2026: Start of Development
Prime Minister RFMikhail Mishustin instructed to develop a federal state information system (FGIS) "Management of communal infrastructure," which will become the basis for a single digital circuit of housing and communal services (housing and communal services). This was reported by the press service of the Cabinet of Ministers on February 17, 2026.
The corresponding order was given following the results of the strategic session held on November 25, 2025 and dedicated to the implementation of the Strategy for the Development of the Construction Industry and Housing and Communal Services until 2030.
According to the text of the document, the development of a new FSIS will be carried out within the framework of the national project Data Economics and Digital Transformation states"." The system being created will ensure synchronization with FGIS "Tariff," which will make it possible to form a single mechanism for managing the industry and increase the efficiency of using budget funds.
Among the government's instructions is the updating of the Strategy for the development of the construction industry and housing and communal services until 2030 with a forecast until 2035. The document should be updated no later than October 1, 2026, taking into account modern requirements for sectors of the economy.
Responsible for this order was appointed Ministry of Construction Russia together with interested federal executive bodies. Departments will have to develop measures for the technological development of the industry, including the transition to digital solutions and increased labor productivity. The plan for the implementation of the updated strategy must be submitted to the government by November 15, 2026.
A separate block of instructions concerns the financial recovery of the housing and communal services sector. It is planned to work out changes in regulatory regulation in terms of ensuring a balanced tariff policy.
The Ministry of Finance, the Ministry of Construction, the Ministry of Economic Development, the Ministry of Transport and the Bank of Russia were instructed to prepare proposals for additional mechanisms for attracting funds from private investors for the implementation of infrastructure projects by May 1, 2026.
The Ministry of Industry and Trade was instructed to ensure the possibility of transferring data on prices for building materials from the Honest Sign system to the Federal State Information System for Pricing in Construction.[1]
