Interview with the minister of development of information society of the Kaluga region Dmitry Razumovsky

The minister of development of information society of the Kaluga regionDmitry Razumovsky in an interview of TAdviser told about the main IT projects implemented in the region in 2013 and plans for the current year and also about difficulties which the Kaluga region faces during informatization.

TAdviser: Dmitry Olegovich, tell, please, what key projects in the field of informatization were implemented in the Kaluga region in 2013?

Dmitry Razumovsky: The project on development of the regional system of interdepartmental electronic interaction (RSIEI) was one of key projects of 2013. Here the work directed both to development of new electronic services, and to promoting of already operating was carried out. Besides, our region successfully completed testing of 18 R-data in a productive circuit SIEI, and in the current year we are ready to direct electronic replies to the requests of federal authorities. Active work and personal control of the head of the region allowed us to take the leading positions in the rating of the Ministry of Telecom and Mass Communications of the Russian Federation by amount of interdepartmental requests to federal authorities.

Last year we also continued work on transfer of regional and municipal services to an electronic form. Now on the uniform portal of state services well to about 50 services of the Kaluga region, including such demanded, as, for example, services in the field of civil registration.

I cannot but note also the important infrastructure project which started in 2013. We call its Project 1542 - by quantity of objects of social infrastructure which we connect to a high-speed data network. These are practically all regional schools, hospitals, medical and obstetrical centers, libraries, rural administrations. On a current period nearly 500 objects in more than 100 localities are already connected.

In addition, in 2013 the work on creation of a regional segment of a medical information system was completed. As of February, 2014 its implementation in the medical organizations, personnel training, data entry comes to the end. It is the large-scale project which was implemented by the Ministry of Health of area in enough short time.

TAdviser: Give, please, the indicators characterizing the current level of informatization of the Kaluga region.

Dmitry Razumovsky: In the region of 107 localities it is connected to the Internet on the fiber-optic communication line, 53% of households, and in Kaluga - 84% of households are connected to the high-speed Internet. The quantity of the jobs connected to SIEI is more than 500, and amount of interdepartmental requests to federal authorities since the beginning of 2014, according to the Ministry of Telecom and Mass Communications - about 400 thousand.

The number of the registered users of EPGU is about 60 thousand.

TAdviser: And how project implementation of UEC progresses in the Kaluga region?

Dmitry Razumovsky: Now about 1000 cards are issued. Two collection points for statements and issue of cards based on departments of Sberbank work. We hope that project implementation will pass to more active phase after in the region useful commercial applications, for example, transport appear.

TAdviser: What main plans of area for informatization for 2014?

Dmitry Razumovsky: Plans quite a lot. It would be very desirable to make everything and at once, but taking into account budget restrictions there is a question of the choice of priorities.

Unconditional priority is implementation of the AIS allowing to automate activity of the multifunction centers of providing the public and municipal services (MFC). According to order of the governor, we in 2013 opened 20 such centers and 12 more remote jobs based on rural libraries. Huge work was carried out, but without automation of MFC cannot effectively function. For this reason our purpose - within 1 half-year 2014 to implement the AIS MFC which is completely conforming to requirements of the legislation. Of course, there is a lot more questions and contradictions, but I am sure that methodical support of the Ministry of Economic Development and Ministry of Telecom and Mass Communications will allow to remove them.

This year we are also going to upgrade to the new version of the regional portal of state services, to integrate it with a Unified identification and authentication system, to make the interface more friendly, to ask navigation.

In 2014 transfer to an electronic form of the most demanded and socially important services will also be complete, the portal of open data is created, training of the population in bases of computer literacy and work with the portal of state services is provided.

These are only the main directions. There is still a big block of tasks connected with maintenance and development of ICT infrastructure of the region.

TAdviser: What IT budget of the region in 2013 and how it will change in 2014 was?

Dmitry Razumovsky: About 250 million rubles were directed to the main IT projects last year. In 2014 it is a little more - about 270 million rubles.

TAdviser: What main difficulties regarding implementation of IT programs and IT projects how these difficulties are overcome does the Kaluga region also face?

Unfortunately, we have no regional IT strategy so far. In plans - preparation and the approval of the specified document. This the first.

It is also possible to note insufficient synchronization of work of federal and regional agencies at implementation of standard information systems.

It is possible to refer to difficulties also lack of powers at the subjects of the Russian Federation on financing of municipal IT projects. At the municipal level there is not always sufficient level of competence for implementation of difficult IT projects, for example, transfer of services to an electronic form, the organization of interdepartmental interaction. Reasonable it would be normative to fix these powers at the regional level.

Besides, unfortunately, the uniform portal of state services so far - "a black box" for regions. There is no opportunity to conduct monitoring of operability of services, the number of addresses, it is impossible to finish independently electronic services in case of change of the legislation.
