2023: Russia creates a unified register of digital employment platforms

In early May 2023, it became known that work was underway in Russia to create a register of digital employment platforms (for example, Ozon, Wildberries, Yandex and Sberbank services). The operator of the system will be the Federal Tax Service (FTS). This follows from the materials of a letter from Deputy Labor Minister Magomed Abdulkhalimov to the Russian Tripartite Commission (RTK).

As Vedomosti writes with reference to this document, the concept described there can become the basis for a draft satellite law for a new framework legislation on employment.

The procedure for the formation and maintenance of the register will have to prepare the government as a separate act, follows from the materials. According to the proposal, in order to be included in the register, the site operator must carry out information exchange with the tax authorities. It is planned that the Council of Digital Platforms will take part in the preparation of the procedure for the formation and maintenance of the register (according to the materials, this is a self-regulatory organization uniting at least 20 operators of digital employment platforms).

At the first stage, bulletin boards (such as "Профи.ру," "Avito," YouDo) may not fall under regulation, since some of the interactions on order occur outside the site (for example, payment for a service in cash), a source involved in preparing proposals told the publication. To get on the list, the authorities will prepare special criteria, the main of which will be the placement of orders and all payments within the service, the source added.

Anastasia Uskova, General Director of the Rocket Work platform, believes that the creation of the register is "another step towards whitewashing the private services sector." According to various estimates, about 15 million people in Russia can be employed in it, Uskova said.

Vice-rector of the Financial University Alexander Safonov agrees with her. He believes that now there is a problem associated with the fact that not all citizens who receive income through platforms pay taxes. At the same time, in his opinion, the idea of ​ ​ the register of platform employment will not be able to implement the task of legalizing these finances if interaction occurs outside the platform.[1]
