The Russian Ministry of Justice has announced a tender for the purchase of eight servers and one computing module worth ₽171,6 million to develop a departmental virtual desktop platform that will modernize the department's IT infrastructure and ensure remote work of employees. The terms of reference for the purchase of high-performance server equipment were posted on the public procurement portal with the completion of competitive procedures by October 1, 2025. Digital IC project launched in Russia to digitalize correctional colonies
In early July 2025, it became known that a pilot project "Digital IC" was launched in Russia, providing for the introduction of artificial intelligence, biometric accounting and video analytics for the digitalization of correctional colonies. In Russia, digitalization of administrative workflow will be carried out
On October 21, 2024, it became known that the Ministry of Justice of the Russian Federation had prepared a plan for the digitalization of administrative workflow. The project involves the introduction of a single procedure for electronic notification (including decisions made), the launch of electronic document management and the possibility of participating in the consideration of cases remotely in the format of teleconferences.
According to the Kommersant newspaper, the developed plan provides for amendments to the Administrative Code. The changes were agreed by the Supreme Court, the Main Legal Directorate of the President, the Bank of Russia, the Prosecutor General's Office, the Ministry of Economy, the Ministry of Digital Development of Internal Affairs, the Institute of Comparative Law and other structures. Digitalization is expected to cover all "non-judicial" fines and prescriptions - from traffic violations to decisions made by government agencies of business.
Electronic documents such as subpoenas, minutes, applications, petitions and others would be equivalent to paper "if technically feasible." Possible restrictions in the implementation of the project are explained by the lack of funds in the budget for the widespread digitalization of the sphere under consideration. For the exchange of information, personal accounts of legal entities and individual entrepreneurs, various means of communication (for example, e-mail), electronic document management systems of a participant in a case and "an information system determined by the Supreme Court or the Judicial Department under the Supreme Court" in all administrative cases can be used.
It is noted that the digitalization of administrative workflow will provide a number of advantages. In particular, business representatives and citizens will be able to defend their interests in the proceedings, being in other cities and even countries. In addition, interaction between entrepreneurs and regulatory bodies will be simplified. This will "expand the representativeness of administrative cases and the speed of decision-making."[1]

The Accounts Chamber found 3 billion rubles, which the Ministry of Justice inefficiently spent on digitalization
In 2021-2023, 3 billion rubles were allocated for the digital transformation of the Ministry of Justice of Russia, of which 90.3% were spent, or about 2.7 billion rubles. However, the implementation of the program is hampered by a number of systemic problems and shortcomings, which include insufficiently effective planning, the lack of interconnection and continuity of ongoing digitalization activities, incompleteness of data in information systems and an outdated IT infrastructure. This is stated in the report of the Accounts Chamber of the Russian Federation, published on June 5, 2025.
The digitalization of the Ministry of Justice in 2021-2023 was carried out in accordance with the Presidential Decree on National Development Goals, the state program "Justice" and the departmental program of digital transformation. The main tasks are to automate processes and increase the efficiency of the department's activities, create a single digital space for providing free legal assistance and develop information and telecommunication infrastructure.
The report of the Accounts Chamber says that as part of the digital transformation, the Ministry of Justice has developed and put into operation a unified federal state information system (FSIS), which unites most of the ministry's information resources on one platform. But the audit showed that the created FSIS contains incomplete and incorrect data. At the same time, the process of entering information into the system and controlling their quality by the Ministry of Justice is not regulated.
Problems were also identified in the field of implementing the project of the information system "Legal Assistance." Its task is to ensure legal information of the population and equal access to qualified free legal assistance, including citizens living far from administrative centers. The Accounts Chamber indicates that the development of the Legal Aid platform was carried out without approval of the concept, which should include a feasibility study. In addition, from December 2022 to May 2025, this system is in trial operation, under the guise of which its constant operation is actually carried out. The regulator emphasizes that the creation of the system was carried out without taking into account the requirements and standards of software development, and information security monitoring in the Legal Assistance system was not carried out. Thus, further operation of the platform in the "trial operation" mode entails the risks of not achieving the project goals and increasing the number of information security incidents.
Another problem is the operation of outdated IT equipment. In the territorial bodies of the Ministry of Justice, 55.3% of servers and 38.5% of computer equipment were put into operation until 2016. Import substitution of software and computer equipment was carried out mainly in the central office of the Ministry of Justice.
The report highlighted the lack of planning and the lack of continuity of the justice sector's digital transformation interventions. The regulator notes that the main works provided for by the departmental program of digital transformation of the Ministry of Justice for 2021-2023 were not intertwined with each other over the years and were adjusted annually.
