2024: The volume of the Russian software market for project management grew by 11% over the year and reached ₽6 billion

The Russian project management software market increased by 11% in 2024 and reached ₽6 billion compared to ₽5,4 billion in 2023. The share of domestic producers increased to ₽4,4 billion, while in the previous year it was ₽3,3 billion. This is evidenced by the results of a study by the software company Naumen, published on August 1, 2025.

According to Vedomosti, about a third of Russian companies continue to apply foreign solutions for project management, including products from American Microsoft, Oracle and Jira from Australian Atlassian. At the same time, there is an increase in revenue of Russian manufacturers of similar solutions.

Igor Putin, head of development at Naumen Project Ruler, noted that 10-15% of large companies that have carried out import substitution continue to use foreign software. Foreign products remain a recognized standard in this class of systems, and the credit of trust in domestic solutions is at the formation stage.

A study by Naumen showed that 28% of large Russian companies continue to work on foreign software, about 25% of organizations are at the planning stage and do not use either foreign or domestic solutions. The total share of domestic companies that do not use Russian software is 53%.

35% of Russian companies use domestic solutions in their work, another 12% have their own developments. The survey was conducted among 50 large business companies with revenue turnover above ₽2 billion per year.

The largest part of the project management systems market is occupied by integrated systems that are most in demand in government agencies and large companies. Their volume in 2024 amounted to ₽3 billion of the total ₽6 billion. Russian developers occupied three quarters of this market after the departure of Microsoft Project.

The second largest on the market are Task trackers with a share of ₽2,4 billion in 2024. Such solutions are in demand among small and medium-sized businesses, unlike complex systems. The share of Russian companies in the production of task trackers is 74%, although until 2022 the leader in the segment was the Australian developer Atlassian.

Least of all, the share of Russian companies in the segment of industry solutions is ₽600 million in 2024. This is due to the lack of Oracle Primavera analogues. After the departure of foreign vendors, the Russian market has not yet recovered to the values ​ ​ of 2021.

The Russian project management market is represented by such companies as Naumen, Directum, Simpleone and Bitrix24. These developers are actively increasing their positions against the background of the departure of Western competitors.

Analysts predict that the share of Russian solutions in 2025 may reach 81% and amount to ₽5,4 billion with a total market volume of ₽6,6 billion. This forecast is considered conservative, since it takes into account negative macroeconomic factors.

General Director of the Lukomorye IT ecosystem Arsen Blagov highlighted the main problem of Russian solutions. They are not a single interconnected product, often good, working, but disparate solutions enter the market, each of which is tailored to its own task and poorly combined with other solutions.

Blagov stressed that even with complex solutions, integrators often know how to implement them pointwise, and not as a single organism. This problem prevents complete import substitution in project management.

Experts believe that full import substitution will require improved integration between Russian products. The creation of a single ecosystem of interconnected solutions will be a key factor in the success of domestic developers.[1]
