Governor of the Moscow region Vorobyov: We are negotiating with Moscow Mayor Sobyanin
In Mytishchi near Moscow, a metro station may be opened in the coming years. This was announced in August 2021 by the governor of the Moscow region Andrey Vorobyov during a meeting with ministers and heads of districts.
"We are working with the mayor (Moscow Sergey Sobyanin - ed.), We are discussing this, we are looking for opportunities. I can't name the date when the subway will show up. But Moscow invests in the metro outside the Moscow Ring Road. We will try very hard, the city is growing. We'll try very hard. I am doing this, "said Vorobyov, answering a corresponding question from a local[2]. |
Deputy Prime Minister Khusnullin: there are plans, but money has not yet been allocated

2020: Deputy Mayor of Moscow Bochkarev: problems with land plots and treatment facilities
"The project to extend the Kaluga-Riga metro line in Mytishchi is connected with the need to select land plots, and this is the main difficulty, the problem is from the point of view of treatment facilities. Therefore, while we hold this topic. We will return to this project after 2023, "said Deputy Mayor of Moscow for Urban Planning and Construction Andrei Bochkarev in July 2020.
He stressed that there are no technical difficulties for the construction of a new site.
"Currently, the priority of the metro construction remains the construction of the Big Ring Line," the deputy mayor added.

Chief Engineer of the Institute of the General Plan of Moscow: Metro in Mytishchi is in the general plan, but this is a distant prospect
The master plan for the development of the capital involves the construction of a metro line in Balashikha and Mytishchi, but this is a distant prospect, Mikhail Krestmein, chief engineer of the Moscow General Plan Institute, told reporters on December 13, 2019.
"Today we are working on options for the development of the metro for a very distant future. We understand that in addition to the Rublevo-Arkhangelsk and Biryulevskaya lines planned for construction, it is necessary to work out the technical possibility of extending the metro line to Balashikha and Mytishchi, since these areas are actively developing and participating in the life of the city, "said Kreistmein. |
At the same time, he emphasized that today it is premature to talk about any construction dates.
"We calculate a certain perspective and do not set any deadlines for construction. It is important for us to calculate the potential opportunity, and it is important for the builders to lay it down and erect additional stations, "the chief engineer added. |
Head of Moscow Depstroy: Let's return to the discussion of the metro in Mytishchi after 2023
The metropolitan authorities will return to the consideration of the project to extend the Kaluga-Riga metro line in Mytishchi, said Andrei Bochkarev, head of the capital's construction department, in an interview with Interfax news agency in August 2019.
He noted that the possibility of extension will be discussed before 2023.
"Today, one such project remains in promising plans - the extension of the Kaluga-Riga metro line in Mytishchi with the construction of the Chelobityevo station, but we will return to this project after 2023," Bochkarev said[4]. |
IDC-5 Launch Plan 2023
In June 2019, the MDC-5 project (Pushkino-Domodedovo) is being prepared for the transport support of the Mytishchi population, but for its construction it is necessary to change the boundaries of the Losin Island national park.
"So far, there are no specific plans for construction in the Elk Island National Park. There is only an order from Deputy Prime Minister Akimov to consider such an opportunity, "said Mikhail Kreindlin, head of the Greenpeace Russia program on specially protected natural areas, to the vgudok.com. - While it is too early to draw any conclusions. In principle, it is impossible to build there, according to the law.
The law explicitly prohibits the seizure of land from national parks. It is impossible to build any objects in their territories, except when it is necessary to carry out the functioning of settlements located within the borders of parks. Since neither Pushkino nor Domodedovo are within the boundaries of Elk Island, respectively, the construction option is excluded. From a legal point of view, it is forbidden to draw a line through the park. As for the harm, it all depends on where exactly the track passes. If close to the current Yaroslavl railway, then this is one thing, if away, then completely different. Theoretically, the more territory is alienated, the greater the damage. This is both fragmentation and physical destruction of animal habitats. Elk Island is already a unique territory that is adversely affected by air pollutants. Plus the impact of the huge number of people who visit the park. It is clear that any, even a small alienation of its site will affect the entire territory extremely negatively. " |
In addition to the fact that construction through the national park requires changes in legislation, there is another problem - financial. In order to build all the infrastructure and bring the ground metro to the cities near Moscow, the regional authorities will need to find somewhere about 83 billion rubles.
