2023: Rosstandart canceled GOST according to the classification of data centers

On December 12, 2023, the Federal Agency for Technical Regulation and Metrology (Rosstandart) canceled the GOST R 70139-2022 Data Processing Centers standard. Engineering infrastructure. Classification. " This document will be finalized taking into account the feedback and wishes of the participants in the domestic data center market.

After entering into force on September 1, 2022, the document was criticized. Experts, in particular, pointed to controversial criteria for determining whether a data center belongs to a particular category. Industry participants noted that niche formats, such as container data centers, do not fall under the status of "reliable," and part of the GOST requirements is devoted to issues not related to engineering infrastructure, such as risk and operation management. In addition, questions arose regarding the required power supply parameters: for data centers of certain classes, the document defines a voltage of 110 V and a current frequency of 60 Hz - this is a US format.

In accordance with the decision, GOST was terminated until December 31, 2025. At the same time, a working group with the participation of stakeholders will be organized to finalize the standard. At the same time, participants in the Russian data center market emphasize that, in general, GOST is necessary in this area. The suspension of the standard "does not mean that it has not taken root - this only means that it needs to be finalized," said Gennady Dunaev, deputy chairman of the TK-120 and technical director of the TrustInfo data center. On June 2, 2022, the Federal Agency for Technical Regulation and Metrology (Rosstandart) issued an order (No. 445-st) approving the national standard of the Russian Federation "Data Processing Centers. The third in the series GOST R "Data processing centers. Engineering infrastructure. Classification "received the number GOST R. 70139-2022 The developer of the standard is the Association of Data Center Industry Participants, the standard itself is assigned to the Technical Committee for Standardization No. 120 "Data Processing Centers" (TK120). The project was attended by more than 15 experts from more than a dozen companies in the data center industry. The standard is effective September 1, 2022.

The approved national standard is focused on the formation of a complete list of significant indicators characterizing the requirements for the engineering infrastructure of the data center (AI data center), as well as the determination on their basis of the classes of AI data center that meet typical needs when placing state information systems and classes of AI data center for systems of other customers.

The standard applies terms and definitions used in the data center industry, as well as terms from related areas, including information technology infrastructure, IT service management, and others. Separate terms that have not been formally reflected in other standards are defined directly in the draft national standard.

The approaches and sets of indicators described in the standard can be used to form their own classification system for AI data centers, depending on the specific needs of the standard user. At the same time, during the formation of classes, one should adhere to a balance of requirements for various indicators, in order to exclude unjustified overestimation of requirements for certain indicators without corresponding changes in requirements for others, according to the Association of Data Center Industry Participants.

The approach used in the development of the standard takes into account all significant aspects of the functioning of the AI data center and the elements providing this functioning, which distinguishes it from similar standards for related areas.

Work to standardize the data center industry, which is one of the key missions of the Association of Data Center Industry Participants, is ongoing. It is assumed that soon the industry community will be presented with the next standard in the field of data center.

As representatives of the Association of Data Center Industry Participants specified to TAdviser, Rosstandart has not yet published the text of the GOST R 70139-2022 standard as of June 8, 2022.
