2026-2028: Pskov region allocated ₽1 billion for digitalization of the region
The Pskov region will allocate more than ₽1 billion for digital transformation in 2026-2028. The regional program, approved at the federal level, will cover several areas - from the introduction of artificial intelligence to the provision of digital services. Governor Mikhail Vedernikov announced this on his Telegram channel on November 26, 2025.
According to TASS, the total amount of funding for the program for three years will amount to ₽1,15 billion. Governor Mikhail Vedernikov noted that the digital transformation program of the Pskov region is a key strategic document, the implementation of which will require significant efforts.
Vitaly Rakhmanov, head of the digital development and communications department of the government of the Pskov region, pointed out that the main goal of the program is to increase the efficiency and transparency of public administration. The program is also aimed at accelerating the introduction of standard digital solutions and improving the quality of digital services for the population.
The program includes the provision of small settlements with modern and high-quality means of communication. It is planned to digitalize the social sphere of the region, within which all teachers will be provided with tablets based on domestic operating systems. All schools in the Pskov region will receive Wi-Fi points for access to the Internet.
The program provides for the preparation of internal systems of the region for the introduction of artificial intelligence technologies. The authorities plan to create the necessary infrastructure for the subsequent integration of AI solutions into the work of state bodies and social institutions.
The regional government voiced the key effects expected from the implementation of the program by 2028:
- saving time on receiving services will be 148 thousand hours;
- the volume of communication services in small settlements will grow by 43%;
- the number of hard-copy reports in government agencies will be reduced by a third;
- the downtime of state information systems during cyber attacks will be reduced by 1.42 times.[1]