Until July 15, 2019, the Ministry of Transport of Russia and the Ministry of Natural Resources should work out the issue and submit agreed proposals. The corresponding order was given by Deputy Prime Minister Maxim Akimov, follows from the minutes of the May meeting in the Russian government on the development of the Moscow transport hub.
After consultations with the Ministry of Transport, the Russian Railways made a "general decision that priority is given to the development of the IDC project." "The metro is primarily inner-city transport," the Ministry of Transport explained. "Suburban rail transport is being developed to connect regions around the world." The MDC-5 branch, according to FOIVs, will be launched until 2023. In addition, in 2019, the construction of the fifth main track in the Yaroslavl direction of the Moscow Railway (on the Moscow-Mytishchi section) will be completed, which will create an additional carrying capacity.
Refusal to build a metro in Mytishchi at a meeting with Deputy Chairman of the Government of the Russian Federation Akimov
In May 2019, it became known that the authorities abandoned the idea of extending the metropolitan metro to Mytishchi, Balashikha and Krasnogorsk near Moscow, follows from the materials following the meeting in the Government of the Russian Federation.
According to the results of the analysis, officials decided that simply extending the branches to the region would worsen the transport situation, but there was no way to develop the transport capacity of the metro in these directions. Instead, it was decided to concentrate on the development of suburban rail.
According to the addressable investment program of Moscow, by 2018, 71.7 million rubles of the planned 299.5 million had already been spent on the design of the site from Medvedkovo to Chelobityevo. Another 50 million rubles are budgeted for 2019 and 177.8 million for 2020.
Instead of the metro in the region, they will pay attention to the Moscow central diameters and transport and transfer hubs with them, where residents of the Moscow Region will be able to drive by public or personal transport. In addition, the plans are to improve the infrastructure for motorists by expanding roads.
Deputy Chairman of the Government of the Russian Federation Maxim Akimov instructed until mid-June 2019 to determine who will finance these projects. The authorities are also discussing a project for the development of a tram network in the Moscow region, but it requires additional study. The[5].
Deputy Mayor of Moscow Khusnullin: Extension of the Kaluga-Riga line to Chelobityevo after 2023
On March 5, 2019, it was announced that the extension of the Kaluga-Riga metro line towards Mytishchi to the Chelobityevo station was planned to begin no earlier than 2023. This is not a priority of the authorities, said Marat Khusnullin, deputy mayor of the capital, in an interview with Rossiyskaya Gazeta.
"In our plans after 2023, the construction of the Chelobityevo station. But for us it is not a priority, since with its appearance a load on the line that comes from Medvedkovo may be added[6] of the[6]. |
General Plan Institute: Kaluga-Riga metro line can still be extended in Mytishchi
The metropolitan authorities may return to the project of extending the Kaluga-Riga metro line in Mytishchi, Mikhail Krestmein, chief engineer of the Moscow General Plan Institute, told Interfax in a February 2019 interview.
True, he noted, this will be after the launch of the movement along the Moscow central diameters in the Yaroslavl direction.
"For the new section of the Kaluga-Riga line in Mytishchi from the depot in the area of the village of Chelobityevo, residents of the region and the authorities of the Moscow Region are very enthusiastic, but first it is necessary to launch the Moscow central diameter in the Yaroslavl direction," Krestmein said. |
According to him, the launch of this IDC route will make it possible to distribute passenger flows between the modern railway line and the promising metro line.
"This project, like other promising metro lines, is now at the conceptual stage. Detailed, substantive design is not yet underway, "Krestmein emphasized [7]]. |

As for the metro in Mytishchi, this project is "in a pencil," Vorobyov noted. There, Moscow plans to create a depot, and it is logical if[9] station appears in the city[9].
