2025: Construction Begins
The state company Avtodor has begun designing the first stage of the second ring of the highway (KAD-2) around St. Petersburg. According to the statement of the vice-governor of the city Nikolai Linchenko, the site will connect the Neva M11 highway with the Murmansk highway, including the construction of a new bridge across the Neva in the Otradnoye area. The cost of implementing the entire project is estimated at ₽380 billion. This became known on April 11, 2025.
According to Kommersant, the length of the first stage will be 90 km. It will become part of the total KAD-2 length of 348.1 km. The track will be four-lane, with a maximum allowable speed of 120 km/h. The site is planned to be commissioned in 2028-2029.
The project is funded by the federal budget. A feasibility study was completed in 2024 and preparatory design activities began in 2025. The corresponding order to start construction was given Russia Vladimir Putin by the president - it was transferred to the federal government and the GC "" Rosavtodor a year earlier.
According to the newspaper, the routing of the highway changed at different stages of approvals. The current version of the route provides for passage through Peterhof, Gatchina, Otradnoye, Vsevolozhsk, Toksovo, Agalatovo and a connection with the Scandinavia highway near the village of Ogonyki. Exits to the toll highway M11 and the planned Eastern high-speed diameter are provided.
According to the chairman of the board of Avtodor Vyacheslav Petushenko, the work was announced back in 2022, but the actual design began in 2025. At the same time, the completion of all calculations and the transition to the active implementation phase was officially confirmed.
The project is assessed by experts as a priority for the transport infrastructure of St. Petersburg. According to Vladimir Valdin, director of the consulting company Simetra, the current ring is KAD-1 working with congestion, and the new ring will help redistribute traffic flows.[1]
