2015: For July - 28.7 billion
Debts of Russians for communication services according to the results of the first half of the year made 28.7 billion rubles, having increased in a year by 16.7%. According to National service of collecting, at the end of year debt will grow to 31.8 billion rubles.
Managing director of National service of collecting Anton Dianov: "The third year growth rates of debts for communication services fall, and on it there are several reasons. For example, improvement of tariff conditions in roaming and also more attentive the relation of subscribers to use of phones during the trips. Also the fact that Russians began to go less abroad affected. By estimates of operators of the tourism industry, falling only in the European direction in a year was about 40%".
The last 4 years growth rates of telecommunication debt decrease more and stronger. By estimates of NSV, this trend will proceed both in the second half of the year 2015, and in 2016, even despite weak economic indicators and falling of level of income of the population. Deceleration of growth of debt will happen due to further optimization of rates that will make more available communication expenses and other services. Growth of debt will be supported only at the expense of credit schemes, but already in much smaller volumes.
Distribution of debt on types of communication as of July 1, 2015:
- Mobile communication, including data transmission – 25.7 billion rubles (22 billion rubles on 7/1/2014);
- Fixed connection – 1.5 billion rubles, from them 1.4 billion rubles – a domestic long distance and international telecommunication (1.3 billion rubles and 1.2 billion rubles respectively on 7/1/1014);
- The home Internet and IP TV – 1.5 billion rubles (1.3 billion rubles on 7/1/2014)

According to National service of collecting, the volume of debts of citizens for telecommunication services for January 1, 2015 was 27.2 billion rubles, having increased in a year by 18%. According to the results of the first quarter 2015 the volume of bad debts will be 28 billion rubles, and in a half-year will grow to 29.5 billion rubles.
In 2014 the volume of overdue payments of subscribers – individuals for telecommunication services grew to 27.2 billion rubles, having increased in comparison with 2013 by 4.2 billion rubles or 18%.
Dianov Anton, managing director of "NSV": "Growth rates of debts for communication services surely fall – in 2012 growth was 24%, in 2013 – 22%, and last year already of 18%. It happens because of the general stabilization of the market and decrease in level of the debt which arose in roaming. Subscribers became more attentive to use mobile phones on trips and also to use special rates. All this significantly affected the general deceleration of growth of debts".

Fixed connection:
- Debt on a subscription fee for local calls;
- Debt for a domestic long distance and international telecommunication;
- Debt for chargeable calls.
Mobile communication:
- Debt for the mobile Internet and communication services;
Internet:
- Home Internet;
- Services of IP TV and other.
Distribution of debt on types of communication at the end of 2014:
- Fixed connection - 2.6 billion rubles (from them 2.2 billion rubles – a domestic long distance and international telecommunication);
- Mobile communication (including data transmission) – 23.2 billion rubles;
- The home Internet and IPTV – 1.4 billion rubles.

Distribution of debt by federal districts can not match regional distribution of debt which gets to work of the collection agencies.

From the table it is visible that the debt transferred to collectors in Moscow is "younger" than an average debt over the country, and is almost twice more on the amount. Telecom operators try not to tighten a procedure for transfer to work of collectors of capital debtors.

For March - 23.5 billion rub
The national service of collecting counted that the volume of overdue payments of subscribers individuals in Russia for the beginning of March, 2014 reached 23.5 billion rubles that is 25% higher, than the previous year. This process is connected with increase in number of subscribers and increase in a role of communication services in life of people, believe in service.
In March, 2014.The National Service of Collecting (NSC) published results of a research on the debt of individuals for telecom services in Russia. According to the estimates of service, according to the results of the first two months 2014 the debt of citizens for communication services was 23.5 billion rubles whereas the previous year - at the level of 18.9 billion rubles. Thus, growth in a year was 25%.
NSV told TAdviser that growth of debt – "natural process which is inseparably linked with increase in number of subscribers and increase in a role of communication services in life of people".
According to service, at the beginning of 2014 growth of arrears was at the level of 1.5% a month. Dynamics of growth of telecommunication debt has pronounced seasonal nature and grows at the accelerated rates during a season of holidays. According to forecasts of NSV, in May – September, 2014 average monthly growth rates of debt in the telecommunication sector will increase to 2 - 2.5%.
"Growth will be traditionally caused by the "roaming" reasons where the major role will be played not so much by cost actually communications, how many debt for the Internet", - note in NSV.
In general, the average size of a telecommunication debt which is transferred to collectors according to the results of the first two months 2014 was 890 rub, and term – 197 days.
Increase in an average outstanding amount, in turn, is connected with emergence of a large number of smartphones and with development of the mobile Internet therefore in addition to a payment for telephone communication, subscribers pay Internet services, note in NSV.
Distribution of debt on types of communication as of March 1, 2014, according to NSV, looks as follows:
- Fixed connection - 2.2 billion rubles (from them 2 billion rubles – a domestic long distance and international telecommunication);
- Mobile communication (including data transmission) – 20 billion rubles;
- The home Internet and IP TV – 1.3 billion rubles.
Rather regional distribution of debt bring data into NSV that Central Federal District (10.13 billion rubles) which follow Volga (3.24 billion rubles) and Northwest (2.72 billion rubles is leading on its volumes) federal districts.
As for the debtor's portrait whose debt is transferred to work of the collection agencies, the most malicious non-payers in terms of amount of debt, according to NSV, are men at the age of 22-35 years whose amount of debt is about 1200 rub. In terms of the term of delay of payment men aged are in the lead 60 years are more senior: in this age category it reaches up to 250 days and above.
Among women there is, in turn, a maximum amount of failure to pay - about 830 rub, is observed in age category of 36-60 years, and most long do not pay service, as well as in a case with men, generally women are more senior than 60 years.
