2018: Azerbaijan implemented the platform X-In Road an e-government system

According to at the beginning of 2018 the European information channel Euronews, in addition to Azerbaijan, this system was already integrated in a number of the countries among which there are Namibia, Finland and Ukraine. Also this platform was started on the Faroe Islands and in Japan. Is X-Road also the platform allowing to exchange automatically data between the countries that gave the chance of automatic data exchange between Estonia and Finland.

Azerbaijan analyzes the level of IT specialists

On development of telecommunication and information technologies which was developed at the end of 2016 the institute of information technologies (IIT) of the National Academy of Sciences of Azerbaijan (NASA) will be engaged in program implementation.

Reforms will take place in several directions at once. In particular, now graduates with IT specialties will not wander about the market in search of work location, IIT will attend to it. Besides, the institute should study education level by this profession and, if necessary, make offers on its increase – as experts speak, the sphere of ICT of Azerbaijan needs gain by the personnel capable to make products and services corresponding to realities of our time[1].

Improvement of management, development of an entrepreneurship are also coming the industry of ICT of the Caspian state, including – creation of a favorable business environment. The question of security of an information field of Azerbaijan which includes also the electronic government is important.

Road map of development of ICT

Up to 95% of the territory of Azerbaijan it has to be covered by the broadband Internet by 2025. Investments in telecommunication will exceed 125 million manats.

Azerbaijan developed "The strategic road map on development of telecommunications and information technologies", transfers at the beginning of 2017 of NAG with reference to Trend. First of all, it means replacement of copper networks by modern optical and also considerable monetary injections in the communications industry – more than 125 million manats[2].

By 2020 70% of the territory of Azerbaijan should be covered with "optics", and to the 2025th – and all 95%. Plus in three years to Delta Telecom and Azertelecom working now in the country should be added to it, at least, the third trunk telecom operator.

Authors of the document are sure that it is necessary to expect also gradual increase in volumes of the consumed traffic. 1 user on average consumes 3.6 Mbps, and by 2020 will consume to 20 Mbit / c.

Development of a single communications industry should affect a status of all economy of Azerbaijan positively. It, in particular, creation of nearly 1.5 million new jobs within three years and increase by 235 million manats of GDP of the country.

2014

For the first half of the year 2014 the volume of income gained on the sector of ICT information and mails in comparison with 2013 in the comparable prices increased by 13.0%.

The Minister of Communications and Information Technologies of the Republic Azerbaijan Ali Abbasov at the end of July, 2014 at the meeting of board devoted to results of the first half of the year 2014 noted continuation of a trend of successful development in the sector of communication and high technologies and an appreciation of the international organizations to the achieved success. So, in the annual report "The global report on information technology development – 2014" (The Global Information Technology Report - 2014), made by the World Economic Forum, on an indicator "The index of network readiness" Azerbaijan rose from the 56th place by the 49th among 148 countries the previous year. Azerbaijan, taking the 59th place among 148 countries of the world, saves the leading position on number of Internet users on each 100 people among the CIS countries. In the report of the UN of "United Nations E-Government Survey 2014" Azerbaijan took the 68th place in the world ranking of the UN by the index of development of the electronic government among 193 countries. Azerbaijan promoted on 28 points in comparison with indicators of the previous rating assessment.

In the country 110 subscribers of mobile communication are the share of each 100 people. Also in the country 73 Internet users are the share of each 100 people, and the number of users of the broadband Internet reached 55. The number of users computers makes 62. In the country in connection with increase in demand of the population for use of the Internet and thanks to the created technical capabilities the general capacity of the international Internet channels reached 250 GB/sec. Besides, nearly 97.5% of the population are provided with digital television broadcasting (an open packet from 10-12 channels).

Summing up the results of board, the minister, speaking about the forthcoming purposes, noted importance of accomplishment of the relevant decrees and orders of the head of state, including perfect accomplishment of the duties assigned within state programs to the ministry. The minister Ali Abbasov, having emphasized the new and main directions for the effective organization of activity of the ministry, gave a number of instructions among which continuation of measures for development of the space sphere, including satellite infrastructure and to an output to an orbit of satellites of different function, quality improvement of Internet services, regulation of relationship between telecom operators, increase in effectiveness of service of portability of numbers, acceptance of adequate measures to start the organization of broadband communication, expansion of implementation of electronic services, upgrade of networks of telecommunication and mail services, increase in the range of mail services and the organization of additional services, increase in level of the rendered services to users, acceptance of proper measures for attentive studying of citizens' appeals in the ministry and the operational solution of their problems.

In addition, the minister charged to structural divisions of the ministry to strengthen infrastructure on fight against incidents in the field of cyber security, to expand quality and a coverage of broadcast of teleradio programs in the territory of the country, to finish transition to digital broadcasting fully and also to organize at the high level telecommunication services during the first summer European Olympic Games 2015 in Baku.

2010

According to the Deputy Minister of Communications and information technologies of Azerbaijan Elmira Velizade, the sector of ICT of the country grew in 2010 by 32%[3].

According to IDC company, for 2010 the PC market of Azerbaijan grew by 11.4%: 158 thousand computers, from them 51.6% – desktop and 48.4% – mobile were sold.

In turn, deliveries of servers based on processors of x86 made 1150 pieces that is 18% less, than the previous year.

The market was redistributed for benefit of notebooks: deliveries of mobile computers grew by 14.7%. And here the sector of desktops continued to be reduced: in comparison with 2009 decreased by 6.2%.

In the computer market of Azerbaijan with a big separation HP the total supply rate of notebooks and desktops from top three – HP companies is in the lead from shares of 33.2%, and, Acer and Toshiba – exceeds 50%.

According to IDC, growth of the market of list devices in Azerbaijan in 2010 was 1.8%: it is delivered 36.8 thousand printers, the MFP and copiers, including 17.7 thousand jet and 17.9 thousand laser devices.
