2024: Introduction of the eXpress messenger

Senators of the Russian Federation conduct working communication on the domestic corporate communications platform eXpress. Unlimited Production announced this on March 11, 2025. Parliamentarians and employees of the Federation Council Apparatus became users of the protected messenger. They can exchange text and voice messages in personal and group chats, organize online meetings and share files without the risk of information leakage.

The Upper House of the Parliament of the Russian Federation began to use the capabilities of the only superapp in the online communications class, certified by the FSTEC of Russia in 4 levels of trust, from October 2024. The pilot stage of the project amounted to just over six months: during this time, the functionality of eXpress was tested, a number of platform checks were carried out by the IT infrastructure and the information security unit. As a result of testing, it was decided to introduce the platform in the contour of the Federation Council.

This is an analogue of Telegram and WhatsApp, but a high degree of security. As part of supporting domestic technologies, there was a proposal to switch to the eXpress messenger. Who wants to cross, who does not want to - can stay, but the risk that spam may come or scammers will call is high. And this is a more secure system of domestic development, - Vyacheslav Timchenko, head of the Federation Council Committee on Regulations and Organization of Parliamentary Activities, commented for TASS.

The eXpress messenger as a domestic development offers a higher level of protection and control over data, "said Artem Sheikin, First Deputy Head of the Constitutional Committee of the Federation Council, in RIA Novosti. He stressed that parliamentarians must be confident in the security of their communications in order to avoid unauthorized access and interception of information.
