2025: Biotermal Presentation for Customer Identification when Selling SIM Cards

T2 is actively preparing to implement a targeted solution for connecting foreign citizens and stateless persons. As part of this work, the company presented a prototype biotermal for identifying customers when selling SIM cards. The solution allows you to fulfill the requirements of the new regulation, preserve the ability to connect foreign citizens, conduct a high-quality reconciliation of biometrics with the EBS, and form a new client experience in accordance with the law. This was announced by T2 on June 2, 2025.

According to the requirements of the law, when buying a SIM card, a foreign citizen is obliged to: register for Public services and confirm an account, hand over, biometrics contact the salon with documents, enter information about IMEI and pass biometric a data check. T2 presented a biotermal that allows you to verify biometrics information and, when contacting a client, decide on the legality of selling a SIM card.

The biotermal form factor is compact and takes into account the need to install equipment in the communication cabin in the reception area near the seller. The module is designed in compliance with information security requirements. It is integrated with the sales management system and the State Public services portal. When implementing the current connection scenario, the operator checks the fact that the client has biometrics in the EBS through Public services. Biotermal allows not only to clarify the status of presence, but to conduct biometric verification of information: to transmit user data to the EBS and compare them with samples stored there.

Through the account system, the seller enters the data of a foreign citizen, confirms the user's information, checks the number of registered SIM-cards (less than ten) and the presence of information in the Public services and the EBS. After these steps, the biotermal is activated and bound to the EBS. If the biometrics information matches, the module allows the sale. In case of a negative response from the EBS, the sale of the SIM card is blocked, and the client is indicated the need to hand over biometric data.
