2022: The Ministry of Digital Industry updates the classifier and adds VR and AR software to it
The Ministry of Digital Engineering of the Russian Federation updates the classifier of Russian software and adds products in the field of virtual (VR) and augmented (AR) reality to it. This became known on November 23, 2022.
As Vedomosti writes with reference to the order of the Ministry of Digital Science, a new section and 32 classes of programs, in particular virtual and augmented reality systems, are being created in the classifier. Previously, the developers of such solutions could not apply for benefits and participate in public procurement, since this software could not be included in the register in its class.
The document was prepared by the Ministry of Digital Development in accordance with the results of a vote by members of the presidium of the government commission on digital development. It should optimize the structure of the registers of Russian and Eurasian software, as well as facilitate the search for solutions necessary for customers, follows from the explanatory note.
The emergence of new classes will help developers enter the software register and apply for tax and other benefits, said Vladimir Lebedev, head of the development group of the mining solutions department of Reksoft. In addition, this will exempt developers from paying VAT and give an advantage at tenders: government agencies and companies with state participation have no right to buy foreign software if there is an analogue in the register.
In addition, companies from the list have the opportunity to receive loans on preferential terms, development grants from the state, and their employees have a mortgage at a reduced rate.
The draft resolution defines classes of programs for electronic computers and databases, information about which is included in the software register, which will be subject to additional requirements. Such software classes include:
- General purpose operating systems;

2020: Ministry of Digital Industry approved a new classifier of domestic software
At the end of October 2020, the Ministry of Justice of the Russian Federation approved the order of the Ministry of Digital Science on a new classifier of domestic software. The final version of the document is published on the official portal of legal information.
The new classifier of Russian software includes 11 sections and 111 classes. Compared to the preliminary version of the document, which was released in June 2020, some sections and classes were merged, and some disappeared.
For example, the final classifier did not include the sections "Operating Systems," "Business Analysis Systems," "General purpose application software" and "Information systems for solving specific industry tasks," but "Office Applications" and "Data Analysis Tools" appeared.
As the director of the Center for Import Substitution Competencies in the field of ICTIlya Massukh explained to D-Russia, the new classifier better meets the tasks of customers to find products in a single register. It is also better synchronized with the tasks of state-owned companies for the transition to use Russian software, which are forced to use the so-called "software types" to group products within one class when forming transition plans.
In addition, according to Massukh, the classifier takes into account the problems of import substitution as the foundation of digital transformation, as it contains classes that take into account the problems of using end-to-end technologies, in particular artificial intelligence, quantum technologies and big data.
He believes that the need to refine the classifier has matured a long time ago, since more than 7 thousand products are placed in 24 classes in the register of Russian software, and there are hundreds of solutions in some classes. This structure makes it difficult for customers to work with the registry.[2]"
2016: Launch on the basis of the Russian software registry classifier
Since 2016, on the basis of the classifier of Russian software , the register of Russian software has been operating.
2015: Draft Order on Russian Software Classifier
On December 8, 2015, it became known about the development of a classifier of Russian software and the rules for its use within the framework of restrictions imposed on state bodies when purchasing foreign software.
According to the RBC edition with reference to the materials posted on the regulation.gov.ru website, the Ministry of Telecom and Mass Communications presented a draft order "On approval of the classifier of programs for electronic computers and databases," which lists five categories of software: built-in, system, development tools, application software and databases.[3]
- Embedded software is the BIOS and other programs stored in persistent memory.
- The system software includes operating systems, server software, monitoring and backup systems, utilities and drivers, cloud and distributed computing tools, tools virtualizations and, storage systems software binder database management systems , and solutions, information security
- The applied category is office applications, mail programs, search engines, electronic dictionaries, office applications, geoinformation and navigation systems, project management systems, research, development, design and implementation, organization process management system and simulation modeling, information systems for solving specific industry tasks.
- Software development tools include executable code preparation and versioning programs for source code, subroutine libraries (SDKs), and development, testing, and debugging environments.
- Data Base. Here we are talking about a set of data organized according to a conceptual structure describing the characteristics of this data and the relationship between them, and such a collection of data that supports one or more applications.
According to the rules developed by the Ministry of Telecom and Mass Communications for the use of the classifier, it will include codes, functional, technical and operational characteristics, according to which it will be possible to determine the compliance of programs with the software class. Code that is not included in the classifier is not allowed.
The expert council on Russian software under the Ministry of Telecom and Mass Communications will check the compliance of the software with a certain class based on the documentation provided by the developers. The same council will decide on the inclusion of software products in the register of Russian software, which will be available at реестр-по.рф.[4]
To check the compliance of the software with a certain class, the operator involved in the formation and maintenance of the register is obliged to ensure the admission of a member of the expert council to the software for its launch and verification of its properties, the ministry said in a document.[5]"
