Biography

Leonid was educated at the Dushanbe Industrial College from 1986 to 1990 at the Faculty of Radio Communications and Radio Broadcasting.

In 1991 he entered the Air Force Engineering Academy. Professor N.E. Zhukovsky, in Moscow, graduated from the Faculty of Automated Control Systems in 1997.

From October 1996 to March 2009, he worked at R-Style Softlab in various positions from hotline consultant to director of business department.

From March 2009 to October 2012, he worked at the Moscow Heating Network Company as deputy chief engineer for IT.

2014-2016: Work at Mosvodokanal

In December 2012, Leonid Golovin joined Mosvodokanal. In the company, he worked as deputy chief engineer. In this position, he was fully responsible for IT and APCS, oversaw the issues of dispatch management, energy and metrology.

Leonid Golovin refers to his key achievements at Mosvodokanal as the definition and implementation of strategic projects for the development of IT and APCS for 2013-2016:

  • Implementation of 55 modernization projects in 2013 with a total budget of about 1 billion rubles worth from 3 to 300 million rubles;
  • Sequencing of unreasonable projects by more than 200 million rubles in 2013;
  • Formation and monitoring of corporate programs: "Modernization of operational dispatch management," "Energy efficiency improvement program";
  • A centralized IT directorate has been created. Reduced staff by 10%. Increased efficiency. In 2013, for the first time, the company formed service level agreements for business;
  • A draft IT development strategy for 3 years has been developed.
  • The Service Desk service has been formed, 3 ITIL processes have been implemented. Define service agreements with departments. Regulation of more than 100 business critical services. Improving the level of service of business units from 2 to 5 times (beginning of 2015);
  • The metrological structure has been transformed. A single directorate of metrology has been created. According to Leonid Golovin, this allowed the first time to pass certification according to the new federal rules, which even the head institute in the field of metrology VNIIMS failed. Reduced the staff of metrologists by 5%. In mid-2015, the budget was reduced by 15%;
  • A department has been created to support the description and optimization of processes, support quality certificates in the field of QMS (ISO9000, ISO14000), receive SRO certificates;
  • Developed enterprise IT policy, project management policy, IS policy, developed APCS standard;
  • Operational implementation of IT changes within the framework of federal laws and requirements of city ministries: implementation on the public services portal of a service for technological connection to networks - the first in the municipal complex of Moscow (2015), successful implementation of the pilot project "optics in sewerage" within the framework of the city initiative "clear sky" (2014), creating a business process for Mosvodokanale, and then automating it to work out citizens' appeals on the Our City portal, which made it possible to fit in the required 8 days to close the problem within the existing resources for operation;
  • Preparation and implementation of import substitution program.

The first and probably the most understandable task was the reorganization of the fragmented IT function and the formation of an IT directorate of 100 employees in administrative subordination and 300 in functional, "Leonid Golovin told TAdviser in 2017. - For the first time, the company formed service level agreements for business, developed a draft IT development strategy for 3 years, formed a Service Desk service, introduced the first 3 ITIL processes. More than 100 business critical services were regulated, the level of service of business units was improved from 2 to 5 times.

At the same time, on behalf of the General Director at Mosvodokanal, approaches to the organization of dispatch management were fundamentally changed. This resulted in organizational and staff changes, a fundamental change in the role of dispatching personnel along the entire vertical from the main dispatcher of the company to dispatchers in the areas of operation, says Leonid Golovin.

At the same time, the company switched from proven "hazing" methods of certifying networks to a fully electronic format. The company now has a fully up-to-date description of water supply and sewerage networks available both on the main screen in the central control room, and on electronic tablets of managers and operational personnel in the areas of operation. The value is that Golovin notes that the network diagram, tied to the city map with the current position of the gate valves and shutoff valves, lists the modes, current information about emergency and operational requests, the location of all cars with the calculation of "flight time" to the accident site and much more.

In Mosvodokanal, the industry's best geographic information system. And its value is not so much in the platform as in the relevance of information. About two years of work of employees of various divisions of the entire Mosvodokanal was devoted to this. Thanks to this, now in the event of a network accident, literally instantly, the system can offer options for localizing the accident clearly up to the gate valves in the wells, indicating where the closures should be made. This is probably the most important result, "says Leonid Golovin.

Golovin noted that at Mosvodokanal he consistently pursued a policy of import substitution even before this became an official federal requirement.

Without "lapotny patriotism," but in all places where possible, software and decisions of Russian developers were used. As a result, by mid-2016, more than half of the IT infrastructure - when calculating that by the number of jobs, which by the number of licenses, which in monetary terms - was on domestic solutions. I also participated in the working groups of the Ministry of Communications on import substitution, "he says.

The challenge for both Mosvodokanal and Leonid Golovin personally was the accession of new territories to Moscow. The "extremely neglected" operation of water supply and sewerage in TINAO, a vast area, sparse infrastructure required speedy automation, he says. In fact, in the military mode, according to him, the task of dispatching and APCS at 27 TINAO facilities in 3 months before the new year 2014 was solved. Further, APCS projects at TINAO in 2015 and 2016 were already planned - more than 150 objects were modernized in total.

Leonid Golovin notes that Mosvodokanal at the end of 2015 actually became a pioneer in Moscow for integration with the GIS housing and communal services. This, he said, was not so much difficult in technical implementation as in the "negotiating" issue of the project.

2017: Globaltrans chief information officer

In 2017, Leonid Golovin was appointed Director of Information Technology of Globaltrans. As an IT director, he also headed the information technology unit in one of the group's largest companies, the New Transportation Company.

He told TAdviser that the position of CIO in Globaltrans is new, it did not exist before.

Globaltrans sees the prospect of its intensive development, for which it relies on the best personnel in the industry, on effective management and on innovative working methods, Leonid Golovin noted.
