2025: Registry Creation Begins

In early February 2025, it became known about the decision of the Ministry of Energy of the Russian Federation to create a unified register of equipment for mining cryptocurrencies. Its goal is to strengthen control over compliance with regional bans on the extraction of digital currencies. This was told by the Deputy Minister of power of Russia Yevgeny Grabchak.

According to him, the introduction of the register is aimed at optimizing the mechanisms for identifying mining activities in the regions where it is prohibited. The ministry emphasizes the need to adjust the regulatory framework and analyze law enforcement practices.

On January 1, 2025, a ban on mining in the republics of the North Caucasus Federal District, Donetsk Luganskaya and people's republics, Zaporozhskaya Hersonskaya and regions came into force. The restrictions will be in effect until 2031.

Certain restrictions were introduced in the territories of the Irkutsk region, the Trans-Baikal Territory and Buryatia, where the ban is temporary, during periods of peak energy consumption during the heating season.

By 2025, individuals in Russia are allowed to engage in mining without registration in the register, provided that electricity consumption does not exceed 6 thousand kilowatt-hours per month. The Ministry of Energy points out the need to form clearer criteria for determining the activities for the production of digital currency.

The creation of a register of equipment will become an additional tool for monitoring compliance with legislation in the field of mining and will make it possible to more effectively identify violations in regions with current restrictions on the extraction of cryptocurrencies, the Ministry of Energy is confident.

It is important to adapt the law "On Mining" to the current situation, in particular, relying on practical experience, to form clearer criteria for classifying activities specifically to the production of digital currency, the ministry added.[1]
