2026: Seizure of property in a damage case worth 472 million rubles

In January 2026, the Fourth Arbitration Court of Appeal in Chita overturned the decision to remove the arrest from the property of businessman Andrei Zokin, ex-vice president of Gazprombank. An interim measure restricting the disposal of assets in the amount of 472 million rubles was returned.

As follows from the message of the publication "RIA Novosti," the arrest was imposed as part of the lawsuit. The companies UK Volga Neft and GP Resources, which are minority participants in the Baikalgeoprom mining company, demand to recover losses in the amount of over 472 million rubles. from the majority participant Andrei Zokin, as well as from the co-owners Maria Zhirnova and Tatyana Nelyubina.

Initially, the Arbitration Court of Buryatia in October 2025 satisfied the claim and seized the property of the defendants. However, in November, at the request of Andrei Zokin, this measure in relation to his assets was canceled. The lower court took into account the arguments of the businessman about his stable financial situation.

In the petition, Zokin indicated that he is the founder of 26 organizations, and the book value of the assets of the companies fully owned by him exceeds 5.6 billion rubles. The market value of a stake in IVI owned by Zokin alone is estimated at about 4.8 billion rubles.

The plaintiff "UK Volga Neft" appealed this decision, indicating that the abolition of interim measures only on the basis of the defendant's wealth could create "unprecedented practice." According to the plaintiff, such logic may make it impossible to apply interim measures to wealthy persons. The Court of Appeal agreed with these arguments and decided to return the arrest of the property of Andrei Zokin.

According to the BIR-Analytic system, Andrei Zokin owns 51% of the shares in Baikalgeoprom. Volga Oil Management Company owns 28%, and GP Resources - 19%. The company specializes in mining precious and rare metal ores.[1]
