How the BRICS countries are digitalizing the creative industry

The use of artificial intelligence technologies is one of the main trends in the digitalization of the creative industry in the BRICS countries. Such tools allow you to increase the efficiency and speed of certain creative tasks, while companies get the opportunity to stand out from the competition. The prospects for the development of creative economies in the BRICS countries are assessed in the Kept review, published on May 30, 2024.

The creative industry of analysts is understood as a set of social relations and practices of economic activity, which is based on the relationship between creativity, culture, economics and technology. It is noted that this industry is becoming increasingly important as a driver of innovation, economic development and cultural progress.

The document says that creative activity forms new niches at the intersection of high technologies and creativity, expanding the possibilities of applying human capital. At the same time, the development of the global creative economy is largely facilitated by digitalization, in particular, the AI system. As an example, the neural networks GigaChat and Kandinsky are cited, which can generate images at the user's text request, as well as the Sora service for creating video by description. Another significant area is the creation and development of digital platforms that open access to creative products and attract small and medium-sized businesses. Metaverse are also mentioned, although as of the end of 2023, the question of what such sites should actually look like and what tasks they will perform remains open.

According to the BRICS Economic Partnership Strategy until 2025, countries are working together in the fields of trade, investment and finance, the digital economy and sustainable development. BRICS members are implementing their own initiatives aimed at digitalizing the creative industry. Thus, in India, the Digital India program is actively introducing digital products. South Africa stimulates access to infrastructure and digital technologies, as well as the development of local production of creative equipment. At the same time, Egypt seeks to build a "digital society" with a "strong digital economy."

In Iran, the development of the creative economy is focused on digital technologies. The goals are to achieve technological sovereignty and improve the economic situation of the country. In particular, the state-owned Innovation and Prosperity Fund provides financial and non-financial support to Iranian to startups in the field of digital technologies and. And the software Digital Iran strategy Iran is aimed at actively introducing local digital technologies in various areas, including cultural, economic and social.

In general, as stated in the study, the priority for many countries participating in the alliance in the field of creative economy development is to expand the export of goods and services of creative industries. Therefore, one of the important aspects of cooperation within the BRICS can be the creation of a market for creative industries within the alliance, the formation of conditions for the export and import of creative goods and services between countries. Along with areas such as finance and the digital economy, the creative economy can be enshrined in the BRICS cooperation strategy with the approval of economic goals and targets in addition to cultural exchange between countries.[1]+[2]

Putin instructed to launch a "new BRICS technological platform" to expand the bloc's influence in the world

In early July 2024, the president Russia Vladimir Putin instructed the government to develop and launch the "New BRICS Technological Platform" in order to expand the bloc's influence in the international arena. The corresponding order was announced at a meeting of the supervisory board Agencies for Strategic Initiatives (ASI) and published on the Kremlin website. More. here

A single digital personnel platform is being created in the BRICS countries so that Russian companies have more remote employees

In early June 2024, it became known that Gazprom Neft is developing an international digital personnel platform for the BRICS countries. It will be used by Russian companies in order to attract foreign specialists - including for remote work.

According to TASS, Kirill Kravchenko, a member of the board of Gazprom Neft, spoke about the project. According to him, the platform is planned to be promoted as "an important tool to meet the needs of the country's economy in new competencies." The development of distance learning will make it possible to more effectively use the intellectual potential of friendly countries, as well as help specialists receive a decent income. The project will speed up the digitalization of business by attracting IT workers, engineers, marketers, etc., in a remote format.

As
part of the cooperation of the BRICS countries, a single digital platform for personnel management is being created.

Together with the BRICS countries, we will be able to unleash the additional personnel potential of their citizens. It is important that a similar initiative for the development of temporary, platform employment in Russian companies is supported at the state level, says Kravchenko.

The initiative is being implemented by Gazprom Neft with the Agency for Strategic Initiatives to Promote New Projects on behalf of Russian President Vladimir Putin. The head of Gazprom Neft, Alexander Dyukov, emphasizes that new forms of employment, for example, work in remote, hybrid and project formats, will allow people to maximize their potential, and companies to effectively use the rarest and most scarce personnel. The new platform will be operational by 2027.

Russia historically knows how to work in order to adapt foreigners. About 40% of the world's population lives in the BRICS space and interaction with specialists from friendly countries on a permanent or temporary basis will close a number of Russian personnel needs, Interfax quoted Dyukov as saying.[3]

A single technological space will appear in BRICS

The BRICS member countries will form a single technological space, including on the development of artificial intelligence (AI), this was announced on April 15, 2024 by the press service of the State Duma deputy RFAnton Nemkin with reference to the Parliamentary newspaper.

The almost double increase in the BRICS member countries strengthens the possibility of this association to influence the solution of global issues. A number of them concern the regulation of such a sphere as artificial intelligence - its legal regulation of the BRICS country can and should be carried out not only within its association, but also jointly promote the legislative formalization of such initiatives at the UN platform, said Federation Council Chairman Valentina Matvienko at a meeting with the heads of international affairs committees of national parliaments of the BRICS member countries.

No country can make such a regulation only at home - it should be carried out both at the level of the BRICS countries and at the UN platform, she stressed.

At the same time, for the implementation of joint scientific and technical projects, it is important for the BRICS countries to form a single technological space, which implies the convergence of key legal norms. And the sooner the legislators can do this, the faster the scientists of our countries will reach a new level of interaction, Matvienko said.

File:Aquote1.png
AI technologies are developing rapidly, and it is important to become leaders not only in terms of implementation, but also in matters of regulatory regulation, the deputy said.
File:Aquote2.png

Nemkin noted that the issue of creating a single technological space is being worked out by the association quite actively. {{quote 'Let me remind you that back in 2023, the Chairman of the PRC called for the creation of a general structure for managing artificial intelligence. The functionality of the regulator could include assessing the best solutions and developing "road maps" for their integration in the member countries of the association. In addition, this is an opportunity to create a legislative framework for the further development of AI, the deputy believes. }}

File:Aquote1.png
The penetration of AI in states is uneven. If a single space is created, we will come to a constant exchange, including practical experience, which will have a positive effect on all participants in the association, the deputy is convinced.

2019: Russia creates digital platform for data exchange between scientists in BRICS

September 21, 2019 became the creation of a digital platform in Russia, which other BRICS countries (Brazil, India, China, South Africa) will use to select new research projects and create transnational teams of scientists. The decision will provide an open exchange of scientific knowledge and data on teams of scientists, First Deputy Minister of Education and Science of Russia, Academician RANGIGORY Trubnikov told TASS.

File:Aquote1.png
Since we have created several digital platforms for interaction, Russia has taken the initiative that when we announce a new wave of the competition, we will primarily support those projects that play an active role in this digital platform. That is, they post there information about themselves, about their laboratories, scientists, projects, - explained Trubnikov.
File:Aquote2.png

According to him, on the basis of the Russian digital platform, it will be possible to create "virtual distributed research teams" to solve various problems. The deputy minister also stressed that the use of digital infrastructure and open data is a new trend in the scientific community of the BRICS countries.

Russian digital platform will help BRICS scientific projects

In 2019, BRICS participants supported about 30 multilateral scientific projects, and the total number of transnational research applications is about 300.

Grigory Trubnikov says the BRICS countries plan to focus the efforts of their scientists on developing innovative projects. At the same time, this will not prevent the BRICS from continuing to develop fundamental and search research.

File:Aquote1.png
We are constantly approaching the topic of the transfer of technologies and innovations, but now for the first time there has been an emphasis on the need to do this extremely seriously, - said the academician.
