Ukraine began to build a national network of charging stations for electric vehicles

2021: VAT on the import of electric vehicles was canceled in Ukraine

In August 2021, President of Ukraine Volodymyr Zelenskyy signed laws aimed at increasing the share of environmental transport in the country by introducing tax incentives. One of the innovations is the abolition of VAT on electric cars imported and sold in Ukraine.

The import of electric vehicles into Ukraine is exempt from value added tax until December 31, 2025. The list of vehicles covered by this benefit includes:

  • passenger electric vehicles:
  • electric buses;
  • electric trucks;
  • electrical engineering.

In Ukraine, canceled VAT on the import of electric cars

The laws also provide that when public procurement of vehicles, the share of cars with electric engines should be at least 50% until 2030.

At the same time, until January 1, 2029, components, as well as equipment that is needed for the production of electric vehicles, will be temporarily exempted from paying the import duty.

In accordance with the law, until January 1, 2031, imports of a number of goods to Ukraine for enterprises that create or modernize their production facilities for the production of environmentally friendly transport are exempt from VAT and import duties.

In addition, until December 31, 2035, the profit of enterprises producing these vehicles, as well as electric motors, lithium-ion (lithium-polymer) batteries and chargers for them, is exempt from taxation.

Against the background of attempts to increase the number of electric vehicles in Ukraine, the authorities are already planning to ban the import and first state registration of cars with ICE - both gasoline and diesel.

The Ministry of Infrastructure of Ukraine proposes to ban:

  • from January 1, 2027 for used cars with diesel internal combustion engines;
  • from January 1, 2030 for new diesel cars, as well as for used and new cars with gasoline internal combustion engines.[1]

2020: Electric cars in Ukraine now have green license plates

Owners of electric vehicles began to receive special "green" license plates in service centers of the Ministry of Internal Affairs of Ukraine. This was reported on October 6, 2020 in the Telegram channel of the department.

The Ministry of Internal Affairs stressed that now electric vehicles will be able to park in specially designated parking spaces and will receive uninterrupted access to charging stations.

In addition, owners will be able to take advantage of the road signs "For electric vehicles," "Except electric vehicles," "Electric vehicle charging station."

Green numbers appeared on electric cars in Ukraine

In addition, rooms have been developed for electric buses and electric vehicles operating in taxi services. They differ in the yellow background of the die, on which green numbers and symbols are applied. According to the first deputy head of the Main Service Center of the Ministry of Internal Affairs Yuri Smolyaninov, this design is used in Austria, Germany, Norway, Great Britain and many other countries.

Earlier in 2020, law No. 10405 on infrastructure for electric vehicles came into force, which introduced such numbers along with new road signs and fines for illegal parking at charging stations of cars with internal combustion engines.

The law was adopted to bring Ukrainian legislation in the field of labeling electric vehicles in line with European and world standards, as well as provide adequate support for the further development of infrastructure and a network of charging stations for electric vehicles.

The innovation is extremely important, because Ukraine is one of the leaders in terms of growth in the acquisition of electric vehicles. To date, almost 23,000 such cars have already been registered, which is 42% more than last year. And during 2019, 77% more electric vehicles were registered than in the same period in 2018, Smolyaninov emphasized.[2]

2019:39% market growth

The volume of the Ukrainian electric vehicle market in 2019 increased by 39%, according to data from the Federation of Employers of the Automotive Industry.

In 2019, Ukrainians registered a total of 7700 electric cars against 5557 a year earlier and 3210 cars in 2017. At the same time, in the fourth quarter of 2019, the number of registrations decreased by 5% compared to the previous three months.

The volume of the Ukrainian electric vehicle market in 2019 increased by 39%

When calculating, only primary and secondary registrations of cars, as well as those brought from abroad, were taken into account. Not included in the re-registration statistics and temporary registrations.

Nissan electric vehicles are still in greatest demand in Ukraine: they accounted for 43% of the market in 2019, but this is 7 percentage points less compared to 2018. Tesla's share was 15%, nearly doubling from 2018.

Renault closed the top three leaders of the Ukrainian electric vehicle market with a result of 10%. Next are the Volkswagen and BMW brands with indicators of 5% and 4%, respectively.

Since there are not many electric vehicles in the lineup of automakers, the rating of the most popular models is approximately similar to the balance of power among companies. In 2019, 42% of electric car registrations in Ukraine fell on Nissan Leaf, 7% - on Tesla Model S, on Renault Kangoo - 6%.

The number of charging stations for electric vehicles in Ukraine in 2019 increased by 2719 units and reached 5902 units. Most charging stations were installed by AutoEnterprise - 1113. This is followed by Ionity and ElectroUA 387 and 380 charges, respectively. In total, such equipment was installed by charging 17 different companies.

From January 1, 2020, the state began to legislatively protect the rights of drivers whose vehicles are equipped with electric engines to access charging stations for electric vehicles.[3]
