bank's debts worth $ ₽4,6 billion responsible

The Arbitration Court of the Volga District on October 1, 2024 confirmed the decision of the lower instances to bring to subsidiary liability the former chairman of the board of NVKbank JSC Vladimir Kravtsev. According to the court ruling, the ex-head of the bank is obliged to pay at least ₽4,6 billion to pay off the debts of the credit institution.

The final amount of payments will be determined after the completion of settlements with the bank's creditors. The basis for bringing Kravtsev to justice was the failure to take measures to prevent the bankruptcy of the organization.

The Deposit Insurance Agency (DIA), which initiated the trial, recalled that the Central Bank of Russia revoked the license from NVKbank on January 24, 2020 due to a systematic underestimation of the amount of reserves for possible losses on loan debt.

In July 2024, Vladimir Kravtsev was found guilty of embezzlement of bank funds and sentenced to 6 years in prison. Together with him, 12 more people were convicted, including three bank employees and nine accomplices who received sentences ranging from 2.5 to 5 years.

The investigation established that the ex-chairman of NVKbank was involved in the theft of ₽172 million from his organization. The provisional administration of the bank found a discrepancy between balance sheet assets in the amount of more than ₽1,5 billion, and the credit institution's own funds amounted to a negative value of ₽593,7 million.

Vladislav Burov, the main shareholder of NVKbank and a long-time business partner of State Duma Chairman Vyacheslav Volodin, declared his readiness to cooperate with the investigation, claiming that he was not aware of the criminal case.

In the summer of 2022, the Arbitration Court of the Saratov Region, at the request of the DIA, seized the property of Vladimir Kravtsev with a total value of ₽4,7 billion. This decision was a preliminary step towards ensuring payments on the bank's debts.[1]
