2024: Matkapital payments in Russia increased to ₽434 billion over the year
Payments under the maternity capital program in 2024 exceeded ₽434 billion, and the total number of satisfied applications reached 1.6 million. The Social Fund of Russia published the relevant information on February 26, 2025 on its official website.
According to TASS, the most popular direction of using maternity capital in 2024 was to improve housing conditions. The Social Fund of Russia satisfied over 558 thousand applications for the purchase or construction of housing and other purposes, transferring ₽344,8 billion for them.
Of the total amount allocated for housing purposes, most - ₽267,8 billion - was used to pay for mortgages and loans. The remaining funds (almost ₽77 billion) went to the direct purchase of housing without attracting a loan, as well as for reconstruction and construction or compensation of the corresponding expenses.
The second most popular direction of the program in 2024 was monthly payments from maternity capital. Such funds are due to families with an income not exceeding two living wages per person (about ₽31 thousand per month in 2024). The Social Fund approved the monthly payment of almost 600 thousand requests from parents, transferring a total of ₽57,5 billion.
A significant number of families used maternity capital to pay for children's education. In this area, 456.1 thousand applications were approved with a total funding of ₽30,7 billion. According to the rules of the program, it is possible to pay for studies at a school, university or school only after reaching the age of three by the child for whom the certificate was received. To pay for kindergarten and preschool education, funds are available immediately after obtaining a certificate.
A new direction of use of maternity capital, introduced in September 2024, was the receipt of an unspent balance of funds. More than 141 thousand families took advantage of this opportunity, the total amount of payments amounted to almost ₽550 million.[1]
2020: Mishustin allowed to dispose of Matkapital funds in electronic form
On April 2, 2020, Russian Prime Minister Mikhail Mishustin signed a decree allowing the management of maternity capital funds in electronic form.
As follows from the resolution published on the website of the Government of the Russian Federation, "a person who received a certificate can apply to the territorial body of the Pension Fund of the Russian Federation through the federal state information system" Unified Portal of State and Municipal Services (Functions) "by submitting an application in electronic form." Maternity capital funds can only be obtained by cashless payment.
Earlier, the president Russia Vladimir Putin instructed the government to work out the procedure for issuing matkapital, saying that it should become simpler and pass faster. It was just about transferring the procedure to electronic format.
In addition, applications for maternity capital will be considered three times faster - the terms are reduced from one month to 10 days. According to the decree signed by Mishustin, payments will be made twice as quickly - within five days. The payment can be directed to the construction or reconstruction of a residential building on a garden plot.
On March 1, 2020, Vladimir Putin signed a law expanding the matkapital program. In particular, the document establishes the payment at the birth or adoption of the first child in the amount of 466,617 rubles. When the second child appears in the family, the mother capital will increase by 150 thousand (up to 616,617 rubles) The amendments apply to families in which children were born after January 1, 2020.
From April 15, Russia will begin to issue maternity capital automatically after the birth of a child. From the same day, the certificate for receiving monetary support from the state becomes electronic.