Head of the Moscow Construction Department: The main problem for the metro in Mytishchi is land plots
The main difficulties in extending the Kaluga-Riga metro line in Mytishchi are related to the provision of land, Andrei Bochkarev, head of the Moscow construction department, told reporters on October 29, 2018.
"On the construction of the metro in Mytishchi, the main issues are related to land relations, more precisely, to the allocation of land plots both for the highway itself and for the station. In addition, to service the line, it will be necessary to build an electric depot, for which another land plot will be needed, "said[9]. |
He emphasized that land plots are owned by various legal entities, companies and developers, whose interests are extremely difficult to combine and satisfy.
"Therefore, it is premature to talk today about the specific timing of the construction of the metro in Mytishchi. The design itself will take a little time, but when all issues are settled so that work can be started, it's hard to say, "said the head of the department. |
In turn, Bochkarev reported that about 300 million rubles could be allocated for the design of the metro section to Chelobityevo.
Mytishch administration: A plan for the construction of an electric depot on the street. Collective farm
As of March 2018, the leadership of Moscow is forming plans for the development of the metro for the next 10 years. During this time, the length of lines and the number of stations should double compared to 2010. In addition, it is planned to build and reconstruct more than 15 electric depots, said Moscow Mayor Sergei Sobyanin during an inspection of the Vladykino electric depot in March 2018.
In Mytishchi, - confirmed "Rodnikov" in the administration of the city. Mytishchi, a depot will be built in Chelobityevo (Kolkhoznaya St.). It will serve the Kaluga-Riga line. Now the object is in the design stage[10].
In the next three years, Sobyanin said, Moscow will receive more than 1,600 new Moscow meters, the mayor said, and the share of modern trains on metro lines will exceed 65%. Since 2010, Moscow has purchased more than 1,900 cars from Mytishchi Metrovagonmash.
Khusnullin: Chelobityevo station was assigned for 2020
The Chelobityevo station of the Kaluga-Riga metro line can be built after 2020, Marat Khusnullin, deputy mayor of Moscow for urban planning and construction, said on Vesti FM on March 1, 2018.
"Chelobityevo station, this is in the Moscow region, we have plans, but since this is not the most pressing problem for us, we took it for 2020," Interfax quoted Khusnullin as saying [11].
2017
71 million rubles allocated for the design of the metro from Medvedkovo to Chelobityeo
"The design of the Kaluga-Riga metro line section from Medvedkovo station to Chelobityevo station will be carried out in 2019-2020," Andrei Bochkarev, head of the Moscow construction department, told Interfax on October 24, 2017.
According to him, more than 71 million rubles have already been invested in the development of urban planning documentation and it is planned to allocate more than 228 million rubles[12].
Earlier it was reported that the option of building a metro line in Mytishchi from the Third interchange circuit is also being considered.
So, the head of the department of off-street transport of Moskomarchitecture Maxim Vasiliev reported that it is planned to build a new line from the Second Ring (Third metro interchange circuit - IF) through the Yaroslavl region, with stops in the MGSU area, the future TPU near the Severyanin railway platform, in Mytishchi and the terminal station in Korolev.
"How many stations there will be is not yet clear. I think it's about five or seven. The total length of this line will be about 20 km, "added M. Vasiliev.
Bochkarev: The plan involves the extension of the Kaluga branch in Mytishchi
On September 22, 2017, it was announced that the Moscow authorities would return to the issue of extending the Kaluga-Riga metro line in Mytishchi after 2019. This was announced to reporters on Friday by the head of the construction department of the capital Andrei Bochkarev.
"Currently, the main efforts of metro builders are concentrated on the penetration of the third transfer circuit and the construction of the Kozhukhovskaya line. After 2019, we will return to the issue of building a metro in Mytishchi, "said[9].
According to him, the preliminary project involves the extension of the branch to two more stations after Medvedkovo. The new stations are planned to be called Chelobityevo and Mytishchi.
"It may be necessary to build a new depot for trains during the extension of this line," Bochkarev said.
He noted that the extension of this line in Mytishchi is associated with a number of difficulties, including the release of land.
"The suburbs are another subject of the federation, there are questions on the ground," said Bochkarev.
