2025: The Voskhod Research Institute, subordinate to the Ministry of Ministry of Digital Development of the Russian Federation, won a contract for the creation of the Russian segment of the EAEU IT system

In January 2025, it became known that the Research Institute Rising"" won an electronic competition Ministry of Digital Development RUSSIAN FEDERATION for the provision of services for technical support and ensuring the functioning of the state integration gateway of the national segment Russia in the information system EEU in the amount of ₽37,3 million.

According to CNews, Russia's total costs of digitalization of the EAEU in the period from 2019 to 2024 amounted to ₽580 million, of which ₽411 million were spent on connecting federal executive bodies to the national segment of the integrated system.

The integration gateway includes subsystems of message processing, interaction with SMEV, logging, administration, interaction with segments, information security and monitoring of information exchange.

Earlier in 2023, the Voskhod Research Institute had already received a contract for ₽42 million to perform similar work, but it was terminated ahead of schedule by agreement of the parties with actual execution in the amount of ₽15,7 million. In May 2024, the Ministry of Digital Development also held a tender worth ₽59,3 million, which was canceled.

According to the agreement on the creation of the EAEU of 2014, the integrated system provides information support in 14 areas, including customs and tariff regulation, technical regulation, statistics, competitive policy and other areas of the union's activity.

In 2017, the government approved the concept of creating a national segment of Russia in the integrated information system of the EAEU, designed to ensure effective interstate information interaction of authorized bodies and the formation of a single cross-border space of trust. 55 million were allocated for the creation of a segment of the database of international acts of the EAEU and regulatory legal acts of Russia in 2020, and in 2019 ₽114 million were allocated for the development of a set of national documents for the implementation of the digital agenda of the EAEU.[1]

2024

The government obliged the Ministry of Digital Development to develop draft resolutions on two new GIS within the EAEU

At the end of November, the Government of the Russian Federation adopted Resolution No. 1621[2]451, in which it demanded Ministry of Digital Development that draft resolutions on two new state information systems be developed and proposed for consideration within 6 months: integration gateway (GIS IS) and trusted third party (GIS DTS) of the national segment of the Russian Federation of the EAEU integrated information system (IIS EAEU).

At the end of November, the Ministry of Digital Development promptly organized a tender[3] for the provision of services for technical support and ensuring the functioning of GIS IS. Until December 16, applications are being collected. The total cost of the tender is estimated at 37.3 million rubles. It is assumed that it is GIS IC that will provide electronic interaction between the Russian SMEV version 3.0, GIS DTS and IIS EAEU. Moreover, the information system is not very critical: the tender states that it should work 95% of the time during the quarter. This is a very low level of reliability.

The integration gateway ensures the interaction of the national segments of the EAEU IIS with the Russian SMEV and GIS DTS

The tender documentation states that the ISS GIS includes the following subsystems: message processing; interaction with SMEV of the third version; logging; administration; Interoperability with segments ensuring information security; monitoring of information exchange passing through the ISS GIS. At the same time, the segment interaction subsystem is designed to ensure information interaction with the national segments of the IIS of the EAEU member states and the segment of the Eurasian Economic Commission.

At the same time, the monitoring subsystem is designed to obtain structured analytical information on the status of the functioning of general processes within the EAEU at the level of the national segment of the EAEU IIS owned by Russia, which is necessary for making informed management decisions. Thus, the gateway is not a simple transmission link for messages, but it will also be tasked with analyzing transmitted messages with the ability to influence management decision-making.

The main functions of the IS GIS are: safe and prompt transfer of information between participants in national systems and all-Union platforms, including customs declarations, tax data and other financial and legal documentation; ensuring the compatibility of various formats of information, which simplifies interaction between countries; implementing cryptographic protection mechanisms to eliminate data leaks or misuse; collecting transaction statistics and processing large amounts of data to analyze economic activity within the union.

The trusted third party system is designed to organize a legally significant electronic document flow, in the process of which the DTS service is used, which ensures the compatibility of electronic signatures in the cross-border transfer of electronic documents. Therefore, DTS GIS has the following functions: authentication of transmitted information, including electronic signatures and other identifiers; resolution of disputes between participants in data exchange on the basis of EAEU regulations; Ensure that electronic transactions meet the overall requirements of the integrated system.

