Allocated ₽89 billion for the national project
The Russian government plans to allocate more than ₽88,9 billion for the implementation of the federal project "Development of industrial robotics and production automation" in the period from 2025 to 2027. This became known on September 30, 2024 from an explanatory note to the draft federal budget.
Financing of the project will be carried out on an increasing basis: in 2025 it is planned to allocate ₽10,6 billion, in 2026 - ₽25,8 billion, and in 2027 - ₽52,5 billion. A significant part of these funds, namely ₽63,1 billion, will be directed to subsidies to Russian manufacturers to compensate for the provision of discounts to customers when selling products.
The federal project is part of the national technological leadership project "Means of Production and Automation." Its main goals are to achieve technological independence in the production of high-tech machines and the entry of Russia by 2030 into the number of 25 leading countries in the world in terms of robotization density.
Olga Mudrova, executive director of the National Association of Robotics Market Participants (NAURR), notes that the development of industrial robotics in Russia has so far been spontaneous. According to her, there are about 20 industrial robot companies and about 140 integrator companies in the country.
According to a study by the HSE Institute for Statistical Research and Knowledge Economics, in 2023, the Russian manufacturing industry used 12,800 industrial robots. The leader in their use is St. Petersburg with more than 1300 robots, followed by the Samara region (1285 robots) and the Moscow region (1101 robots).
Mudrova emphasizes the need for a systematic approach to shaping demand for industrial robotization. She believes that the implementation of the federal project will multiply the number of industrial robot installations and ensure a stable reserve for organizing their production in the country.[1]
350 billion rubles allocated for the national project
About ₽350 billion will be allocated for the development of industrial robotics and automation of production in Russia until 2030. The funding is aimed at supporting companies that manufacture robots and implement them at enterprises. This was announced in mid-September 2024 by the Ministry of Industry and Trade, announcing the launch of a large federal project "Development of industrial robotics and production automation," the purpose of which is to modernize industry due to robotization and increase its competitiveness.
According to Kommersant, the project includes measures to subsidize enterprises engaged in the development and production of industrial robots, as well as manufacturers of the component base. In addition, support will be provided to enterprises introducing robotics: subsidies will cover part of the costs of upgrading equipment and compensating for discounts provided by robotics manufacturers to customers. Concessional leasing and lending programs are also provided for companies interested in automating production processes.
According to the Ministry of Industry and Trade, it is expected that the implementation of the project will significantly increase the number of industrial robots at Russian enterprises. By September 2024, about 12 thousand robots are used on production lines, which is only 0.3% of the world fleet. However, by 2030, Russia plans to enter the top 25 countries in terms of robotization density - for every 10 thousand workers there should be 100 robots. This is provided for by the decree of the President of Russia on national development goals of June 7, 2024.
The project also plans to create "centers for the development of industrial robotics" in each federal district. One of these centers is already operating on the basis of Innopolis University in Tatarstan. These centers will audit manufacturing enterprises, identifying areas that can be robotized. According to a representative of the Ministry of Industry and Trade, such initiatives will help popularize the use of robotics and automation at Russian enterprises.[2]
Announcement of the national project
On July 18, 2024, it became known that the national project "Means of Production and Automation" would be launched in Russia, aimed at developing machine tools, industrial robots and automation of production. This decision was made following a strategic session led by Prime Minister Mikhail Mishustin.
According to the government portal, the new national project includes three federal projects covering key areas: means of production and the tool industry, robotics and personnel training. The main goal of the project is to provide technological solutions to a wide range of manufacturing enterprises in Russia.
First Deputy Prime Minister Denis Manturov stressed that one of the main results of the implementation of the national project should be Russia's entry by 2030 into the number of 25 leading countries in the world in terms of robotization. It is planned to achieve an indicator of 145 robots per 10 thousand employees of industrial enterprises.
Mikhail Mishustin noted significant progress in the industry in 2023. The production of machine tools increased by 60%, and the production of products in the field of robotics increased by more than 50%. These achievements served as the basis for the expansion of the existing program to the scale of the national project.
As part of the implementation of the national project, the Ministry of Industry and Trade was instructed to analyze the current measures to support domestic machine tool builders and determine the demand for new measures for inclusion in the project. In addition, the ministry should prepare draft methods for calculating the indicators of the national project, including the indicator "density of robotization."
The implementation of the national project "Means of production and automation" is designed to contribute to the technological leadership of Russia, increase the competitiveness of the domestic industry and create high-tech workplaces. The deadline for the execution of all instructions for the formation of a passport of the national project is set for the second half of July 2024.[3]
