2018: Distribution of a batch of medical products for stenting on clinics

In May, 2018 the Ministry of Health of Ukraine distributed lot of products of medical appointment, patients, necessary at stenting, at a sharp heart attack of a miokad with an elevation of a segment of ST which purchased for means of the state budget of 2016.

According to the order of department No. 844 of May 2, the speech, in particular, goes about distribution between areas of balon-catheters for coronary angioplasty of the Polish producer Balton Sp. z o.o. – catheters of RIVER in number of 3.985 thousand pieces and also Fryderyk – 424 pieces.

From the distributed medical products Institute of Heart, according to the order, received 514 catheters – RIVER and 55 catheters of Fryderyk, the Scientific and practical medical center of children's cardiology and a heart surgery – 14 and 2 respectively^[1].

As it was reported, in the middle of April, 2018, the Ministry of Health was distributed by a part of the catheters which were purchased for means of the state budget of production of Medtronic (USA), Balton Sp. z o.o. and also some medical products.

2017

The purchase plan of 10.4 thousand stents in 2017

On June 8, 2017 the Ministry of Health of Ukraine is going to buy on a centralized basis in 2017 through the international organizations not less than 10.4 thousand stents for treatment of patients with a sharp coronary syndrome of production of Boston Scientific company (USA) and Balton (France, Poland) worth from 80 to 150 dollars apiece (2.1-3.9 thousand UAH at the current official rate).

The UNIAN reported about it in the Ministry of Health of Ukraine with reference to the words of the deputy minister Alexander Linchevsky. According to patients of a number of the public medical institutions, the cost of one coronary stent in Kiev fluctuates within 20-35 thousand UAH that in 10 times more the above-stated cost of purchase of stents through the international organizations.

According to the Ministry of Health, the purchase plan for 2017 is stents without medicinal covering (7.8 thousand pieces) and with a medicinal covering (2.6 thousand pieces). The majority of stents which will be delivered to Ukraine are made by the American company Boston Scientific entering the five (together with Medtronic company – producer of Resolute Integrity stents) the most known and popular global manufacturers, completely meet expectations of the doctors who are carrying out coronary stenting and will be purchased at the low price - not more expensive than 80 dollars apiece (2.1 thousand UAH at the current official rate).

Part of stents which will be purchased are made by Balton company (France, Poland). These are stents of the European producer which were used in Ukraine earlier, also answering to the technical specifications prepared by the Ministry of Health for the tender worth no more than 150 dollars apiece (3.9 thousand UAH at the current official rate). At the same time in the Ministry of Health emphasized that the purchased stents of Balton company (Alex Plus) are suitable for implantation during the first hours from the beginning of a sharp myocardial infarction to the emergency patients having risk factors of a restenoz after stenting (diabetes, atherosclerotic plaques in arteries of small diameter).

Also in the ministry reported that the state budget of Ukraine for 2017 assumes expenses on the centralized purchase of medicines and products of medical appointment for health facilities for treatment of patients with cardiovascular and vascular and brain diseases in the amount of 400.359 million UAH.

Questions relatively about distribution of the purchased stents between regions and control of their use in the Ministry of Health did not comment.

Minister of Health: In 2015 7179 stents purchased

The Ukrainian heart surgeon, the director of Institute of heart of the Ministry of Health of Ukraine Boris Todurov in January, 2017 flayed work of officials of the ministry and its head Ulyana Suprun, accusing them of failure of state procurements according to the program of financing of medications and the equipment for treatment of cardiovascular diseases which could save tens of thousands of human lives.

In reply the acting as the Minister of Health Ulyana Suprun said that for means of the state budget of 2015 when stents were bought through the Ukrainian pharmaceutical companies, 7179 stents were purchased, at the same time for budget funds of 2016 with participation of the international organizations it will be possible to buy more than 10 thousand stents^[2].

The decision on purchases of stents through the international organizations

The cabinet made on April 19, 2017 the decision on purchases of drugs and medical products in 2017 through the international organizations. Commenting on the solution, the prime minister of Ukraine Volodymyr Groysman said that in 2017 Ukraine should compensate problems with purchases of drugs in last years.