In addition to Russia, the EAEU member countries - Belarus, Kazakhstan, Armenia and Kyrgyzstan - are also working on the creation of their national segments of the integrated system. In particular, Kazakhstan is actively developing the digital platform "Digital Kazakhstan," which includes integration modules for working with the EAEU, reminded Georgy Gabolaev. Belarus is introducing elements of a unified electronic document management system, which simplifies interaction within the EAEU. In addition, agreements were signed with Belarus on the mutual recognition of electronic signatures, which legalizes the use of DTS in both countries. Armenia and Kyrgyzstan are introducing systems for the digitalization of public services and taxation, which in the future will be integrated with the common platform of the EAEU.

According to Georgy Gabolaev, there are also certain risks of the functioning of these systems. In particular, the creation of a reliable infrastructure will require significant investment. In addition, differences in the level of digitalization of countries can slow down the introduction of common standards, and the transition to new systems will require training and adaptation of both business and government agencies.

It should be noted that in accordance with the tender documentation, the Ministry of Ministry of Digital Development has been conducting work on the construction of the EAEU IIS since October 2020 and for all the time it was spent on its development through competitive procedures 147.7 million rubles. Among the participants who were engaged in the construction of the Russian segment of the IIS EAEU were such companies as Information Security Strategy, FSAU Research Institute Voskhod and Ji-Es-Ti.

Launch an integrated IT system to facilitate export deliveries

The Eurasian Economic Union (EAEU) has introduced an integrated information system to optimize the interaction of member states and business. The system provides transparent data exchange in the areas of veterinary, sanitary, phytosanitary, transport and customs control.

The system is designed to simplify export conditions, increase the volume of mutual trade and reduce the administrative burden on business. Its implementation will eliminate existing barriers in the domestic market and prevent the emergence of new ones.

EAEU launches integrated IT system to simplify export supplies

The process of digitalization in the Eurasian Economic Union began in 2015 with the approval of a list of general processes in 21 areas of cooperation. These processes are an information exchange that begins in the territory of one state and ends in another.

As of November 2024, 39 common processes out of a planned 77 are available for member states. Another 27 processes are at the ready stage, of which 14 will be launched before the end of 2024, and 13 in 2025.

Full-scale implementation of general processes is considered as a key tool for creating a barrier-free environment within the EAEU. By early 2025, member states will have the opportunity to join 55% of all planned processes.

The integrated system greatly simplifies the solution of issues in the cross-border movement of goods, reducing the time for documentation and verification of compliance with various requirements of regulatory authorities.

The introduction of digital solutions contributes to the formation of a single digital space of the Eurasian Economic Union and the creation of favorable conditions for the development of international trade between the countries participating in the union.[4]

Work on the creation of the Russian segment of the system

On May 30, 2024, the Ministry of Digital Development of the Russian Federation announced a tender for the preparation for the commissioning of components of the Russian segment of the integrated information system of the Eurasian Economic Union (IIS EAEU). The initial contract price is 59.37 million rubles.

This platform is designed to ensure interstate exchange of data and electronic documents within the EAEU, create information resources common to member countries, implement common processes, and ensure the activities of the EAEU bodies. As of May 2024, the IIS includes subsystems for processing messages, logging, administration, interaction with segments, ensuring information security, monitoring information exchange and working with a system of interdepartmental electronic interaction. Within the framework of the new contract, further development of the EAEU IIS is planned.

The Ministry of Digital Development of the Russian Federation allocated 59 million rubles for the EAEU IT system

In accordance with the terms of the competition, the work will be carried out in three stages. The first contractor carries out certification tests in the field of information protection. These tests shall be performed in accordance with the requirements of the current regulations and methodological documents of the FFIV authorized in the field of counteracting technical intelligence and technical information protection. The second phase provides for the development of a technical assignment in accordance with the requirements of the Federal Security Service (FSB).

At the third stage, the functionality of the EAEU IIS components is being finalized in terms of maintaining the formats of interaction between legal entities (business entities) with the authorized bodies of the member states of the Eurasian Economic Union and the Eurasian Economic Commission using the service of a trusted third party (B2G interaction). The only participant in the competition is the FGAU Research Institute "Sunrise."[5]
