2026: The Government of the Russian Federation allocated 15 billion rubles for import substitution of technologies in oil production
As it became known in early February 2026, the Government of the Russian Federation allocates 15 billion rubles for the development of domestic technologies for the oil industry in the period from 2026 to 2028. The corresponding order was given by First Deputy Prime Minister Denis Manturov and Deputy Prime Minister Alexander Novak following a meeting of the Coordination Council for import substitution of oil and gas equipment.
According to Izvestia, one of the main funding streams will focus on the development of technologies for working with hard-to-recover reserves, in particular, on the development of domestic complexes for hydraulic fracturing. Dmitry Gusev, Deputy Chairman of the Supervisory Board of the Reliable Partner Association, stressed that support for such technologies is necessary, since easily available stocks are depleted.
However, according to the expert, the allocated amount is not enough for a systematic solution to the import substitution problem. To completely replace foreign technologies, especially in the segment of hard-to-recover reserves, annual investments are required, at least ten times higher than the declared amount of budget financing, Dmitry Gusev believes.
The main investments in the industry are still carried out by the oil companies themselves. According to a report by the Kasatkin Consulting team, their total investments in 2026 will exceed 3 trillion rubles. A significant part of the funds is allocated for the modernization of equipment.
The share of hard-to-recover oil in the country's total production continues to grow. According to Deputy Prime Minister Alexander Novak, by 2050 it can reach 70%. Alexander Frolov, Deputy Director General of the National Institute of power, noted that the decline in the quality of reserves is a global trend, and constant investment in the development of effective equipment is needed to overcome it.[1]
