Subsidies of the Ministry of Telecom and Mass Communications to the subjects of the Russian Federation for development of information society

The federal center subsidizes information technology implementation in the subjects of the Russian Federation for the purpose of development of modern services of health care, education, housing and public utilities, etc.

Plan of selection of subsidies for promotion of state services in electronic form

On October 24, 2016 it became known that subsidies from the federal budget to territorial subjects of the Russian Federation on implementation of formation of information society in regions for 2017 will be selected for promotion of state services in electronic form. It it was announced at a meeting of Council for regional informatization of the Government commission on use of information technologies for improvement of quality of life and conditions of conducting business activity.

"In 2017 the subsidy for promoting of state services will be provided to regions. At the same time for each subject we will calculate the minimum measure value how many citizens need to be registered in the Unified identification and authentication system for ensuring accomplishment of an indicator of the decree of Russian President No. 601" — the Deputy Minister of Telecom and Mass Communications of the Russian Federation Alexey Kozyrev commented.

Subsidies, as well as earlier, it is going to distribute on a competitive basis.

2016: Subsidies are reduced to 364 million rubles. Received 25 regions on the same purposes

In February, 2016 summed up of the Ministry of Telecom and Mass Communications the tender results on distribution of subsidies for the regional events directed to formation in the subjects of the Russian Federation of information society within the state program of the same name — "Information Society (2011-2020)". In 2016 appropriate means from the federal budget in the amount of 364.7 million rubles received 25 regions.

In the list Karelia which received means partially is not specified.

In 2016 the ministry selected for support the same directions, as in 2015:

Implementation of all supported projects should come to the end till December 31, 2016.

According to the secretary of a tender committee — the associate director of department of coordination of informatization of the Ministry of Telecom and Mass Communications Roman Urnyshev, all 59 applications were submitted for competitive selection. At the same time nine of them were not allowed to participation in tender:

  • three requests arrived from the regions which did not reach target indicators of effectiveness of use of subsidies in 2014
  • four — on formal grounds in connection with introduced errors during the filling of the request and submission of documents on tender,
  • one request did not correspond to the set joint financing level from the regional budget,
  • one more request was withdrawn at the initiative of the subject of the Russian Federation before summing up selection[1].

All regions, except those which at the expense of federal money already implemented projects (as we remember, the same) in 2015 or reached an effectiveness indicator less than 90% in 2014 could participate in tender.

At this time the independent anti-corruption examination is passed by the bill drafted the Ministry of Telecom and Mass Communications using which department intends to legalize the right to distribute in 2016 subsidies without efficiency of use of similar means in 2015.

Detailing of financing did not change: at the beginning of 2015. The government approved new rules for apportionment of means according to which the Ministry of Telecom and Mass Communications increased a share of subsidizing of projects from the federal budget from 50% to 70-95% though, as before, did not begin to select for one subject more than 30 million rubles, including no more than 10 million rub on one project.

550 million rub on Contingent, e-transport and e-services are distributed

In March, 2015 in the Ministry of Telecom and Mass Communications commission session on competitive selection during which subsidies to regions for development in them information society in 2015 were distributed took place.

The Ministry of Telecom and Mass Communications increased a subsidizing share from the federal budget from 50% to 70-95% though, as before, did not begin to select for one subject of more i30 one million, including no more than 10 million rubles on one project.

Representatives of government office, Federation Council, Ministry of Economic Development, Ministry of Finance, Ministry of Education and Science entered a tender committee. The Minister of Telecom and Mass Communications Nikolai Nikiforov acted as the commission chairman.

73 requests, two of which (from the Tver region and Adygea) were late were submitted to the judgement of experts and before selection were not allowed. Four more requests — from Kamchatka, from the Nenets Autonomous Okrug, the Orenburg and Penza regions — were rejected for violation of conditions of tender.

From the remained 67 requests the commission satisfied 30 regions between which 550 million rubles were distributed.

The maximum size of subsidies (on 30 million rub) was received by 5 regions: Novosibirsk, Tyumen and Leningrad regions and also Tatarstan and Altai. The Magadan region got a minimum amount (2.7 million rubles).

It is remarkable that among finalists there was no Moscow and the Crimea which, according to CNews, did not submit the application and also St. Petersburg and Sevastopol (were not among winners)[2].

