Import substitution in the field of EDMS: on a privileged position

Recently even more often say that import substitution in the field of IT goes not such high rates, predictably. However there is a segment in which process of import substitution began still before it became a mainstream at the state level. It is the market of electronic document management systems and ECM systems.

The reason is simple: positions of the EDMS domestic developers and ECM systems in Russia are already for a long time strong, and it is not connected with political realities and economic sanctions. And what is important, the Russian solutions are adapted to the domestic principles of work with documents initially. Therefore at their implementation adaptation of the business processes put in solutions to the Russian conditions is not required that usually causes additional expenses and takes a lot of time. Total cost of ownership domestic solutions also, as a rule, below, than foreign.

So it is no wonder that Russian EDMS compete with foreign solutions for a long time and quite successfully. In particular it concerns a public sector on which first of all and import substitution policy is focused.

For example, according to TAdviser for August, 2016, the leader in the number of the implemented ECM projects in authorities, local government and other state organizations is the EOS Group company. From more than 700 more than 45% considered by experts of ECM projects are the share of product introduction of EOS Group: "CASE", "DELO-Web" and also the automated information SUPERVISION complex.

Besides by the fall of 2015 more than 100 organizations passed from others EDMS to products of EOS Group, at the same time about 40 companies passed from foreign ECM platforms among which there were Documentum, Alfresco, Lotus.

Demand from domestic enterprises and the organizations is caused by the fact that the solutions developed by EOS Group consider state standards on document flow and archive storage, completely conform to requirements of Federal law No. 63-FZ "About the electronic signature" and to national standards in the field of cryptoprotection. EOS Group cooperates with the Russian cryptoproviders, is certified on implementation of development and production of means of protecting of confidential information, maintenance and distribution of cryptographic (cryptographic) tools.

Besides, EOS Group actively participates in the state projects connected with development of MEDO and SIEI works in Expert advice at the Ministry of Telecom and Mass Communications of the Russian Federation, helps to develop national standards in the field of management of electronic documents within subcommittee of PC 6 which is created based on EOS Group.

In total at the moment the Register includes data on 34 software products of EOS Group. Today all systems of the class EDMS/ECM which are offered by EOS Group to the clients and also the majority of additional options to them are registered in the Register of the Russian software.

Solutions of EOS Group work under control of freely extended DBMS, including Russian: The AIS MFC DELO – on the basis of domestic Postgres Pro DBMS (client places can work under Linux OS), the AIS "Hunting Ticket" – on PostgreSQL DBMS. And EDMS "DELO" at the moment can work under Linux OS: testing of work with the electronic signature, scanning and process management comes to an end. AIK "SUPERVISION" and the ARCHIVING system under Linux OS are in a test stage.

The AIS "Hunting Ticket" on the basis of PostgreSQL DBMS is already implemented in the Republic of Mordovia and works in the mode of continuous operation. In Kaliningrad start in commercial operation of a subsystem Manager SIEI is planned for PostgreSQL in the nearest future, it is implemented in the Ryazan region. Also in the Ryazan region the project on implementation of automated information system of the multifunction centers of providing the public and municipal services of the AIS MFC DELO on PostgreSQL DBMS is implemented.

Full substitution of foreign products domestic in a segment of EDMS and ECM systems already is today reality, however still there is a space for growth, - the Marketing director of EOS Group company Elena Ivanova is sure. – It means that in the future we are waited by competition gain. And it will be not dumping, but growth of competences that finally means expansion of functionality and quality improvement of the Russian solutions from which users will benefit.
