The increase is provided by the number of cases and amounts of claims.
In total, in January-August 2022, the federal budget of the Russian Federation received 9.2 billion rubles of duties for the consideration of cases by arbitration courts. The largest volume was paid by plaintiffs in Moscow (2.96 billion rubles), St. Petersburg (769 million) and the Sverdlovsk region (311 million).

On duties for the consideration of cases by courts of general jurisdiction and justices of the peace, 15.9 billion rubles were received by regional budgets. | Each claim to the court should be provided with a duty, and despite its seemingly meager share in the plaintiffs' expenses, the aggregate amount indicates an increase in the burden on the judicial system as a whole, and is also a reflection of an increase in the costs of individuals and business for litigation, which increase annually, "said Denis Aksyonov, General Director of the Debt Consultant collection agency. - The amount of court duty has not changed since 2014. For the state and regions, it turns into an additional source of replenishment of budgets. Of course, 25 billion rubles of duties are mainly property disputes of business. But given the lifting of the moratorium on bankruptcy of both legal entities and individuals from October 1 and against the backdrop of a deterioration in the financial situation of borrowers, we will see a further increase in both court cases and the amount of duties that replenish budgets. |
Fees for consideration of cases by arbitration courts go to the federal budget, courts of general jurisdiction and magistrates - mainly to regional budgets. Their size is regulated by Articles 333.19 and 333.21 of the Tax Code of the Russian Federation (depending on the plaintiff's benefits and the amount of the claim, the maximum amount of duty cannot exceed 200 thousand rubles). Arbitration courts consider bankruptcy claims and disputes related to entrepreneurial activities. In courts of general jurisdiction - cases with individuals. Magistrates - claims with claims up to 50 thousand rubles.