Vorobyov: The layout project for the construction of the metro may be ready in 2017
The planning project for the construction of the metro in Mytishchi near Moscow may be ready in 2017, Governor of the Moscow Region Andrey Vorobyov told reporters on the sidelines of the SPIEF on June 1, 2017.
"The next stage will be the development of the project," he said at the forum "The[13].
He clarified that the Moscow authorities are engaged in its preparation.
Moscow Region authorities suspended the development of the project "light metro"
The Moscow Region authorities suspended the development of the light rail project, transport regional governor Andrey Vorobyov told reporters on June 1, 2017 on the sidelines of the SPIEF.
"We need a deeper study of integration with the metro and suburban communications," he said during the forum.
According to the governor, in 2017, the regional government hopes to receive additional data.
"The pre-project is already ready, but we stopped the design in order to prevent a mistake," Vorobyov said, stressing that without integration with Moscow, the project is vulnerable. He also added that there is no understanding of investors who are ready to invest in the project.
The construction of a light rail line in the Moscow Region, otherwise called the "light metro" or "high-speed tram," was supposed to provide quick communication between large cities of the region. It was assumed that the total length of the lines will be 246 kilometers, 57 of which will pass through Moscow. The construction of the first section was planned to begin in 2019.
Khusnullin: Let's return to the discussion of the metro in Mytishchi after 2020
On May 19, Marat Khusnullin, Deputy Mayor of Moscow for Urban Planning and Construction, announced that the city would give all its strength to laying the Third Metro Interchange Circuit.
"It'stoo early to talk about the construction of the metro in Mytishchi, in the near future it is not planned," said Marat Khusnullin.
According to him, Moscow will return to the issue of building a metro in Mytishchi only after 2020.
Governor Vorobyov: Moscow has begun to develop a project for a station in Mytishchi
On May 18, 2017, the Governor of the Moscow Region Andrey Vorobyov spoke about plans to build a metro station in Mytishchi near Moscow.
"I discussed Moscow Sergey Sobyanin an opportunity like this with the mayor. And I know that Moscow I have already begun to develop a project for planning the territory for the construction of a metro station in Mytishchi, "said A. Vorobyov, answering a question from Metrovagonmash workers.
Moskomarchitecture: We need a new line from the second metro ring after 2030
A new metro line from the Third Interchange Circuit to Mytishchi and Korolev near Moscow can be built no earlier than 2030, Maxim Vasiliev, head of the department of off-street transport of Moskomarchitecture, said in an interview with Interfax in March 2017.
"We understand that we really need a metro section in Mytishchi. But the initial plans to extend the Kaluga-Riga line after Medvedkovo in Chelobityevo are unrealizable. This line simply will not take out so many passengers. In this regard, it is planned to build a new line from the Second Ring (Third Metro Interchange Circuit - IF), "Vasiliev said.
According to him, the line will pass through the Yaroslavl region, with stops in the area of MGSU, the future TPU near the Severyanin railway platform, in Mytishchi and the terminal station in Korolev.
"How many stations there will be is not yet clear. I think it's about five or seven. The total length of this line will be about 20 km, "added[14].
2016
2019 Continuation Plan
According to No. 896-PP dated 20.12.2016 "On Amending the Decree of the Moscow Government of October 11, 2016 No. 665-PP," construction work on the construction of the Chelobityevo metro station of the Kaluga-Riga line of the Moscow metro will continue in 2019 (judging by the amount of investment, earthworks will continue).
Refusal to extend the station of the Kaluga-Riga line
On April 29, 2016, it became known that they decided not to build a metro station in Mytishchi. This was reported by the portal m24.ru with reference to the head of the department of off-street transport of the Moskomarchitecture Maxim Vasiliev.
"In Chelobityevo, the construction of the metro was abandoned. We tried to enter Mytishchi, and there we immediately tried to bring the entire Mytishch transport to this station, and we hoped to capture only the Borisovka microdistrict, "said Vasiliev.
He noted that the station would paralyze the work of the Kaluga-Riga line, which is already experiencing extreme loads[15].
