Unified State Examination in information science and ICT

The USE (Unified state examinations) — on a centralized basis the examinations held to the Russian Federation which serve as at the same time final examinations in schools and entrance examinations in universities. When holding examinations in all territory of Russia the same tasks and uniform quality evaluation methods of execution of works are applied. Examinations are held in objects: information science, Russian, mathematics, foreign language (English, German, French, Spanish), physics, chemistry, biology, geography, literature, history, social science.

About 2009 Uniform examinations of the USE are the only form of final examinations at schools and the possibility of a repeated Unified State Examination in the years ahead is the main form of entrance examinations in universities, at the same time. When holding examinations of the USE in all territory of the Russian Federation the same tasks and uniform quality evaluation methods of execution of works are applied. After passing an examination to all participants certificates on results of the USE where the got points in objects are specified are granted. Since 2009 all graduates of schools pass the Unified State Examination in Russian and mathematics and also any number of additional examinations in the choice.

Unified State Examination in Information science and ICT

Uniform examinations of the Unified State Examination in information science and ICT become the entrance ticket for entering higher education institutions of the Russian Federation for profile specialties - computer, mathematical and engineering specialties.

In 2009 more than 50 thousand school students successfully passed the Unified State Examination in information science and acquired the right to go to the universities on computer, technical, engineering and mathematical specialties.

At all schools of Russia since 2007 there are computers and access to the Internet and also basic software packages on information science based on the licensed commercial software and based on Open source domestic software for carrying out full-fledged workshops on information science and preparation for the Unified State Examination in information science.

Since 2009 preparation for transition to the Open source software at all schools of the Russian Federation to studying to information science and ICT and carrying out workshops on information science and ICT based on domestic software based on Windows and Linux according to decisions of the government and the Russian President begins.

Entrance examinations in universities

For entering a higher education institution the entrant needs to pass entrance examinations in the form of the USE. For entering higher education institutions of the Russian Federation are obligatory a Unified State Examination on mathematics and Russian and also in profile school objects of lists of the Ministry of Education of the Russian Federation. The list of entrance examinations approves by the Ministry of Education and contains, as a rule, four examinations for each specialty (in certain cases — three). For each specialty one of examinations is profile.

Information science as a profile entrance examination is specified in a large number of specialties:

Specifics of the Unified State Examination in information science and ICT

Purpose of the examination-paper – to estimate general education preparation on information science and ICT of graduates XI (XII) classes of educational institutions for the purpose of holding a final assessment of graduates of educational institutions and competitive selection of entrants at organizations of an average and higher education.

Structure of the Unified State Examination in information science and ICT

Total number of tasks in the examination-paper – 32. The examination-paper consists of three parts.

Part 1 (A) contains 18 tasks of the basic, increased and high levels of complexity. In this part the tasks with the choice of the answer meaning the choice of one correct answer from four offered are collected. Tasks are performed on the draft copy, and answers are entered in the special form for answers of Part A.

Part 2 (B) contains 10 tasks of the basic, increased and high levels of complexity. In this part the tasks with short form of the answer meaning independent formulation and input of the answer in the form of a character sequence are collected. Tasks are performed on the draft copy, and answers are entered in the special form for answers of Part B.

Part 3 (C) contains 4 tasks, first of which the increased complexity level, other three tasks – the high level of complexity. Tasks of this part mean record in any form of the unrolled answer on the special form.

Content of the Unified State Examination in information science and ICT

The contents of the examination-paper cover the main maintenance of a course of information science and ICT, its major subjects, the most significant in them the material which is unambiguously treated in the majority of the options of a course of information science and ICT taught at school.

The maintenance of tasks is developed on the primary subjects of a course of information science and information technologies united in the following thematic blocks:

  1. "Information and its coding",
  2. "Algorithmization and programming",
  3. "Fundamentals of logic", (logic in information science)
  4. "Modeling and computer experiment",
  5. "Software tools of information and communication technologies",
  6. "Technology of processing of graphic and sound information",
  7. "Technology of information processing in spreadsheets",
  8. "Technology of storage, search and sorting of information in databases",
  9. Telecommunication technologies (Internet technologies).

The USE tasks on information science and ICT

Part 1 contains tasks from all thematic blocks, except tasks on telecommunication technologies and technology of programming. In this part there are tasks of all levels of complexity, however the majority of tasks are expected small time expenditure and basic level of knowledge examined.

Part 2 includes tasks on subjects: "Information and its coding", "Fundamentals of logic", "Algorithmization and programming", Telecommunication technologies. In Part 2 the majority of tasks belongs to the increased level and also there is one task of the high level therefore task performance of Part 2 in general will demand bigger time and deeper preparation.

Part 3 tasks are directed to check of formation of the major abilities of record and the analysis of the algorithms provided by requirements to obligatory level of training on information science and ICT of pupils of average educational institutions. These abilities are checked at the raised and high level of complexity. Also at the high level of complexity abilities on the subject "Technology of Programming" are checked.

USE advantages

  1. Entrance tests in universities of the Russian Federation on information science become the entrance ticket for revenues to the most demanded profile specialties to computer, mathematical and technical specialties.
  2. Increase in requirements at Uniform examinations of the USE will lead to quality improvement of education at the corresponding increase advanced training of teachers and qualities of educational literature.
  3. the USE allows to identify worthy entrants in the province who had earlier no opportunity to take entrance examinations in the large cities.
  4. Inclusion in the content of the Unified State Examination in information science and ICT of elements of professional technologies of programming - bases of algorithmization, logic, a pseudo-code and languages of structured programming the BASIC and Pascal.

