2026: Government agencies and business in Ukraine switched to the new Kupin data encryption algorithm to protect electronic signatures
From February 10, 2026, state bodies and business in Ukraine began the transition to a new standard of cryptographic protection called "Kupina." The country's Ministry of Digital Transformation says this is a planned step to increase the level of protection of electronic signatures and data from modern cyber threats. Read more here.
2021: Ukraine switched to European electronic signature format
In November 2021 Ministry of Digital Transformation of Ukraine , it announced the beginning of the use of electronic signatures of the European format. The department called the innovation one of the steps towards mutual recognition of electronic trust services Ukraine by countries. European Union
The new features are available on the websites of the Central Certifying Authority and the Integrated E-Identification System.
These are CAdES, XAdES, and PAdES signature formats:
- CAdES - allows you to sign e-data of any format and retains the e-signature separately from or with e-data. Files can only be signed separately.
- XAdES - allows you to sign e-data of any format and saves the e-signature in XML format, separately from or with e-data. Several files can be signed at the same time;
- PAdES - allows you to sign e-data in PDF format and saves the e-signature along with the e-data. Files can only be signed separately;
A unified format for storing signed data is also defined - ASiC-E. It provides long-term storage of e-documents. One of the advantages is the ability to save one or more files with related e-signatures, check the entire chain of e-signatures and other data related to the document, noted in the Ukrainian Ministry of Digital Development.
As of November 2021, you can get a qualified electronic signature (KEP) in Ukraine offline or online. Banks will be able to sign loan agreements with borrowers online thanks to the use of the Dіya.Pіdpis service by Ukrainians in the Dіya mobile application.
An electronic signature in Ukraine is a special file that contains a unique cipher with which your signature is identified as yours. It contains private and public keys - the first user enters in a special field for signing a document, and with the help of the second already signed document recipient, the authenticity of this signature is verified.[1]
