TAdviser: Evgeny Evgenyevich, what key projects in the field of informatization were implemented in Perm Krai in 2013?

Evgeny Baluyev: In 2013 the main development projects were directed to implementation of requirements of Federal law No. 210 of 7/27/2010. "About the organization of providing the public and municipal services" and provisions of the state program "Development of information society". Work on the key directions, such as transfer of the public and municipal services to an electronic form, building of interdepartmental electronic interaction and other infrastructure projects was actively conducted: development of DPC, secure channels of communication.

Also the edge was actively connected to implementation of the federal project "Open Government". Within this project the portal "The open region is created. Perm Krai" on which platform "Open data" and "The clear budget" are placed. In April, 2014 the portal "The open region will become available to residents of Perm. Blogs" which will allow through personal diaries of heads of state agencies not only to obtain reliable information about development of this or that industry, but also to adjust direct communication with inhabitants of the region.

TAdviser: Give, please, some indicators characterizing the level of informatization of Perm Krai? And what main plans of the region for informatization for 2014?

Evgeny Baluyev: It is confidently possible to speak about the high level of informatization in our region. For two years Perm Krai holds the first places in the ratings of regions on development of information society, constantly raising positions. In 2012 we took the third place among 14 subjects of the Volga Federal District, in 2013 were announced by the flagman region in the direction of informatization and took already the 2nd place in Volga federal district.

For ensuring the rights of citizens when receiving the public and municipal services in Perm Krai it is centralized, it is implemented and the system of interdepartmental electronic interaction (SIEI) is supported by the Ministry.

As a result in 2013 essential dynamics of number of requests for documents and data on SIEI channels is observed. In quantitative indices it is more than 1 million requests since the beginning of year, or 161 requests for 1,000 residents of Perm Krai. On this indicator in the IV quarter Perm Krai won first place – in the Volga Federal District and the 19th place among territorial subjects of the Russian Federation.

Positive results are achieved also in the direction of development of opportunities of receiving services in electronic form. Now in Perm Krai steady growth of number of requests for services via the Internet is observed. So, in 2013 the volume of the services rendered in electronic form grew more than by 15%, in comparison with 2012, and the share of the citizens using mechanisms of receiving services in electronic form as of the beginning of December, 2013 makes 31%.

Increase in number of requests for services in electronic form is caused by also permanent expansion of the list of services which can be received in electronic form. In relative values it is 71% of the state and 29% of municipal services which the resident of Perm Krai can receive, without leaving the house. In 2014 it is going to increase the number of the municipal services provided in electronic form due to their replication by all OMSU.

TAdviser: How does project implementation of UEC progress in your region?

Evgeny Baluyev: For the first year of existence of UEC, 1801 cards were issued. In 2014 growth of interest is mentioned and already monthly about 300 statements arrive, is nearly 70% more than indicators of last year. Key tasks in development of UEC we see expansion of network of collection points for statements and issue in all territory of the region. An important task is development and deployment of regional supplements of UEC, in particular now we in the test mode implement use of the card for payment of travel by public transport.

TAdviser: What main difficulties regarding implementation of IT programs and IT projects how these difficulties are overcome does Perm Krai also face?

Evgeny Baluyev: In the field of informatization of society at all regions of Russia, I think, similar barriers. Most often they are connected with the low level of computer literacy of the population, especially this problem is relevant for the remote and sparsely populated territories.

Staff of our ministry regularly holds the training seminars for employees of municipal authorities which considerably increase their competence and professional skills of information technology field.

In all associations of municipal entities of edge during 2013 exit coordination and methodical seminars concerning the organization of providing municipal services were organized. Representatives of Council of municipal entities of Perm Krai and Council of representative bodies of local government participate in each such seminar. This work will be continued also in 2014.

Plus to everything, possibilities of application of technology new products - receiving state services in electronic form or using UEC - are widely lit in the leading mass media of Perm Krai.
