2025: Russian President Vladimir Putin signed a decree on the creation of a unified register of data on foreign harm to Russia

On May 19, 2025, the president Russia Vladimir Putin signed a decree on conducting state monitoring of harm caused to Russian entities, the territory Sirius of "," municipalities and citizens by foreign states and organizations. The document entered into force from the moment of signing.

According to RBC, according to the decree, the prosecutor's office will be engaged in the collection, verification, accounting and systematization of data on the harm caused to Russia. Within a month, the Prosecutor General's Office must approve the procedure for monitoring and organize the maintenance of a special register of information, as well as determine the composition of the information that will be contained in it.

The document states that foreign sources of harm mean states determined by the government under the law "On the temporary procedure for fulfilling obligations to some foreign creditors," signed by the president in March 2022.

The list of "unfriendly countries" prepared by the government includes all 27 states of the European Union, the United States of America, Ukraine, Australia, Great Britain, Canada, Liechtenstein, Micronesia, Monaco, New Zealand, Norway, Switzerland and Japan.

This initiative is a continuation of Russia's policy of protecting its interests and responding to sanctions pressure. In May 2024, the president has already signed a decree on the procedure for compensation for damage caused to Russia and the Central Bank by "unfriendly actions" of the United States and other states.

That document established a mechanism according to which the Russian copyright holder can go to court in case of unjustified deprivation of property rights by the US state or judicial authorities. A special procedure for compensation for such damage was approved by the government commission on legislative activities in April 2025.[1]
