Biography

Anatoly was born on February 28, 1960 in the settlement of Chany of Chanovsky district of the Novosibirsk region, Russia.

In 1990 got an education at the Novosibirsk institute of the national economy in "Finance and the credit".

Having graduated from school,[1] worked as the mechanic at the Elektrosignal plant[1].

  • worked with 1982-2001 in the organizations of the different patterns of ownership connected with financial activities.

2001-2004 - the chief of budget financial management of the Ministry of Energy of the Russian Federation, the head of finance and economy of the Federal agency on power.

2004-2005 - the chief of Financial management of Federal Road Agency.

2005-2009 - the deputy manager of Federal Road Agency.

On March 17, 2009 - by the order of the Russian Prime Minister Vladimir Putin it is appointed to the position of the head of Federal Road Agency.

On November 19, 2012 - the order of the prime minister Dmitry Medvedev of N2101-r according to which Anatoly Chabunin is dismissed the head of Federal Road Agency (Rosavtodor) in connection with a job change is published, and its chair is occupied[2].

According to the official version, mister Chabunin leaves for other work. The department connects its leaving with arrival of a new team of managers which is formed by recently appointed Minister of Transport Maxim Sokolov. With respect thereto Anatoly Chabunin's chair was occupied by the native of St. Petersburg Roman Starovoyt working with mister Sokolov in Smolny.

52-year-old Anatoly Chabunin worked in department since 2004 — at first in the rank of the head of department, then in the status of the deputy manager and head. To Rosavtodor the official was engaged in finance and had no relation to road subject. For this reason its main achievements concern the financial sphere. As told Kommersant in department, at mister Chabunin the plan of assignment for reduction of all federal roads to a normative status was developed. Now 70% of required money are selected for these purposes (about 300 billion rubles a year), by 2014 there will be 100% that will allow to bring all federal roads to a normative state by 2018. At mister Chabunin were also finished reaching, in particular, some significant infrastructure facilities the route Khabarovsk — Chita thanks to which became possible on the car from Moscow to Vladivostok on the road with a hard surface. The official also initiated the program of connection of rural settlements to routes of federal importance.

As told sources, close to Rosavtodor, at the management of Ministry of Transport of questions to Anatoly Chabunin did not arise. Nevertheless a claim to Rosavtodor was regularly made by the State Office of Public Prosecutor. Two years ago it accused the agency and the Government of Moscow of creation of traffic standstill which arose on Leningradskoye Highway in June, 2010 as a result of repair of the bridge. And in September, 2012 check of supervising department showed that 50% of federal and regional roads do not correspond to standards: defects of a paving, lack of lighting, a marking and crosswalks were revealed. Rosavtodor expected Anatoly Chabunin's leaving after arrival to the government in 2012 of the new Minister of Transport Maxim Sokolov who began to form own team. New work location of mister Chabunin is not called yet.

The new head of Rosavtodor Roman Starovoyt is an old colleague of mister Sokolov. Still he held a position of the associate director of department of the industry and infrastructure of the Russian Government Office. Since 2005 it worked under the leadership of Maxim Sokolov in committee on investments and strategic projects of the government of Valentina Matviyenko. Mister Starovoyt in Smolny at first headed the department which was responsible for projects of construction in St. Petersburg of automobile plants (Toyota, Nissan, Suzuki), then became the first deputy head of committee. In this rank Roman Starovoyt supervised the largest buildings in the city, and after Maxim Sokolov's transition to government office was invited for problem solving of preparation for the Olympic Games of 2014. It is remarkable that in government office mister Starovoyt as the former official of Smolny, controlled development of the federal target program of reconstruction of the historic center of St. Petersburg which is still not approved at the request of the Deputy Prime Minister Dmitry Kozak.

"The specialist road builder with economic education should head Rosavtodor. Therefore arrival and Anatoly Chabunin's dismissal and also Roman Starovoyt's appointment will change nothing in the road industry. Perhaps, it will be even a step backwards — the director of scientific research institute of transport and road economy Alexander Sarychev considers. — For cardinal reforms the vigorous person who could put the broken trough in order is necessary. Still Rosavtodor did not make any serious decisions, in particular, on search of real financing sources of roads. Paid roads about which tell very much how practice yet nothing is given showed. I am afraid that misters Sokolov and Starovoyt will continue to act as before"[2].