Information science - revolution in education

The Unified State Examination in information science-2010 requires knowledge not only the BASIC and Pascal languages, but knowledge of technologies of programming.

50 thousand graduates of schools in 2009 successfully passed the Unified State Examination in information science and showed knowledge of algorithmization and the BASIC and Pascal languages.

Knowledge of technologies of programming means that all these 50 thousand graduates are the beginning professionals in programming.

It is absent and was not in one country of the world. not accidentally our Russian students are ten years world champions in programming.

It is competitive advantage of the country.

Examination and abilities

The USE tasks on information science and ICT do not include the tasks requiring simple reproduction of knowledge of terms, concepts, values, rules (such tasks are too simple for accomplishment). At accomplishment of any of the testing and assessment material tasks from examined it is required to solve any problem: or directly to use the known rule, an algorithm, ability, or to select the most suitable from a total quantity of the studied concepts and algorithms and to apply it in the known or new situation.

At the level of reproduction of knowledge such fundamental theoretical material as is checked:

  • information units of measure;
  • principles of coding;
  • numeration systems;
  • modeling;
  • concept of an algorithm, its properties, writing methods;
  • main algorithmic constructions;
  • basic elements of programming;
  • basic elements of a logic theory;
  • the basic concepts used in information and communication technologies.

Material on check of formation of abilities to apply the knowledge in a standard situation is included into all three parts of the examination-paper. It following abilities:

  • count the information amount of the message;
  • make a transfer from one numeration system in another;
  • perform arithmetic actions in binary, octal and hexadecimal numeration systems;
  • use standard algorithmic constructions when programming;
  • it is formal to perform the algorithms written in natural and algorithmic languages, including in programming languages;
  • create and transform logical expressions;
  • create the truth diagram and the logical network for logic function;
  • estimate result of work of the known software;
  • state requests to databases and search systems.

Material on check of formation of abilities to apply the knowledge in a new situation is included into all three parts of the examination-paper. These are the following difficult abilities:

  • solve logical problems;
  • analyze the text of the program in terms of compliance of the written algorithm to an assigned task and change it according to a task;
  • implement a difficult algorithm using modern programming systems.

USE shortcomings

  1. the Bulk of the operating educational literature (on information science) does not conform to requirements and content of the USE (on information science).
  2. the USE on Russian, physics, information science contains incorrectly delivered tasks and controversial possible answers, the structure of examination is worked not up to the end out.
  3. Most of teachers of high schools cannot provide training of pupils (90%) for passing Uniform examinations of the USE (an example — Examinations of the Unified State Examination in information science).
  4. the USE leads to a new type of the tutoring connected with increase in level of knowledge in the USE specifications (an example — specifications and requirements of the Unified State Examination in information science).
  5. B the content of the Unified State Examination in information science does not have the Internet, Internet technologies and the most important - there is no information search in the Internet.
  6. more than 90% of graduates of schools did not hand over (did not pass) the Unified State Examination in information science and ICT and also in other final school objects owing to what many high school vacancies were not demanded because of insufficient level of training at the Russian comprehensive schools.

Distance learning to information science

Training of students, teachers and teachers for the Unified State Examination in information science can be carried out remotely with the help the Internet and basic manuals on information science and ICT.

Distance learning as well as any other correspondence course is provided using textbooks and manuals and also tests and examinations and academic year projects and works.

The recommended literature

Shortcomings of the programmed training

The programmed training is attempts of training using selective answers which contain a series of the wrong answers. Existence in questions of false, unreliable information nonpluses people and does not help people with training neither from psychological, nor from pedagogical the points of view in any way.

In 60 years of use of the programmed training and it was succeeded to receive to nobody significant results using selective questions with series of false answers anywhere. The biggest failure are results of the USE at schools of the Russian Federation for the organization of uniform examinations where more than 90% of graduates of schools receive the two or are not certified at the exit from schools.

Unsuccessful were all attempts of use of the programmed training in all projects of distance and automated training worldwide.

The Unified State Examination in information science for the first time will begin to carry out on computers. On August 28, 2020 at the all-Russian PTA meeting the head of Federal Service for Supervision in Education and Science (Rosobrnadzor) Anzor Muzayev reported about it.

The Unified State Examination in information science will for the first time carry out on computers

Muzayev added that the equipment at all Russian schools where there will take place examination in information science, will be updated.

Before the Unified State Examination in information science was passed on paper forms, as well as by other examinations. Pupils needed to answer 23 questions and to solve several problems. For each correct answer it is possible to get only one point. In the second part the pupil needs to solve four problems with the unrolled answer. The general point for correctly solved second part makes 12.

The Federal Institute of Pedagogical Measurements (FIPM) earlier subordinated to Rosobrnadzor published draft documents, regulating structure and content of the control measuring materials (CMM) of the unified state examination in 2021.

These documents are a basis for drawing up examination materials. With their help future participants of the USE and their teachers can make idea of what waits for them at examinations in new academic year.

The new system of passing an examination will change also the principles of preparation for it both for school students, and for teachers.  According to Muzayev, Rosobrnadzor was ready to transition to new technology four years ago, but there were concerns that not all regions will be able to cope and there will not be enough equipment. By the end of August, 2020 there are no such concerns, the main stage of preparation of schools for holding  examination in information science on computers was completed. Within academic year for future graduates are going to hold several "rehearsals" on use of the PC at the unified state examination.[1]