Khusnullin: We took the station for 2019
March 19, 2016 it became known that the design and construction of the Moscow metro station Chelobityevo in Mytishchi was postponed, they will be engaged in it after 2019. This was announced on Saturday by the deputy mayor of Moscow on urban planning and construction, Marat Khusnullin.
"We arenot engaged in the Chelobityevo station yet, we took it for 2019, it is not a priority, because this line is already overloaded," said Khusnullin[16].
According to him, this station is in the design plans. However, in 2016, the launch of new metro stations on the Kozhukhovskaya, Kalinin-Solntsevskaya lines and the section of the Third interchange circuit is strategically important.
General Plan Institute for the construction of a new line after 2025
A new metro line to Mytishchi can be built after 2025 and then extended to Pushkino and Korolev. This was announced in an interview with M24.ru in February 2016 by the acting Director of the Institute of the General Plan of Moscow Mikhail Krestmein. According to him, the Moscow-Mytishchi metro line can be carried out in Pushkino, Korolev and Shchelkovo not earlier than 2030. It is proposed to build a separate branch of the subway before Mytishchi itself.
"We propose to build a new line between the Kaluga-Riga line and the Yaroslavl direction of the railway. But not near the railway, so as not to "pick up" passengers, "Krestmain said.
According to the acting head of the NIIPI General Plan, the extension of the Kaluga-Riga line will lead to congestion of the line. It is planned to extend the new metro line to Mytishch from the Third Metro Interchange Circuit, which will be fully ready by 2020. After the metro comes to Mytishchi, intercepting parking lots will be built here so that residents of the city near Moscow can leave their cars and go to the capital by metro. Whether the new line in the suburbs will pass underground or on the ground remains to be seen.
2015
Design start after 2019
In December 2015, it became known that the builders would begin designing a metro station in Mytishchi no earlier than four years later. Such a term was called by the head of the department constructionsMoscow Andrei Bochkarev.
"We plan to design the metro in Mytishchi after 2019," the official said.
He added that until that time it will be necessary to solve issues with the allocation of a site for the construction of a station and an electric depot[17].
Khusnullin: We did not discuss the construction of the metro in Mytishchi with IKEA
The Moscow authorities did not discuss the idea of extending the metro to Mytishchi near Moscow at the expense of the Swedish company IKEA, reports Interfax news agency, citing Marat Khusnullin, deputy mayor of Moscow for urban planning and construction.
"We discussed the possibility of expanding the IKEA shopping complex in the Heat Camp. Here, the investor plans to build a flyover over the Moscow Ring Road and a pedestrian crossing to the metro in the Kaluga highway area. There was no question of extending the metro in Mytishchi, "said[18].
IKEA is ready to invest 1 billion rubles in the construction of the metro in Mytishchi
In April 2015, it became known that in 2016 it is planned to begin construction of a new shopping center "MEGA Mytishchi," which will open its doors in 2018. Investments in the project are estimated at 20 billion rubles. IKEA is ready to invest 1 billion rubles in the construction of the metro station in Mytishchi, the total estimated cost of which is 3-4 billion rubles[19].
Khusnullin: Chelobityevo will be opened by the age of 2019-2020
In February 2015, the authorities say that the Chelobityevo station will be opened only by the age of 2019-2020. However, if there is suddenly an investor who will take over the construction of stations, then the metro in Mytishchi will appear earlier, they told To Interfax"" in the complex of urban planning policy constructionsMoscow and with reference to Khusnullin[20]
"Due to the limited budget, the construction of the Chelobityevo metro station in Mytishchi was postponed in 2017. If investors are ready to build this station and another in the Moscow Ring Road area, then the budget will finance the construction of distillation tunnels, "the official said.
2014
Bochkarev: Metro in Mytishchi is in the construction program until 2020
According to information at the end of December 2014, the metro in Mytishchi, according to the head of the Moscow construction department Andrei Bochkarev, "is not just being considered," but is in the program after 2018. "Previously, work will not begin, because the priority is to solve other transport issues, but this object is in the metro construction program until 2020[21].
