The article is devoted to the development of technologies in Russia that ensure industrial safety and other types of minimization of accident risks and monitoring of production processes. These technologies are aimed at increasing the level of protection of personnel and the entire population.

2026: Remote control of industrial safety enshrined by law

In early March 2026, Prime Minister Mikhail Mishustin signed Decree No. 213 "On Amendments to Some Acts of the Government of the Russian[1], which actually legalized the practice of remote control of industrial safety, the state of hydraulic structures and energy facilities. The document amends the relevant resolutions No. 1082, No. 1080 and No. 1085 of June 30, 2021, which determined for Rostekhnadzor the provisions on the listed types of supervision.

Remote supervision of industrial safety will be automated

However, a little earlier - at the end of 2020 - the government initiated an experiment on remote control of industrial safety. The rules for its conduct are fixed by Decree No. 2415[2] of[3] dated December 31, 2020, but the experiment itself began on February 1, 2021, and then it was extended until December 31, 2025. Apparently, the results of the experiment turned out to be so successful that already in early 2026 the government recorded such a practice on an ongoing basis and expanded it to hydraulic structures and energy facilities.

The quality of industrial supervision of hazardous production facilities (hazardous facilities) directly depends on the life and health of people, as well as the state of the environment, - said TAdviser Airat Mukhametshin, head of the methodology and integrated expertise department of Cloud Networks. - The digitalization of this process is designed to increase the transparency and accountability of the actions of inspectors during field inspections, thereby increasing the reliability of the results on the basis of which further decisions on the operation of hazardous facilities are made.

The expert also noted that the digitalization of field control can lead to an increase in the accuracy of forecasting the dynamics of the state of an industrial facility due to the accumulation of an array of digitized data. Predictive analytics allows you to identify critical structural changes in the early stages and ensure that preventive measures are carried out on time. The optimization of the cost of technological supervision in the form of automation of routine operations also plays an important role.

Only those companies that agreed to it and entered into an appropriate agreement with Rostekhnadzor took part in the experiment, which did not allow accumulating enough data for high-quality forecasting. With the adoption of a new resolution, any company that belongs to the sphere of relevant regulation has information systems for collecting and processing data on the state of industrial safety and technological processes, has protected them in accordance with the requirements of Law No. 149-FZ "On Information, Information Technologies and Information Protection" and uses cryptographic means of protection, can apply for control measures in remote mode. In this case, field inspections of Rostekhnadzor can be carried out using a VKS solution or specially for this developed mobile application "Inspector."

The main requirement, which many forget, lies in the plane of information security, - Alexey Mironov, a leading specialist in the Stakhanovets research development department, shared his observations with TAdviser. - Companies are required to provide a secure data link. It is not just about the presence of the Internet at the facility, but about the creation of an infrastructure that excludes interception, substitution or distortion of video flow and telemetry.

The expert notes that in practice this means the introduction of information protection tools certified by the FSTEC to prevent interference by outsiders in the operation of the system and encryptors, which have passed the conformity assessment in the FSB of Russia, to transmit sensitive traffic. In addition, video surveillance and data collection systems must be reliably isolated from the open Internet and other enterprise networks using firewalls. It is important to understand that the camera connected to the network for the inspector should not become the entrance gate for the attacker to the technological network of object control.

According to Airat Mukhametshin, companies that want to organize field inspections of Rostekhnadzor in the form of a remote connection must fulfill the following requirements:

  • Organize access control;
  • Ensure the protection of computer storage media;
  • Implement anti-virus protection;
  • Log and process security events;
  • Guarantee the integrity of the transmitted data;
  • Ensure availability;
  • Organize protection of the automated system and its components;
  • Purchase and implement tools for cryptographic protection of information when it is transmitted over open communication channels.

The expansion of remote monitoring in control and supervisory activities may become an additional driver of demand for digital solutions for industry and infrastructure, - said Yuri Tyurin, technical director of MD Audit. - In fact, we are talking about the transition from episodic checks to a model of constant data analysis, where information systems, sensors, telemetry transmission tools and analytical platforms play a key role.
