Creating a Digital Genetic Patient Passport
In early July 2021, it became known about the process of creating genetic digital passports in Russia. According to the Minister of Health of the Russian Federation Mikhail Murashko, who announced the development of a new technology, it will include data on genomic sequencing (it allows you to determine the causes of hereditary diseases, predict pathogenic mutations when planning a family, learn about predisposition to diseases, etc.).
In general, the health system is moving towards a preventive focus and early detection... Now we are starting another project, when, including the newborn, we are making a genetic profile, we are doing genomic sequencing. The creation of genetic passports for Russians is stated in the presidential decree "On the basics of the state policy of the Russian Federation in the field of ensuring chemical and biological safety" until 2025. The document has two provisions that relate to the appearance of genetic passports in Russia:
- To monitor chemical and biological risks, it is necessary to "implement genetic certification of the population, taking into account the legal framework for the protection of data on the human personal genome and the formation of a genetic profile of the population";
- it is planned to create "conditions for genetic certification of the population, the development of technologies for screening human, animal and plant gene pools."
