2025: Arrest on fraud charges

The Central District Court of Kaliningrad arrested the former Deputy Minister of Health of the Kaliningrad Region Anna Popova in the case of fraud with fictitious employment. This was reported by the press service of the regional court on January 23, 2025.

According to TASS, the accused will be in custody until March 24, 2025. On the same day, the head of the department for organizational and control work of the regional Ministry of Health was arrested for the same period.

The investigating authorities found that in the period from October to December 2020, Anna Popova, holding the post of Deputy Minister of Health, entered into a conspiracy with a group of persons to organize fictitious employment of a citizen in the Medical Information and Analytical Center of the Kaliningrad Region.

A fictitious employed citizen was listed as the deputy head of the department for working with citizens' appeals, as well as part-time leading legal adviser of the same department, while not performing official duties.

In the period from December 16, 2020 to September 24, 2024, more than ₽2,8 million were transferred from the settlement accounts of the regional Ministry of Health to the accounts of a fictitious employed person, which were ordered by the participants in the criminal scheme, including the former deputy minister.

In this case, another defendant was previously arrested, and another was chosen a preventive measure in the form of a ban on certain actions. The investigation continues, all the circumstances of illegal activities and the role of each participant in the scheme are established.

All persons involved in the case held senior positions in the health care system of the Kaliningrad region, which allowed them to organize a long-term scheme of embezzlement of budget funds through fictitious employment.^[1]
