2026: GOST approval

On January 22, 2026, Rosstandart announced the approval of two new state standards (GOST) for remote health monitoring systems, known as "personal medical assistants." The approved standards - GOST R 72099.2 and GOST R 72099.3 - were developed within the framework of the Technical Committee (TC) No. 194 "Cyber-Physical Systems."

According to the press service of Rosstandart, the new documents establish uniform requirements for the architecture and general principles of digital systems for remote monitoring of patients. They complement previously approved documents that defined key concepts and formats for data exchange.

GOST for remote health monitoring devices approved in Russia

The new GOSTs enshrine a regulatory approach to the collection, transmission and protection of medical information, as well as to the integration of such systems with regional medical information systems.

The head of Rosstandart, Anton Shalaev, said that the direction of personal medical assistants is a symbiosis of medicine and digital technologies aimed at improving the quality of diagnostics and monitoring. He expressed confidence that the work of the technical committee together with scientific centers and business will allow the system to be introduced in all regions of Russia.

Rector of Samara State Medical University (SamGMU) Alexander Kolsanov explained that the requirements enshrined in GOSTs provide manufacturers of medical devices with transparent technical regulations. This guarantees the compatibility of devices with the federal ecosystem and reduces barriers to entry for domestic developers, allowing them to focus on measurement accuracy and ergonomics.

Nikita Utkin, deputy director of ANO Platform NTI, chairman of TC 194 Cyber-Physical Systems, noted that standardization concentrates on issues of longevity and quality of life of citizens. He stressed that the unification of approaches will ensure "reliability, quality and non-profitability of the most important technological field for the health of citizens" - digital platforms and Internet of Things (IoT) solutions.

The relevance of the standards is associated with the expansion of the practice of remote monitoring of patients with chronic diseases, as well as citizens who need constant control: pregnant women, the elderly and patients in the rehabilitation process.

The development of standards was carried out by ANO Platform NTI together with SamGMU as part of the Promising Standardization Program in the Field of Personal Medical Assistants for 2022-2030, approved by the Ministry of Health, the Ministry of Industry and Trade and Rosstandart. When creating documents, the experience of the pilot project "Personal Medical Assistants" was taken into account. [1]
