National Plan for the Development of Competition in Russia

2021: Government approves IT competition development goals

September 8, 2021 it became known about the approval by the Government of the Russian Federation of the goals of developing competition in the IT industry and the timing of their achievement. Project managers were also appointed.

The National Plan for the Development of Competition for 2021-2025 was approved, it establishes measures aimed at solving the main systemic and sectoral problems, creating favorable conditions for the conduct of private business and a competitive environment.

The Russian government presented the goals of developing competition in the IT industry

The information technology industry has three outcomes:

  • In the markets of services in the field of information technology, including in the markets of software, software and hardware complexes (development, support, development, implementation, access, operation), there should be no unitary enterprises, except in cases provided for by federal laws. The responsible performer is the Ministry of Digital Affairs.

  • It is necessary to ensure the commissioning of an information and analytical system for comparing prices for homogeneous goods, works, services in the field of state defense order and in the civil sphere: the number of users of the system is one thousand in 2023 and 20 thousand in 2025. Responsible - FAS, Ministry of Defense.

  • The need to create a specialized trading platform that provides the possibility of holding closed tenders, information about which contains information that constitutes state secrets. Responsible - FAS, FSB, FSTEC, Ministry of Finance.

In addition, in the field of financial markets, it should be possible to sell federal loan bonds to the population through the use of electronic platforms that ensure remote interaction of financial organizations with consumers of financial services (Ministry of Finance, FAS with the participation of the Bank of Russia).[1][2]