Liksutov is interested in launching new trains instead of the metro
In November 2014, the head of the Department transport Moscow , Maxim Liksutov, answering Kommersant's question about extending the metro in Mytishchi, noted that this option would lead to the fact that "some of today's passengers simply will not board the train." According to him, another solution could be the construction of a separate line to Mytishchi from the future third transfer circuit. However, the metropolitan authorities consider this option "not the most economically justified." Therefore, so far we are talking only about the light metro, that is, the launch of suburban trains along an additional track.
"This is a slightly different rolling stock, more adapted for such local transportation between Moscow and the Moscow region. The trains themselves are made in a better design. At rush hour, traffic intervals will be five to seven minutes, "the head of the department explained, noting that the light metro is a more understandable and quick project.
The issue of launching the metro in Mytishchi at this time is one of the most discussed. Earlier, the possibility of extending the Kaluga-Riga line was considered, but the experts of the NIIPI General Plan considered the project impractical, and it was postponed until 2018. The mayor's office rejected the proposals of investors who could build a subway earlier than specified.
By 2020: South Mytishch near Borisovka Street
On October 10, 2014, it became known that the Kaluga-Riga line of the Moscow metro will come to Mytishchi in 2020, presumably they can build a station in the south of the city, said Vladimir Moiseev, first deputy head[22] directorate of the metro under construction[22].
According to him, the Chelobityevo station of the Kaluga-Riga line will be opened in 2020. "I know that residents of Mytishchi are very much waiting for this station," said Moiseev, quoted by RIA Novosti.
He clarified that several construction options are being considered, part of the branch can pass on the surface. According to one of the options, the station can pass near Borisovskaya Street (probably in view of Borisovka St.), this is the southern edge of Mytishch. A transfer hub will also be organized there.
According to some sources, the metropolitan authorities returned to plans to extend the "orange" branch of the Moscow Metro to the north beyond the Moscow Ring Road became known in October 2014. Presumably, the station of the Kaluga-Riga metro line with the working name "Chelobityevo" will be located on the territory of Mytishchi[23]
Metro in Chelobityevo until 2017, if there is an investor
In February 2014, the head of the capital's construction department, Andrei Bochkarev, announced that the decision to extend the metro in Mytishchi would be made only after 2017. According to him, construction issues are related to the allocation of land, the placement of depots, as well as the organization of land transport.
In May 2014, it became known that the Metro in Mytishchi will appear before 2017, if the investor takes over the construction of the stations, the city planning policy and construction complex of Moscow said, citing the deputy mayor of the capital, Marat Khusnullin.
"Due to the limitedbudget, the construction of the Chelobityevo metro station in Mytishchi was postponed for 2017. If investors are ready to build this station and another one in the Moscow Ring Road area, then the budget will finance the construction of distillation tunnels," the official said[24].
He clarified that the cost of building one station varies between 3 billion rubles.
2012: Construction of Chelobityevo station postponed until 2015
On February 6, 2012, it became known that the metropolitan authorities would extend the Kaluga-Riga metro line to the village of Chelobityevo, Mytishchi district. This was announced during a detour of the North-Eastern Administrative District by the Deputy Mayor of Moscow for Urban Planning and Construction Marat Khusnullin[25].
The new Chelobityevo station is planned to be opened by 2015. "In the near future, in a few months, we will calculate how much it will cost and in what exact time frame it will be possible to implement," said M. Khusnullin. According to him, relevant agreements have already been reached with the authorities near Moscow.
It is not planned to build a metro outside Mytishchi yet, but M. Khusnullin said that a high-speed tram could be launched in the Northern District of Moscow bordering Mytishchi.
The construction of the Chelobityevo station was conceived back in the 90s, but the project was never implemented. The station was supposed to be within the then boundaries of Mytishchi.
On March 23, 2013, it became known that the construction of the Chelobityevo metro station in the area of Mytishchi near Moscow was postponed until at least 2015, Marat Khusnullin, deputy mayor of Moscow on urban planning and construction, told reporters.
"This is the right direction, but not the hottest. We have a third transfer circuit, as well as already started objects, "said Khusnullin.
According to him, according to the plan, the design and construction of the Chelobityevo metro station will begin after 2015.