In addition, the indicators of the state program "Justice" have been repeatedly revised. Since the beginning of 2023, four of the seven indicators related to digitalization have been excluded from her passport: the share of public services for registering NGOs in electronic form; the number of subjects and the number of state authorities connected to the State Control Bank of Regulatory Legal Acts; number of subjects connected to the Legal Aid system. And for two of the three indicators remaining in the program, planned values are not set.[2]
Import substitution of software by 50% and slow transition to GosTech. The Accounts Chamber pointed to the problems of digital transformation of the Ministry of Justice
The share of computer equipment with a domestic operating system in territorial bodies Ministry of Justice Russia remains low. In particular, in 61 regions there is not a single server, workstation or laptop on which the Russian OS is installed. This is stated in the report Accounts Chamber of the Russian Federation on the digital transformation of the Ministry of Justice, published in mid-April 2025 on the website of the State Duma Committee on State Building and Legislation.
The document notes that in 2023 the share of the Ministry of Justice's expenses for the purchase of domestic software from the total costs of its purchase in 48 constituent entities of the Russian Federation ranged from 90% to 100%, while in eight territorial bodies of the department these costs did not exceed 50%. In addition, there are problems with hardware. In particular, in eight regions of Russia, the provision of departments of the Ministry of Justice with servers is below 50%, and in the Samara region, the provision of workstations (monoblocks) is less than 50%. In many cases, obsolete equipment is in operation: 55.3% of servers and 38.5% of computer equipment in the territorial bodies of the Ministry of Justice were commissioned in 2015 and earlier. Import substitution of software and computer equipment was carried out mainly in the central office of the department.
The report of the Accounts Chamber notes that for the purposes of digital transformation in 2021-2023, the Ministry of Justice approved budget allocations in the amount of about 3 billion rubles. Cash execution of expenses amounted to 2.71 billion rubles, or 90.3% of the provided funds: of which in 2021 - 373.94 million rubles, in 2022 - 934.15 million rubles, in 2023 - 1.4 billion rubles. In 2021, 125.17 million rubles were spent on the creation, development, operation and decommissioning of GIS and on the purchase of goods, works and services in the field of ICT (59.2% of approved budget commitment limits for these purposes), in 2022 - 244.78 million rubles (57.6%), in 2023 - 497.52 million rubles (99.1%).
To implement powers and functions, as well as to provide public services in electronic form, the Ministry of Justice has created and operates a unified federal state information system for the implementation of powers and functions (FSIS PF), which made it possible to combine most of the special information systems of the department on one platform. At the same time, 10 GIS were decommissioned with a total value of 68.23 million rubles with a useful life of 240 months for each of the systems. Their actual service life was from 104 to 138 months, that is, from 43.3% to 57.5% of the established period. Analysis of the information contained in the FGIS PF showed its incompleteness and inconsistency. Regulation of data entry into the FGIS PF and control of their quality by internal documents of the Ministry of Justice was not established.
The Ministry of Justice has created, but has not put into permanent operation the information system (IS) "Legal Assistance," designed to increase the efficiency and quality of providing free legal assistance (FSU) to citizens. This system is in trial operation as of April 2025. The department carried out work on the transfer of IP to the unified digital platform "GosTech" with the creation of the GIS "Legal Assistance" on its basis, but at the date of the report, the system was not transferred to "GosTech." The document refers to the low awareness of citizens about the procedure, conditions and methods of obtaining an FUP, the unwillingness of FUP participants to consult remotely, as well as the low technical equipment and digital literacy of FUP recipients.[3]

According to Chuichenko, by mid-April 2021, the AI system is being tested and is preparing to be put into operation. He did not name the timing of the start of the new technology.
As Kommersant notes, the idea of attracting artificial intelligence to assess regulations not only fits into the general trend towards the digitalization of public administration, but should also simplify the work of weeding out low-quality regulations sent by other departments. According to the rector of St. Petersburg State University Nikolai Kropachev, the quality of the preparation of acts remains one of the main management problems - in 2020, over 2.2 thousand documents were returned without registration for revision (mainly due to violation of the rules of legal technology, including requirements for the language of regulatory acts).
As part of the digitalization of the Ministry of Justice, by mid-April 2021, issues are being worked out on the creation of a unified state legal system in Russia on the basis of information systems supported by the Vedomosti and the portal "Regulatory Legal Acts of the Russian Federation." It will become the main source of verified information about all regulatory legal acts of the Russian Federation in their current state. The roadmap for this project should appear before the end of 2021.[4]