Declaration of tasks and rules of joint financing

In February, 2015 it became known[3]that Ministry of Telecom and Mass Communications it intends to increase a share of subsidizing of priority regional projects on development of information society from the federal budget from 50 to 70-95% though, as before, will not begin to select more than 30 million rubles for one subject.

According to the set priorities in 2015 subsidies will be provided on project implementation on four subjects:

For the approval of new rules of subsidizing of projects it will be required to make changes to the Information Society (2011-2020) state program, the edition of which, last for January, 2015, was approved by the government decree of April 15, 2014.

Rules define an order and terms of carrying out competitive selection, formation, giving and consideration of requests and also a technique of their assessment.

Only already approved regional programs will be able to apply for means of the federal budget. But if earlier joint financing volume from the Ministry of Telecom and Mass Communications does not exceed 50% of the general budget of the subsidized project, then now it will be in the range from 70 up to 95%. Funds are offered to be allocated for projects with a deadline no later than December 31 of year of carrying out tender. Total amount of a subsidy for all regions will be about 550 million rubles.

The total amount of budget subsidies which are going to be selected to regions in 2015 in the Ministry of Telecom and Mass Communications is not reported.

For February, 2015 selection of requests is planned for February-March, 2015. Performance indicators of expenditure of means in 2014 and 2015 will be surely have to considered. As the main criterion of effectiveness in this case the reached share of the citizens using the mechanism of receiving the public and municipal services electronically acts.

2014: 1.1 billion rubles for 61 subjects are selected for development of IT in MFC

The Ministry of Telecom and Mass Communications of the Russian Federation annually supports the projects aimed at the development of information society, distributing on a competitive basis of a subsidy to the subjects of the Russian Federation from the federal budget. At the beginning of February, 2014 summing up tender based on which 61 subjects of the Russian Federation became the winner took place. Total amount of subsidies was 1,155.6 million rubles. Funds were distributed for 2013 and 2014 at once. Subsidies are directed to quality improvement of providing the public and municipal services by the principle of "one window" in the multifunction centers thanks to implementation of an information system and on a possibility of receiving the public and municipal services electronically. Results of project implementation should be achieved by June 1, 2015.

2012: Dmitry Medvedev approved rules of joint financing of IT projects in regions for 670 million rub

In June, 2012 Dmitry Medvedev approved rules for apportionment of funds from the federal budget for joint financing of IT projects in regions. The center is ready to transfer money for regional works on the Information Society program.

The amount from Moscow for one region cannot exceed 50 million rubles. The total amount of financing for 2012 should be 670 million rubles, and before the termination of the Information Society program in 2020 - 6.76 billion rub[4].

To receive means the region there should take place tender of the Ministry of Telecom and Mass Communications (the special commission is for this purpose created) and to sign with it the agreement. Tenders for receiving means should be held several times a year, but more than once in a year the region will not be able to receive money. The regional IT project for which federal funds are allocated should be complete until the end of November of the corresponding year.

The commission of the Ministry of Telecom and Mass Communications should determine applicants for federal financing by a number of parameters among which there is a level of development of information society in the region and the level of its wealth (settlement fiscal capacity).

By a technique of the Ministry of Telecom and Mass Communications (see the complete text), the greatest chances to receive joint financing have the most rather poor regions which requested the small amount and seriously improved the place in the rating of development of information society.

The region request for joint financing will have to contain target indicators which need to be reached when implementing the IT project. If Ministry of Telecom and Mass Communications satisfies a region request not completely, then and target indicators can be reduced in proportion.

Was declared that with impunity it will be impossible to break target indicators. If they do not manage to be executed at least for 70%, then the region will have to return the means received from the federal budget back. If the indicator does not reach 90%, then it is possible to forget about federal funds next year.

Also the money which is not used until the end of the year will return to the budget. However, also the mechanism of their use on the same purposes next year is stipulated.

Besides, federal financing can be suspended "in case of non-compliance with providing subsidies by the subject of conditions" (about what violations there is a speech, in the document it is not reported). If the region is not able to eliminate an error within a month, means can be transferred to other region.

All calculations of the Ministry of Telecom and Mass Communications will be approved by the government. The region, in turn, will have to report to the ministry every 15th day of the month. Achievement of target indicators is protected on December 15 every year.
