2024: How the digitalization of public administration is taking place in the Kaluga region

On January 9, 2024, the government of the Kaluga Region approved a state program for digital development and improving the quality of state and municipal services in the region. The main goal is to achieve the "digital maturity" of the public administration industry up to 93.8% in 2029.

The responsible executor of the state program is the Ministry of Digital Development of the Kaluga Region. The initiative is designed for 2024-2029. Financing will be carried out from the funds of the regional and federal budgets. The money will also go to the maintenance of the central office of the Ministry of Digital Development of the region.

A program was approved to develop and improve the quality of state and municipal services

In 2024, approximately 892.52 million rubles will be allocated for the implementation of the program. In subsequent years, up to 2029, costs are planned in the amount of approximately 888.61 million rubles annually. Thus, the total cost of the project is estimated at 5.34 billion rubles.

It is reported that the indicator of achieving the goal of the state program is an increase in the share of mass socially significant services available electronically to 95%. The indicator of "digital maturity" of key sectors of the economy and social sphere, including health and education, as well as public administration, should reach 77.8% in 2024 and 96.4% in 2029.

The state program includes a set of design and process measures. The region is working to improve the quality and convenience of obtaining state and municipal services. In the all-Russian rating, the Kaluga region is among the subjects with high efficiency of multifunctional centers. 36 centers and 66 offices "My Documents" have been opened in the region. They provide almost 250 types of services, of which 28 were added in 2023. There are more than 300 windows for receiving and issuing documents.[1]
