2025: Digital marking of auto electronics launched in Russia

On January 9, 2025, it became known about the development by the Ministry of Industry and Trade of Russia of a draft resolution providing for the inclusion of automotive radioelectronic components in an experiment on digital labeling of electronics. In accordance with the document, the new stage of the experiment starts on February 28, 2025. The project is published on the official portal regulation.gov.ru.

According to Interfax, the experiment began on December 1, 2023 and initially covered 15 categories of goods, including sockets, light-sensitive conductors and lighting equipment. Subsequently, the list was expanded: from June 10, 2024, the experiment affected laptops and smartphones, from July 1, 2024 - printed circuit boards. The new stage is aimed at adding auto electronics to the list of labeled products.

Digital marking of auto electronics is launched in Russia

In November 2024, the Ministry of Industry and Trade prepared a project providing for the expansion of the experiment on auto parts. As part of this initiative, the department agreed with business representatives on a list of products to be labeled. The reason for the development of the document was the increase in the illegal circulation of automobile liquids, lubricants and spare parts. This caused the need to create additional control measures and increase transparency in this market segment.

The project of the Ministry of Industry and Trade also proposed to extend the experiment until May 31, 2026. Earlier, the completion of the program was scheduled for August 2025. In addition to automotive electronics, nicotine delivery and tobacco heating devices will be included in the experiment from May 31, 2025.

The digital labeling program is designed to create a unified system for monitoring radio-electronic products, which will increase the transparency of its turnover. According to the ministry, the experiment was supported by a number of market participants who are interested in expanding labeling to new categories of goods. The final results of the program will be summed up in 2026, after which its widespread implementation is possible.[1]

2024: Digital labeling of automotive liquids launches in Russia

In early May 2024, the Ministry of Industry and Trade announced the upcoming launch of an experiment to label certain types of lubricants and engine oils. The pilot project will last from September 1, 2024 to August 31, 2025.

The experiment will apply to lubricants under the codes TN VED 2710 19 820 0 (engine oils), 2710 19 880 0 (oils for gears and gearboxes) and 3403 19 100 0, 3403 19 900 0, 3403 99 000 0 (other lubricants); special automotive fluids coded 3820 00 000 0 (antifreezes) and 3819 00 000 0 (brake hydraulic fluids and hydraulic transmission fluids).

As noted in the Ministry of Industry and Trade, manufacturers, importers and sellers of these products are participating in an experiment on labeling on a voluntary basis. Based on the results of the experiment, a decision will be made on the feasibility of introducing mandatory labeling of certain types of lubricants and special automotive liquids.

The decision to conduct an experiment on the labeling of automotive liquids was made against the background of a high level of distribution of counterfeit products in this area. According to the international association "Anticontrafact," which leads TASS at the beginning of May 2024, the share of illegal circulation of car cars in the Russian Federation is 50-60%.

It is important for us that the initiator of this experiment was an industry that is also concerned about the growth of illegal products in the market. For its part, the CRPT is ready for an experiment on the labeling of engine oils both technically and expert. According to him, the experiment will not affect the cost of goods - for the time of its conduct, marking codes and the necessary equipment are provided free of charge, and the costs are borne by the labeling system operator.[2]
