2023: Pesticide production in Russia increased by 9% over the year to 177.7 thousand tons
In 2023, 177.7 thousand tons of pesticides were produced in Russia. This is about 9% more than in the previous year, when the volume of output was estimated at 163.4 thousand tons. An overview of the market situation is provided in BusinesStat materials published on July 23, 2024.
It is noted that the capacities of pesticide production plants located in the Russian Federation significantly exceed domestic needs, which allows domestic companies to quickly increase production in response to an increase in demand from agricultural producers. According to estimates, in 2019 the volume of pesticide production in Russia amounted to 105.4 thousand tons. In 2020, an increase of 27.2% was noted - up to 134.1 thousand tons, and in 2021 an increase was recorded at the level of 14.4% - up to 153.5 thousand tons. In 2022, an increase of 6.5% followed with a final result of 163.4 thousand tons.
In general, in the period from 2019 to 2023, the volume of pesticide production in the Russian Federation increased by 68.6%. The key drivers of the industry are the modernization of existing plants, the opening of new enterprises for the production of chemicals and state support (compensation for the costs of agricultural producers to purchase pesticides, creating favorable conditions for contract production, strengthening control over the import of imported agrochemicals). At the same time, the authors of the study also name several restraining factors that hinder the faster development of the market: this is a complete dependence on the import of active substances and competition with international manufacturers of plant protection products.[1]
2022: Growth of 40% over 5 years - up to 216 thousand tons
In 2022, pesticide sales in Russia reached 216 thousand tons, which is 12.6% and 40% more than 2021 and 2018. Such data are given in the BusinesStat study published in May 2023.
According to experts of the analytical agency, crisis economic processes in 2022 did not lead to a decrease in sales of chemical plant protection products (CPPD) in the domestic market. Pesticide producers, together with the Ministry of Agriculture of the Russian Federation, took the necessary measures to timely provide farmers with the necessary products.
Analysts note that Russian manufacturers of chemical plant protection products have increased the production of drugs even in the face of worsening foreign policy tensions and sanctions. In turn, the Ministry of Agriculture organized constant monitoring of problematic issues with the physical and affordability of pesticides, which came from regions, industry unions and farmers. Incoming requests were promptly worked out. The need of agricultural producers for the necessary drugs was covered.
At the same time, the Russian market for chemical plant protection products is influenced by many factors. State regulation complicates the procedures for registering new active substances and finished formulations at the legislative level. Increasing the manufacturability of plant protection products aimed at increasing yields per hectare contributes to the demand for pesticides.
An important role in the formation of the market for chemical plant protection products in Russia was made by the State Program for the Development of Agriculture and the Regulation of Markets for Agricultural Products, Raw Materials and Food in 2013-2021. As part of the project, part of the cost of purchasing elite seeds, mineral fertilizers and pesticides by agricultural producers was reimbursed.[2]
