2024: Allocation of ₽0,5 billion for the development of completely new software

The Federal Treasury of Russia in December 2024 announced the allocation of ₽513,6 million for the development of new software for the state information system "Torga." The decision was made after the Unified Register of Russian Programs did not find suitable software with the necessary functional characteristics.

According to CNews, the winner of the electronic auction, announced on October 24, 2024, was LT LLC. Yevgeny Yevtushenko, deputy director of the PKU Center for Ensuring the Activities of the Treasury of Russia, confirmed that the contractor will have to independently develop and finalize the application software.

The Federal Treasury of the Russian Federation has allocated ₽0,5 billion for the development of completely new software for GIS "Torgi"

The new version of GIS "Torgi" will support the simultaneous operation of up to 35 thousand users in personal accounts and process up to 900 web page views per second. The system is designed to store data on 640,000 new trades per year with a total volume of 145 TB.

In the updated version, it will be possible to conclude electronic transactions for the sale of state property using the State Key application for individuals. Users will be able to search for trading objects on an interactive map and view additional materials, including videos of real estate objects.

Development will be conducted in two stages with the end of the first stage until June 30, 2025 and the completion of all work by December 10, 2025. The project will also create a mobile application for the purchase of movable property worth up to ₽10 thousand.

The system will receive advanced analytical tools for property copyright holders, including trading monitoring and transaction execution control functions. This should increase budget revenues from the lease and sale of state property.

Representatives of the LT company noted that the existing Russian solutions, such as the New Information Services Electronic Platform, the SBiS Web System and WEB-Torgi-KS, do not meet the unique requirements of[1]software
