2026: Funding increase to RUB 3.24 trillion to reduce poverty to 7%

The main tasks of the national project "Family" are comprehensive support for parents, care for reproductive health and strengthening family values, the development of conditions for the active longevity of the older generation and ensuring high-quality care for those who need it. The program provides for the implementation of five federal projects: "Family Support," "Large Family," "Protection of Motherhood and Childhood," "Older Generation" and "Family Values and Cultural Infrastructure."
In 2025, it was originally planned to allocate about 2.9 trillion rubles for the national project. However, then funding was increased to 3.1 trillion rubles. As of September 1, 2025, the implementation of the national project is 2.1 trillion rubles. In 2026, expenses in this area will rise by about 140 billion rubles, amounting to 3.24 trillion rubles.
It is assumed that the implementation of the national project will allow by 2030 to reduce the poverty level to less than 7% while increasing the total birth rate. To this end, among other things, it is planned:
- Creation of at least 1000 mother and child rooms and groups of short-term stay of children in educational institutions of higher education;
- Provision of maternity capital for the improvement of housing conditions, education, pension savings, etc.;
- Provision of a single allowance to needy families;
- Provision of "Family Mortgage";
- Provision of annual family payment;
- Targeted construction of kindergartens;
- Providing large families with regional support measures;
- Creation of antenatal clinics;
- Implementation of regional programs for the protection of motherhood and childhood in all regions of the Russian Federation;
- Repair of social services facilities.[1]
