Mishustin approved the introduction of data on decoding the genome of pathogens of infections
In December 2022, Prime Minister Mikhail Mishustin signed a decree "On Amending the Appendix to the Regulation on the Federal State Information System of Sanitary and Epidemiological Information." According to the document, data on decoding the genome of pathogens of infectious and parasitic diseases will be entered into this system.
This duty is assigned to organizations "carrying out molecular genetic research" and "having information characterizing the sanitary and epidemiological well-being of the population." We are talking primarily about Rospotrebnadzor and its regional departments.
The regulation on the creation of an information system of sanitary and epidemiological information within the framework of the Sanitary Shield project was previously approved by the government. The tasks were set in a timely manner to ensure the implementation of sanitary and anti-epidemic measures, promptly inform about emerging threats, as well as predict situations based on statistical methods and mathematical models. The new digital resource will be associated with other state systems, including the Unified Information System in the sphere health care (). Allocation of 36 billion rubles for the federal project

Russia will spend 30 billion rubles on a "sanitary shield" against new pandemics
About 30 billion rubles will be spent on the creation of the so-called "sanitary shield" of Russia until 2024. Deputy Prime Minister Tatyana Golikova announced this at a meeting with Vladimir Putin on July 19, 2021.
According to Golikova, thanks to the implementation of the project, it will be possible to develop test systems for new infections in four days and vaccines against them in four months. Express diagnostics will be possible at more than 240 checkpoints. Together with the modernization of medical laboratories, this should make available to the vast majority of Russians the diagnosis of infections within 24 hours.
Sanitary and quarantine control at the borders will be provided in such a way as to prevent the import of infections without making it difficult to move people and without closing the borders, the Deputy Prime Minister noted.
But to prevent an outbreak of infection, this is not enough, says Vasily Vlasov, doctor of medical sciences, professor at the Higher School of Economics. The authorities should take care of the national pandemic preparedness plan, said in a conversation with Kommersant FM.
Russian Prime Minister Mikhail Mishustin, who also took part in the meeting, said that Russia will have "a network of laboratories with fast and affordable diagnosis of infections in order to decipher any unknown virus and develop a test system to determine it in the shortest possible time, quickly release effective and safe vaccines."

Rospotrebnadzor creates an AI system for analyzing the epidemiological situation
In early June 2021, it became known about the creation by Rospotrebnadzor of a system using artificial intelligence algorithms to analyze the epidemiological situation.
According to the head of the department Anna Popova, speaking at the Federation Council, the AI solution will be introduced as part of the implementation of the project "Sanitary Shield of Russia," which will include four areas:
- effective prevention;
- early detection;
- prompt response to emerging calls;
- tight effective control over all objects and environmental factors.
As the Russian Information Agency reminds TASS, earlier Russian President Vladimir Putin, speaking with a message to the Federal Assembly, said that Russia should have a "powerful and reliable shield" that will allow organizing a full cycle of production of vaccines and drugs in the country, including against viruses resistant to antibiotics.
One of the key tasks of the project is to create four technological platforms by the end of 2021, on the basis of which it will be possible to quickly create vaccines against viral infections. By 2024, there will be six such platforms. The President instructed to develop a mechanism that would allow the creation and launch of a vaccine against a possible new infectious threat within four months.
Another task is to introduce technologies that would allow, in the event of a threat, to develop tests in four days to detect a new infection and launch their industrial production in seven days.
